Ghana needs a second chamber in parliament-Kufuor

Former President John Agyekum Kufuor has suggested the addition of a second Chamber to Parliament as exists in the UK and other countries.

Speaking to journalists after a lecture by former South African President F. W. de Clerk in Accra, Mr. Kufuor said a second Chamber which is made up of equal representation of regions and major identifiable groups will be ideal for the country’s development.

“I believe in a second Chamber which is made up of equal representation of regions and also plus major identifiable groups; say religious groups, traditional authority…of course the constitution should be arranged is such a way that the House of the people, that is the lower House will not will not be given a free reign too easily to impose the majority rule.”

He continued saying, “the second Chamber will help to modulate the decision of the lower House, by and by, you would get the inclusiveness.”

The ex-President expressed his displeasure about the idea of “Ministers sitting in Parliament. If you are a Minister, you are the executive, stay one side…Pay the Parliamentarians well so they don’t go begging for Ministers to compromise the oversight authority of the House to ensure the Executive is doing the right thing.”

He noted that if these suggestions are considered, although it may have drawbacks, “it is very useful. It tends to give voice to the voiceless in many ways.”

Mr. Kufuor’s suggestion was an addition to proposals made by F.W de Klerk for the devolution of power to the local government level through regional governments in African countries when he delivered a post-election petition verdict lecture on “Fostering peace, national cohesion and reconciliation.”

MPs rally to support the Judiciary

The Minority in Parliament have strongly condemned what they say are unsavory comments, which tend to scandalize the judiciary.

They said it must not be lost on anyone that an attack on the members of the bench was an attack on the fundamental principle of the rule of law and access to justice.

To this end, they said, it behooved on all Ghanaians to “protect it at all times, even when they hand down unpalatable decisions.”

The MPs said this at a press conference held in Kumasi to respond to what they said was the unwarranted and reckless attack on the person of one of the Supreme Court Judges, Mr Justice Anin Yeboah, who sat on the landmark election petition, by Mr Tsatsu Tsikata, lead Counsel for the National Democratic Congress (NDC).

Mr Joe Osei Owusu, their spokesperson, said the accusation of bias made against the Judge was unsupported by facts and attacked his integrity.

He said Mr Tsikata’s reference to perceived error of law made by the same judge at the Court of Appeal in a matter in which he was personally involved actually gave him away as hiding behind the Supreme Court’s verdict to pursue a personal agenda of an “ex-post facto justification of his claim that he was wrongly convicted for the offence of causing financial loss to the state”.

“But even in that exercise Mr Tsikata fails as his conviction was upheld all through to the Supreme Court and his petition to the AU Commission on Human and Peoples Rights was also dismissed.”

He said they were not in any way seeking to curtail the right of any Ghanaian and any lawyer for that matter to criticize any judgment or judge’s opinion, or his or her interpretation, appreciation or enforcement of the law.

The hard truth is that Mr Tsikata was not disagreeing or even criticizing Justice Annin Yeboah’s reasoning in his judgment but rather attacked his integrity, labelling him as “bias”, something they found “irresponsible, reckless, cowardly and a clear manifestation of the low standards in professional ethics.”

He said everyone needed to recognize that the “judiciary is the bulwark against constitutional and administrative tyranny. It is the only true protection for all Ghanaians, rich and poor, weak and strong, government and opposition, young and old.”

The Han-Tumu stretch currently under construction is being reshaped to ostensibly join Tumu to Navrongo in the Upper East so it could link the Eastern corridor. As a result of this, Tumu will be a central point linking both Han and Navrongo to facilitate and ease transportation in the area.

He recounted that most of the roads were not in good shape, especially Tumu-Wa, Tumu-Gwollu, Tumu-Pieng and Tumu-Wellembelle, which are all left unattended hence slowing transportation in general.

NPP may lose 2016 without Akufo-Addo – Prof. Fobih

Former education minister, Professor Dominic Fobih, is warning the NPP may lose the 2016 elections if Nana Akufo-Addo does not lead the party.

Professor Fobih is the latest in a growing list of party members to call on the former NPP presidential candidate Nana Akufo-Addo to contest the presidency, despite calls for restraint.

Prof. Fobih led a delegation from the Central Region to Nana Addo’s residence on Tuesday to pledge their support for him to lead the party again.

Professor Fobih, who is also MP for Assin South, maintained in an interview with Joy News’ Elton John Brobbey that the NPP may lose the 2016 election if Nana Addo is not maintained.

“It is not that I am coming out with the sentiment, but that is the reflection across the party hierarchy,” he said.

He also noted that Nana Akufo-Addo has already marketed himself, and questioned “why would you throw him aside and look for a new person to build his image”.

Everybody in the party, he said, feels that “he is a good candidate to follow than to change”.

He reiterated that it will be a “big blow to us” if Nana Akufo-Addo does not heed their clarion call, adding “right now people seem to have known him more than anybody else in Ghana”.

But Editor of the Daily Dispatch newspaper, Ben Ephson, thinks it is too early to call that Nana Akufo-Addo will win the presidential election for the NPP in 2016.

He cautioned the party to be rather careful about the way and manner they handle the numerous support for him to run again so that it does not weaken party structures and cause apathy as it happened after the party’s presidential primary in 2007.

Afari Gyan would have been sacked if …. – O.B Amoah

‘’If Dr. Kwadwo Afari Gyan, was the coach of the Blacks Stars team, he would have been sacked by now judging by his poor showing during the 2012 general elections’’.

This is according to the Member of Parliament for Akuapem North, Osei Bonsu Amoah who has passed a verdict on the performance of the Electoral Commissioner during the December 2012 elections, describing his work as abysmal.

The recent 2012 election petition case challenging the validity of the election of President Mahama as President at the Supreme Court, revealed lots of irregularities in the last election with some political watchers and the opposition NPP blaming Dr. Afari Gyan and the EC for acts of commission and omission which allowed such infractions to occur.

The EC over the weekend requested the various political parties to formulate inputs into a new set of electoral reforms that will guide the running of various future elections.

However the Chairman of the New Patriotic Party, Jake Obetsebi Lamptey has said the party is not convinced that the call from the Electoral Commission (EC) to political parties for recommendations to reform Ghana’s electoral process is genuine, saying “We are suspicious that the call by the EC will result in we and others submitting recommendations that would then be buried in the bosom of the EC, either to never emerge or to emerge in some emasculated form, the product of the wisdom and constitutional absolute powers allowed to the E C.”

Contributing to a discussion on Metro TV’s Good Morning Ghana show, Hon. O.B Amoah stated that Ghana put in so much resources into that election, but the outcome was nothing to write home about.

‘’Some of us then, made sure in Parliament that the EC would not attribute any problems that it would have faced in that 2012 election to lack of funds, so we ensured that it received all the monies it needed to run an efficient election, we spent so much energy and experience at the committee level even to ensure that the EC’s regulations met the required standards and after all this look at the outcome of the elections. This kind of eight months of litigation who enjoys it, all the judges admitted there were short falls so we don’t have to keep quiet about it and say the man should go his way and relax peacefully’’ he said.
