The Public Accounts Committee (PAC) has summoned two officials over the alleged mismanagement of GH₵8.2 million meant for household toilet construction under the now-defunct Ministry of Sanitation and Water Resources’ “Toilet for All” programme.

The summoned officials, Bright Oduro Kwarteng and Theophilus Okine, are facing questions after reports emerged that mobilization funds were released despite no work being carried out. According to officials, efforts to verify the claims have been stalled because the supporting documents were reportedly sent to the National Archives.

Testifying before the committee, Minister for Local Government, Chieftaincy and Religious Affairs Ahmed Ibrahim stated that both officials remain in public service and should be hauled to provide details.

“The good news is that the officers who handled this transaction are still at post in other ministries,” Ibrahim said. “The Director for Procurement was Mr. Theophilus Okine, who is now at the Ministry of Defence. The other is Bright Oduro Kwarteng, who is now Director of Finance at the Ministry of Trade and Agribusiness. We have the names of the contractors here and the various contracts. They were given mobilization, but they did not go to the site.”

The minister added that the previous administration had initiated steps to terminate the contract and re-award it for proper execution.

Ranking Member of the committee, Samuel Atta-Mills, condemned the lapses, demanding that all relevant documents be produced.

“Wherever the documents are, they would have to come with them. You pay somebody mobilization to go and work, the person doesn’t do it, takes the money, then you come back to abrogate this contract, repackage it and give it to somebody,” he said.

The summons reflects growing parliamentary scrutiny of projects under the former sanitation ministry, with a renewed focus on accountability and the prudent use of public funds.
