The Parliamentary Minority has strongly criticized and demanded the immediate retraction of a letter from Parliament’s Clerk to the Electoral Commission declaring the Kpandai Constituency seat vacant.

The move has escalated tensions in the House, disrupting proceedings and prompting the Minority to declare it will block Speaker Alban S.K. Bagbin from presiding over public business.

In a press briefing, Minority Chief Whip Frank Annoh-Dompreh denounced the letter as “legally unsound and procedurally reckless.” He argued that it jeopardizes the integrity of an ongoing judicial process regarding the Kpandai election, where an application for a stay of execution is still pending before the courts.

“The letter filed with the Electoral Commission was out of place, unfortunate, and flies in the face of law and procedural justice,” Annoh-Dompreh stated. “It must be withdrawn forthwith.”

The disputed letter, dated December 4, 2025, and signed by Clerk Ebenezer Ahumah Djietror, informed EC Chairperson Jean Mensa of the vacancy—citing a Tamale High Court order for a re-run of the 2024 polls and invoking constitutional Article 112(5). This article requires Parliament to notify the EC when an MP’s seat becomes vacant.

However, the Minority contends the action is premature, asserting that Parliament should not execute a court order while a request for a stay of execution is still under judicial consideration.

Annoh-Dompreh emphasized the need for consistency and fairness from the Speaker, recalling past instances of cross-party cooperation despite numerical imbalances. “We on this side of the House cannot support that decision,” he affirmed.

The dispute highlights deepening political strains over the Kpandai seat, with the Minority accusing the majority and parliamentary administration of overreach and undermining due process.
