President John Dramani Mahama has given his assent to several major bills passed by Ghana’s 9th Parliament, ushering in sweeping changes across security, education, finance, and economic policy.
Among the most significant is the 24-Hour Economy Authority Bill, 2025, which establishes a coordinating body to oversee the president’s flagship 24-hour economy policy — a initiative aimed at boosting productivity, creating jobs, and maximizing the use of infrastructure around the clock.
Security Overhaul
The Security and Intelligence Agencies Act, 2026 restructures the country’s security services and notably restores the Bureau of National Investigations (BNI), signaling a major shift in Ghana’s intelligence architecture.
Education Reforms
In the education sector, the University of Engineering and Agricultural Sciences Act, 2026 authorizes the creation of a new specialized university in the Eastern Region. Meanwhile, the Education Regulatory Bodies (Amendment) Act, 2026 grants private tertiary institutions greater flexibility in obtaining charters.
Economic and Financial Measures
The Growth and Sustainability Levy (Amendment) Act, 2026 reduces the levy imposed on mining companies — a move expected to ease operational costs for the industry.
On consumer protection, the Ghana Deposit Protection (Amendment) Act, 2025 extends deposit insurance coverage to mobile money wallets, a landmark step for the country’s rapidly growing digital payments ecosystem.
All bills have now entered force following the president’s assent.
