
Minority Chief Whip Frank Annoh Dompreh has revealed that their colleagues in the Majority sneaked in the “Dumsor levy Bill” which was not advertised on the official order paper to their surprise it came in as addendum without the knowledge of the leadership of the Minority when they met at conclave, the day Energy Sector Levy Amendment Bill 2025 was passed.
According to him there is always a generic statement that bills may be admitted the same day with statement by the Speaker, so that was the defence on the side of the Majority. However, the practice has been, where it is the case that a bill is being introduced where it is not fetched in the business statement leadership should know that.
Explaining the issues at a press conference when journalists wanted to know if the Minority were not in the known about the “Dumsor Levy Bill” he further explained that we have conclave meeting every morning before we come to the chamber, and on the said day we had conclave.
“ I was there, the Majority leader came in late, the chief whip came in late, there were other members in their leadership who came in there, nobody coughed or gave us a hint about it, then suddenly we saw the order paper addendum; they only printed copies for themselves.
Again, he added that he had reason to confront the clerk of parliament on this, that there is a two sided house and you printed order paper addendum and you gave it to only the majority side of the House. If you do not have a bad motive why would you do that?
And thankfully they are saying they would have to implement it on June 16th, so the confusion is out there, you do not know whether they are moving forward or backwards so that is the reality and I am in leadership and I need to let us know, he concluded.
