We cannot put up with Wampah’s affront – PAC

The Vice chairman of the Public Accounts Committee of Parliament, Samuel Atta Akyea has warned that the governor of the bank of Ghana, Dr. kofi Wampah may not be able to flee from the wrath of parliament should he disrespect summons by the committee next sitting.

“The buck stops with him. We need him to answer critical issues- Nobody can answer questions from where he heads better than himself,” he added.

The Governor of the Bank of Ghana Tuesday failed to appear before Public Accounts Committee [PAC] to answer queries on the Auditor-General’s reports for 2011, 2012 and 2013.

Members expressed displeasure over his conduct which they considered to be disrespect to the legislature and warned of consequences thereof should he fail to turn up on Wednesday.

When sitting resumed Wednesday morning Mr. Wampah did not show up. The First Deputy Governor who represented Mr. Wampah told the Committee Mr. Wampah had been engaged with other official duties, hence was unable to come.

But Atta Akyea believes the BOG governor’s posture is a tacit affront to the dignity of the august house, especially when he said official letters forwarded to him to that effect explicitly indicated that he’s to report personally.

According to him,“if precedence is anything to go by” then the BOG boss has been overly warned of the damning consequences of his actions, and may be cited for contempt if he doesn’t honour the invitation by the committee.

A supposed three million Ghana cedis paid as a consolidated fund to be transferred into an Ecobank account cannot be traced. The Abuakwa south lawmaker in an interview with Accra-based Citi FM noted that until the governor comes before the committee to answer critical questions on that, he will find himself in the grips of parliament.

Transport Manager dodges PAC after complaining of stomach upset

Members of the Public Accounts Committee of Parliament (PAC) had a shock of their lives when a Transport Officer at the Ghana Health Service (GHS), Ebo Hammond, who was scheduled to address the meeting mysteriously disappeared.

The PAC had met to consider the 2011, 2012 and 2013 audited reports of the Accountant-General on the Ministries, Departments and Agencies (MDAs), and was specially, considering some irregularities cited in the reports against the Ministry of Health and its Agencies when the incident happened.

The Ghana Health Services was faulted for not complying with the Procurement Act in the procurement of some vehicles worth GH₵10,458,000.

“We noted that 332 Great Wall pick-ups vehicles valued at GH₵10,458,000 were procured under hire purchase agreement with Auto-World without adherence to the provisions and regulations of the Public Procurement Act”, the Auditor-General stated in his 2011 audited report.

The Director-General of the Ghana Health Service, Dr. Appiah Denkyira who was called to answer to the query raised by the Auditor-General to the Committee said he had no knowledge about the issues on board and pleaded with the Committee to indulge the Transport Officer to speak on his behalf.

He then turned to call Mr. Hammond who was seated among the audience but to his surprise, he was nowhere to be found.

He was later informed that Mr. Hammond had gone out to attend to nature’s call after complaining of having stomach upset. Mr. Denkyira then communicated same to the Committee.

But the Committee was not impressed with the response given by Mr. Denkyira.

    “I think from the sentiments and the feeling I’m getting from my colleagues and the Director-General from the Ghana Health Service, the Transport Manager knew they were coming to do this – I think he was invited by his director and all of a sudden he is not available. The Procurement head is on pension and we did not summon him here. The Director-General doesn’t seem to be abreast fully with the happening. Like my colleague said the procurement infractions bother on criminality and we cannot sit here to rule on matters that in a way are criminal”.

“I am thinking colleagues, with your indulgence, if we were to handle this matter here because he can’t explain now, I will just suggest that we recommend that the Minister reports this matter to the Police immediately so that those involved will be apprehended and then the Police and the Attorney-General will prepare the proper charges against them and they will explain their conduct and the infractions to the court that may give a ruling on what sanctions they can have. Other than that we can’t resolve this matter”, Chairman of the PAC, Kwaku Agyeman-Manu ruled.

But the Minister of Health, Alex Segbefia pleaded with the Committee to give the Transport Manager a second chance since he was present at the meeting but had to attend to nature’s call after suffering stomach upset.

“Mr. Chairman, I will plead with your indulgence to give him the benefit of the doubt because he had a stomach problem and had to go out”, he noted.

The Committee after reasoning with the Minister for Health directed that the then Head of the Procurement Unit of the Ghana Health Service who is on pension be summoned to appear before the Committee to respond to the query raised by the Auditor-General.

The Minister was further directed to bring along Mr. Ebo Hammond, to come and respond to procurement issues raised in the report.

Baba Jamal wins Akwatia NDC primary

Incumbent Member of Parliament for Akwatia, Baba Jamal has secured victory in the NDC parliamentary primary at Akwatia.

Jamal winning for the fifth consecutive time will be representing the National Democratic Congress (NDC) in the 2016 parliamentary elections against the major opposition party’s business woman and parliamentary candidate for the New Patriotic Party, Madam Mercy Adu-Gyemfi.

Jamal polled 3,653 votes as against his major contender Basil Ahiable’s 2016.

The total valid votes cast were 5,767 out of expected voting population of 8,058. The rejected ballots were 98.

The primary in this constituency was delayed last year following irregularities in the voters register and some security concerns.

Ursula parties with members of constituency

Mrs Ursula Owusu Ekuful, Member of Parliament (MP) for Ablekuma West, has organised an end of year party for members of the constituency to foster unity, peace and development among them.

Mrs Ekuful who is a member of the New Patriotic Party (NPP) said: “This is necessary because members of the party are wailing to be given the mandate to put the nation on a developmental path.”

She said it is therefore the responsibility of party members to play an active role in bringing peace and unity in the constituency and to the national level in order to achieve its goal by November 2016.

Participants at the party were people from the electoral areas and polling stations of the constituency, NPP parliamentary aspirants, executives of the party and some members of the public.

The MP urged the constituents to spread messages of peace and unity in their various residences and help to convince the electorate to join her developmental team.

“We urge supporters of the party to assist in making NPP attain more seats in parliament by 2016 else things would be tough for Nana Akufo Addo even when he wins the Presidential election with minority in parliament,” she said.

Mrs Ekuful disclosed that she is planning to organise a new-year party for orphans, widows and the vulnerable in the constituency in January.

Maame Afua Akoto, Deputy Communication Director of the NPP said Mrs Ekuful is a woman who is passionate about the progress of the party and could sacrifice the impossible just for the party.

She therefore asked members of the constituency to forgive any leader of the party who becomes offensive to them in one way or the other either at the constituency, regional or national levels by not allowing an individual’s action to affect the entire party’s progress.

Mrs Freda Prempeh, MP for Tano North said a constituency like Ablekuma West needs a visionary member of parliament who is assertive and could let the voice of the people be heard in the house of parliament, hence the need to re-vote Mrs Ekuful into power.

“This is the time for you to work hard, unite and stand up for the development of the constituency and the entire nation”.

Mr Yaw Frimpong Addo, MP for Manso Adubia Constituency appealed to members of the constituency to give Mrs Ekuful a second chance in parliament, explaining that “one does better when given a second chance in parliament because the fellow becomes more accustomed to the operations and structures of the house and can work better”.

He said the fact that Mrs Ekuful invited everybody including her opponents indicates that she wants peace, togetherness and common fight to achieve the goals of the party.
