
Petroleum product consumers are to pay GHS1 on every liter of fuel at the pump following the approval of the Energy Sector Levy (Amendment) Bill, 2025.
The passage of the Energy Sector Levy (Amendment) Bill, 2025 which was carried out under the certificate of urgency introduces a GHS1 increase in the levy on petroleum products and is expected to rake in additional 5.7 billion Ghana Cedis in revenue to help manage the mounting Energy Sector Debts as well as support stable power supply.
With the energy sector debt currently at $3.1 billion, the finance Minister, Dr. Cassiel Ato Forson told Parliament on Tuesday, June 3, 2025 that $3.7 billion is required to fully clear the arrears, with an extra $1.2 billion needed to procure fuel for thermal power generation in 2025.
The Finance Minister however allayed the fears of the general public that the development (increase in the levy) will not result in increases at the ex-pump price of fuel.
Meanwhile, the Minority Caucus staged a walked-out after registering their opposition to the levy because according to them the levy is inappropriate and ill-timed.
