Ghana’s Second Deputy Speaker, Andrew Asiamah, has issued three binding directives to strengthen the Parliamentary Service, acting on behalf of the Speaker of Parliament.
The orders come at the opening of the Parliament’s Human Resources Week 2026.
Mr. Asiamah told staff and management that the insights and commitments from the two-day event “must not end in the auditorium or remain in reports.”
1. Action Plan with Deadlines
The Human Resource Department, working with management, must produce a clear action plan including:
* Timelines
* Designated responsible officers
* Measurable outcomes
Progress must be reported at the next management meeting.
2. Permanent Staff Recognition System
“What we saw today must not be a one-time gesture,” Asiamah said.
He ordered the institutionalization of staff recognition, calling for a permanent culture of celebrating excellence through:
* Annual awards
* Commendation letters
* Other formal mechanisms
3. Digital Transformation Roadmap
Asiamah urged HR to accelerate the modernization of HR systems, records management, and service delivery to match a technology-enabled institution.
A digital transformation roadmap must be presented to management within this financial year.
