The Economic Community of West African States (ECOWAS) Parliament at it’s on going Second Ordinary Session 2025 in Abuja, Nigeria has adopted a seventeen-point resolution against the unconstitutional change of Government in Guinea Bissau on Monday, December 8, 2025.
The resolution condemns unequivocally the coup d’état that took place in Guinea-Bissau as a flagrant violation of democratic principles, constitutional order and the collective will of the people; and expresses unwavering solidarity with the citizens of Guinea Bissau, who deserve to live under a government freely chosen through democratic elections.
The Community Parliament called for immediate and unconditional restoration of constitutional rule, including the reinstatement of democratic institutions and respect for the rule of law.
In addition, condemns the arbitrary arrest of Honorable Marciano Indi by the military forces in Guinea Bissau as well as demands his immediate and unconditional release, as well as guarantees of his physical and moral integrity.
The resolution further demand unconditional release of the Speaker Domingo Simoes Pereira, together with all political actors and stakeholders; and reminds the military authority of Guinea Bissau of their obligation to respect parliamentary immunities and to ensure the free movement of elected representatives.
It requests the ECOWAS Commission to closely monitor the situation and report regularly to parliament and also invites the Head of State and Government of the sub-regional bloc to take all necessary measures to ensure the protection of Parliamentarians and uphold the authority of Community institution.
ECOWAS Parliament reaffirms the solidarity with the people of Guinea-Bissau and its commitment to defending democracy and the rule of law in the region. Fully endorses the suspension of Guinea-Bissau from sub-regional bloc decision-making bodies and supports the establishment of a high-level mediation mission to engage with the coup leaders.
The Authority of Heads of State and Government has been urged to intensify diplomatic efforts in order to
i) engage the military authorities, political actors and national institutions in Guinea-Bissau and
ii) call for the immediate release of the election results as a necessary step to enable the swift return to constitutional order and democratic rule.
The sub-regional parliament calls for measures to strengthen the Independence, security and operational capacity of the National Election Commission (NCE), so that it can fulfill its constitutional mandate without interference or intimidation as well as the African Union and the United Nations and the wider international Community has been surged to stand with the ECOWAs in rejecting the coup and to provide coordinated support for the restoration of democracy.
The Community Parliament reaffirms its commitment to defend democracy, peace and stability in the sub-region and warns that repeated unconstitutional changes of government threaten the integrity and unity of the Community.
It declared that it will continue to monitor developments in Guinea-Bissau closely and stands ready to take all necessary parliamentary actions to ensure there is swift return to democratic governance.
Meanwhile, the Speaker of the Community Parliament is mandated to transmit the resolution to the president of the Commission for onward transmission to the Chairman of the Authority of Heads of States and Government.
