Speaker of Parliament Rt. Hon Alban Kingsford Sumana Bagbin has clarified that Mahama Ayariga, the Minister-designate for Local Government, Chieftaincy and Religious Affairs, remains the Majority Leader until formal communication is received from both the Majority Caucus and the party.
According to the Speaker, it was an error for the presidency to refer to James Agalga as the acting Majority Leader.
“This matter has come before the House a number of times,” Bagbin stated. “As a result, even in their current standing orders, they had to define the two terms: Majority Leader and Minority Leader.”
He explained that by the standing orders, a Majority Leader means “a member of parliament designated by the Majority Caucus as their leader in the House.”
Bagbin further noted that the established practice requires the party, through the General Secretary, to formally communicate leadership decisions to the Speaker.
“That is what has happened so far. And because of earlier disagreements, we had to relook at it, and we all came out with this definition which is captured in the standing orders. I want to clarify this. So today’s procedure may look different,” he added.
The Speaker explained that the Majority Leader remains on his seat because he is still the Majority Leader “until otherwise communicated by the party and then decided by the caucus, and the information passed on.”
