Leader of Government Business, Maham Ayariga has set the records straight pointing out that its false for his colleagues in the Minority to say bills that go through certificate of urgency are not looked at thoroughly when they are being considered.

At the briefing of leadership at the start of first meeting of the second session of the nineth Parliament of the fourth Republic, leader of Government Business pointed out that, bills are taken under a certificate of urgency when it has financial instrument and tax obligations.

“You  do not want the market to react,  you want to increase fuel prices you come and lay it,  do you know what the dealers would do they will stop selling in the market and wait for the time you would pass the tax because you would increase the price for them?” 

He further added that, another reason is that when Ghana is late in meeting international obligations and agreement, you pass a bill under a certificate of urgency, either than that we do not take bills under certificate of urgency.

In the briefing he pointed out that members of the parliamentary press corps you do analysis and they will notice that, Bills that go through certificate of urgency are bills have that already been introduce in the House and worked on withdrawn and are being re-introduced.

It   does not mean that we should not debate the bill, it is waved to save time   for instance we need to advertise the bill for fourteen days through gazette notification  what certificate of urgency does is to wave the fourteen days in the government printer.

Which is advertised  to the wider public this was a bill that was advertised and civil society who were interested in the bill came before the committee advance reasons why some aspects should be changed they have been made to address the concerns of interest groups and civil society ordinarily we should just take it on the floor.

Sometimes they can be two hundred and three hundred if you are going to take it on the floor you have to debate all waste our time since we have agreed that we have to change it take it back and bring the change one that we have all agreed on that is why you do not see the debate on the floor.

Is not that people are not interested in it,  just that we have agreed on the changes and in cooperated the changes.

When the Minority has agreed on changes at the Committee and the Minister has done that,  what else do you want us to say again, you notice that they have nothing to change if you still want an amendment you still have the opportunity to during that stage the rules are even relax without advertising and amendment.
