Ghana’s Parliament resumes today for the Second Meeting of the Second Session of the Ninth Parliament, following a brief recess. Speaker Alban Bagbin summoned lawmakers back to the chamber, where an extensive legislative agenda awaits. The spotlight will once again fall on the Human Sexual Rights and Family Values Bill, 2025, after the Constitutional and Legal Affairs Committee completed nationwide stakeholder consultations during the break.

Several major new bills are set to be introduced, including the National Defence University Bill, 2026, and the Community Service Bill, 2025. The Ministry of the Interior will also lay a raft of legislation, such as amendments to the National Identity Register and National Identification systems, along with the Birthright Diaspora Certificate Bill and the Private Security Organisation Bill.

On the governance and accountability front, the Attorney-General’s office is pushing for expedited consideration of the Conduct of Public Officers Bill, the Economic and Organised Crime Office Bill, and the Tribunals Bill. Education regulations, including those for the National Council for Curriculum and Assessment and the Ghana Tertiary Education Commission, are also expected before the House.

Digital governance takes center stage with proposed laws like the Data Harmonisation Bill, the Information Integrity and Digital Communications Bill, and the Ghana Innovation and Startup Bill. A new SIM Registration Legislative Instrument is expected in early June. Other notable bills include the Rent Bill, Domestic Abuse Bill, and the Blue Economy Bill. Parliament will also formally congratulate Zanetor Agyeman-Rawlings, MP for Korle Klottey, on her election as Second Vice President of the Pan-African Parliament.

Finally, the key date for the government’s fiscal calendar is set: Finance Minister Dr. Cassiel Ato Baah Forson will present the mid-year review of the 2026 Budget to Parliament in July. Lawmakers are expected to scrutinize the country’s economic performance and spending adjustments during that critical sitting.
