Key measures include introducing clearer drunk-driving limits and stricter penalties for offenders.
A major provision sets the minimum age for commercial riders at 21, based on stakeholder input that individuals aged 18–20 should typically remain in education or apprenticeships.
Championed by Transport Minister Joseph Nikpe Bukari, the legislation seeks to formalize the industry, improve transport safety, and boost youth employment.
Its passage fulfills a campaign promise by President John Dramani Mahama to regulate Okada operations.
