Rt. Hon Alban Kingsford Sumna Bagbin has referred the Minority Leader Alexander Kwamena Afenyo-Markin to the Privileges and Immunities Committee.
The Majority Leader Mahama Ayariga petitioned the House about Minority Leader’s conduct by attending the Extra Ordinary Session at River State of the Community Parliament when the House passed a resolution against him attending. 
According to the Speaker, having reviewed the complaint by the standing orders and the governing principles, “I am satisfied that the matter raised prima facie implicates the dignity and institutional integrity of this House. Pursuant to order 34 (1), I therefore referred the matter and the complaint by the Majority leader to the Privileges and Immunities for examination, enquiry, investigation, and report to the House”.
The committee is directed to,
- Ascertain the relevant given rise to the complaint including the action taken by the House and the member concern
- Review, that action taken with the framework of outstanding orders and the applicable protocols of the ECOWAS Parliament
- Determine whether the establishment of establishment constitute contempt of parliament or a breach of privileges under orders 30 and 31
- Make appropriate recommendations to the House for its consideration
The Speaker reminded the House that, “whatever our political differences is, the authority of parliament rests on the share commitment to respect its decision and uphold the integrity of its process. Allegations that a member has disregarded a decision of this House must therefore be examined with fairness, constitutional fidelity, and a clear regard for the institutional independence of Parliament”.
He urged the committee to discharge its mandate with diligence impartiality and decorum ensuring that all parties are given a fair hearing, stating that until the committee completes its enquiring and report to the House, “I advise members to refrain from public commentaries on this matter in other to prevent the dignity of the august House”, he added.
