A member of the Local Government and Rural Development Committee Dr. Sandaare Ngmenenso Sebastian has clarified that the ongoing public hearing by the Committee considering the Annual Audit Statement of Metropolitan, Municipal and District Assemblies (MMDA) in the Greater Accra Region is to strengthen them, and not to intimidate or sack the chief executives.
He said the sitting was convened as a result of a referral made to the Committee by Rt. Hon Alban Kingsford Sumana Bagbin on audit findings and steps taken to ensure that the recommendations are implemented.
In an interview he pointed out that the Committee is not auditing the Assemblies but rather looking at issues raised by the auditors who gave recommendations, and it is expected that they would be implemented by management at the Assembly level.
He further added that the committee is performing its oversight role by interacting with the Assemblies and later visit the Assemblies.
Shocking, he revealed that monies in the account of the Assemblies are not being used for legacy projects. “We are surprised ourselves; the president has ensured that the Assemblies have enough funds to deliver on priority projects at the local level. But per our interrogation we noticed many of them have not yet started the projects despite the guidelines”.
He further pointed out that they have timelines to achieve deliverables whatever projects they are to do; 24hour markets, chips compound, among others. “We expect to see works being started on these projects; we are not seeing it. These funds are still in their accounts; believe we would take some actions for work to start, we think they are a bit slow.
