The Ministry of Agriculture has clarified that the GH¢19.1 million refund made by Rans Logistics following a query in the Auditor-General’s report was necessitated by access issues involving a third-party warehouse.
According to the Ministry, the refund arose from circumstances linked to Sika Kroabea Company Limited, owners of the Danasi Farms Warehouse, which had restricted access to stored rice and maize. This obstruction prevented the completion of transport and distribution.
The Auditor-General’s report, which detailed over GH¢68 million in identified issues, noted that GH¢65.2 million relating to the transport and distribution of 134,000 metric tonnes (MT) of imported rice and maize under the Emergency Procurement for the Farmer Food Relief and Recovery Programme (FFRRP) had not been supplied by the contractor, Rams Logistics.
Audit findings further revealed that while the contractor had transported 36,000 MT of the goods, 98,000 MT remained undelivered despite 43.40% of the contract sum having already been paid.
In response, the Public Accounts Committee (PAC) decried the Ministry’s inability to access the grains, describing the situation as unacceptable given that the state had already paid for them. The Committee has directed that all parties involved be summoned to appear for further questioning and to provide guidance on the next steps.
