Chairperson of the Public Account Committee (PAC) Abena Osei-Asare at the first meeting of ninth Parliament’s public hearing has pointed out that, they would ensure every cedi approved by the House for Ministries, Department and Agencies (MDAs) are properly accounted for.

In an interview with the media on Tuesday, August 19, 2025, when the Ministry of Foreign Affairs and Regional Integration, Lands and Forestry, Communication, Digitalisation and Innovation, Gender, Children and Social Protection and Head of Civil Service appeared before the Committee, she pointed out that they want to strengthen the public financial system.

The report looked at the Auditor General’s report as at December 31st, 2024. the former Minister of State at the Ministry of Finance further noted that one thing that run through the report was infractions and the technocrats not giving the Auditors the needed attention.

For instance the issue of vulture, when the Auditors come to the MDAs they go through process of engaging the people and give them time at the end of the day, when there is an exit conference when all is said and done.

“Trying to close things up they give them close to thirty good days to fill in the blank space, they would not give you the proper records, its only when they are called before the committee that that they do not needful”.

In addition she pointed out that the former chair on the Committee in the eight Parliament, Dr Jame Klutse Avedzi establish a protocol given the number of days that the Auditor General (AG) spend with you, beyond the day of the exit of conference if you fail to provide the vultures you would be surcharged with whatever amount that has to be recovered and today we establish that protocol, said noted.

And recounted that there was a government agency that refuse to provide supporting document to the tune of one hundred and seventy five thousand Ghana cedis, way after the AG has presented the report that was when they submitted that document.

“We revoke the previous protocol, so they have to pay and the systems are not working efficiently”, she lamented.
