Article 103(4) of the Constitution also requires that every Member must belong to at least one of the Standing Committees. It has been observed that if a Member belongs to more than two Committees, he spreads himself too thin to be effective.
The Constitution has provided for the establishment of Standing Committees to which every member including Ministers must belong. In addition, Select Committees exist by virtue of the Standing Orders and Committee members are selected from back benchers. And from time to time Ad Hoc Committees are set up to consider a particular problem on a matter of public importance.
