Conclusion
Parliament is not only concerned with making laws. It is also concerned with holding the Government to account in respect of its policies and administration.
One of the important devices for enabling the House to exercise effective check on the Government is the establishment of the specialist Committees.
Back benchers from both sides of the House can exercise vigilance on Government activities especially if they operate in a non-partisan environment in Committees.
