Legislators attend post budget review workshop

Members of Parliament (MP) on Sunday began a two-day post budget review workshop in the Chamber of Parliament.

The workshop is on the theme:” Retooling MPs for Effective Scrutiny of 2014 Financial Policy of Government.”

The 275 members are expected to discuss issues on policy framework of the 2014 budget, macro-economic and fiscal management, analysing sector budget-what to consider, agriculture and productivity-strategic interventions, the 2014 budget and education sector, employment generation-strategy interventions.

Other topics to be discussed include achieving budgetary outcomes for programme in the fifth sector, decentralisation-2014 budget and composite budgeting.

Minority want 2014 budget reading postponed

The Speaker of Parliament, Edward Doe Adjaho on Friday refused a suggestion by the Minority Members of Parliament calling for the postponement of the presentation of the 2014 Budget on Tuesday, November 19.

The proposal was made by the Member of Parliament for Atwima Mponua and who is also the Minority Spokesperson on Youth and Sports, Isaac Asiamah on the floor of Parliament.

He was of the conviction that if the call is heeded this would enable the nation concentrate on the return leg of the Black Stars’ World Cup qualifier against Egypt which would be played on that same Tuesday.

However the Speaker indicated that rescheduling the budget reading would not be needless as that will not have any impact on the game most Ghanaians are very expectant of.

He explained that his information is that the football match would be played at 4pm by which time Parliament would have been adjourned to allow honourable member interested in following the game do so.

The Black Stars of Ghana play Egypt on Tuesday in a 2014 World Cup qualifier return leg, a game which is very dear to the hearts of most Ghanaians.

Ghana trounced Egypt in the first leg played in Kumasi by 6:1, putting Ghana in pole position to qualify for the impending world cup.

Ghana’s 2014 economic performance won’t be better than 2013 – Akoto Osei

A former Minister of Finance is predicting Ghana’s 2014 economic performances will not be different from 2013 because managers of the economy are still persisting in setting unrealistic targets since 2009.

Dr. Akoto Osei described the bane of government’s handling of the economy as a “systematic over-estimation of revenue and under-estimation of expenditure”. He was speaking on Joy FM’s Newsfile aired on Multi TV last Saturday where the panelist were discussing the 2014 budget statement presented last Tuesday in Parliament by the Finance Minister, Seth Terpker.

Terkper acknowledged Ghana would miss its 9 percent deficit target this year, posting a gap of 10.2 percent of GDP. Terkper also announced the country failed to maintain inflation under 11 percent in 2013 as planned.

The Finance Minister is however predicting a 2014 inflation target of 9.5 percent, plus or minus 2 percentage points. Moving forward, he says Ghana will also target economic growth of 8 percent in 2014 and will seek to trim its budget deficit to 8.5 percent of gross domestic product.

But Dr. Akoto Osei is not convinced this is realistic. “The fundamental problem I have had with the budget since 2009 is that there is always over-optimism. We will achieve this when you know you cannot” , he analyzed.

He said governments plan their development agenda based on revenue projections. It is therefore forced to cut back on its plans and programs if it fails to raise the intended revenue.

Citing examples of unrealistic targets,Dr Akoto Osei said government failed to meet every projection on a tax type by at least 16%.

“Personal income tax fell by 17%, company tax by 21% and VAT by 14%”, he observed. He said government got 15 billion Ghana cedis in revenue after it had projected it will raise 17 billion Ghana cedis.

Dr Osei, who is also the MP for Tafo Pankrono, noted that the failure in raising enough revenue did not prevent government from spending more. He said government cleared 1.9 billion Ghana cedis in arrears when it had promised to pay only 140 million Ghana cedis.

“Whoever is doing the estimation must be very careful…you cannot miss it [the targets] by such an unacceptable margin…it doesn\’t help in proper planning”, the former Minister said.

According to Dr. Akoto Osei, this is why state agencies such as Parliament and Ministries have been cash strapped for the better part of the year.

He said wrong projections and assumptions is the reason why Ghanaians are suffering.

In the 2014 budget, Akoto Osei noted the same canker has repeated itself. Ghana is having to deal with a hurtful 12% budget deficit and Akoto Osei believes that this kind of hit and miss projections since 2009 is the cause of a widening deficit.

“This has been there from day one that is why the deficit is so big”, he concluded.

Headmasters to be dealt with – Samuel Okudzeto

A Deputy Minister of Education in charge of Tertiary Samuel Okudjeto Ablakwa has reiterated the ministry’s commitment to punish headmasters who charge unapproved fees.

The minister emphasized the need for extortion at the senior high schools to stop.

This is after the headmaster of Toase secondary school in the Ashanti region was suspended for charging exorbitant fees.

The headmaster of Toase Senior High School, Mr Annor Yeboah, was indefinitely suspended and asked to hand over to the regional director of education with immediate effect.

“We had some headmasters deliberately flouting the directive. The names have been taken and they going through the disciplinary process. I can assure you that they will be sanctioned. There is no doubt at all. We have also said that sanctions will not be enough and that the extra fees, the extra charges must be deducted from the fees of the next term,” the Minister emphasized.

The Member of Parliament for Nkawkaw, Mr. Eric Kwakye Darfour has provided a two unit classroom block, a library facility and a computer laboratory at the cost of Gh¢50,000 from the GetFund at Nkawkaw Methodist Primary School in the Nkawkaw Municipality.

Speaking to ghanamps.gov.gh, Mr Darfour expressed worry over the deplorable conditions of most of the classroom blocks in the municipality, and assured that appropriate measures were being put in place to rehabilitate them and where necessary they would be replaced with new buildings.

He therefore, appealed to all and sundry, especially corporate organizations to assist in this regard to create conducive environment for effective teaching and learning.

Mr. Kwakye appealed to teachers to show commitment and dedication to help train the young people to grow into responsible future leaders.

Ghana MPs must return ‘bribe’ Phones – GII

The Ghana Integrity Initiative has urged Members of Parliament to return the ZTE mobile phones they received from a Chinese company

Media reports are rife that the phones distributed to all 275 members of the legislative chamber may have influenced them to approve a contract between the Chinese company and the Government.

Members of the house have angrily rejected claims saying the phones cannot influence them in anyway.

According to Member of Parliament for Tema East, Titus Glover, the phones given to them by the Communication Ministry on behalf of the Chinese company is only a security gadget.

He added that private matters cannot even be discussed on the “cheap phones” given them.

But the Executive Director of the Ghana Integrity Initiative, Vitus Azeem speaking to XYZ News said says the perception that they received the phones before approving the deal is injurious to the reputation of the chamber.

He added that the phones must be returned to restore the sanctity of Ghana’s law house.
