Conclusion

Looking back, it is heartening to observe that the committee system has made steady progress since its introduction from the Second Republic to the Fourth Republic. The confrontational style of politics and the rigid preconceived positions held by both sides of the House during the First Republic have given way to less adversarial politics and consensus building on matters of national interest at the committee level.

However, when it comes to party discipline, Members still have limited scope of independent action at the committee level. Individual members must express their views freely. Indeed, dispassionate approach to issues in order to reach the truth will enhance public confidence in its committee system. In this regard, the Public Accounts Committee must be commended for its non-partisan approach to its work.
