7th Parliament resumes sitting today

The 2nd Sitting of the 1st Meeting of the 1st Session of the 7th Parliament of the 4th Republic resumes today, Tuesday, January 10.

The first sitting was during the swearing in of President Akufo Addo on January 7, 2017.

This week, a number of activities are tabled for attention.

These include the; Constitution of Selection Committee, and Constitution of Business Committee, Constitution of Appointments Committee.

A statement is expected to be made by Leadership of the House based on which the Committee of Selection will be constituted.

It is done by way of a report which will be laid, debated and thereby adopted.

The composition of the Selection Committee will be based on the party’s numerical strength in the House and determined by a resulting ratio of same.

Other factors to be considered in the selection process will include regional balance.

The Committee of Selection will be the first to be constituted and adopted to pave way for the Business and Appointments Committee to be constituted to facilitate the fashioning out of the agenda for the House as well as to vet the government’s nominations for ministerial appointment.

A statement signed by Deputy Director of Public Affairs of Parliament, Kate Addo noted that the ministerial nominations are expected to be presented to the House this week.

Other Committees will be subsequently constituted using the ration formula of 106:169 per the Membership of the two main parties in the House.

Ayorkor Botchway named Foreign Minister

President Nana Akufo-Addo has named the Member of Parliament for Anyaa Sowutuom Shirley Ayorkor Botchway as Minister-designate for Foreign Affairs.

The 53-year-old lawmaker was the Deputy Minister of Foreign Affairs in the esrtwhile Kufour Administration.

She was the Minority Spokesperson on Foreign Affairs in the Sixth Parliament of the Fourth Republic.

Mrs. Botchway holds an MA (Public Communication) University of Westminster in 2002. She also has an MBA (Project Management) from the University of Ghana in 2004.

She is married with two kids and a Christian.

Nana Akufo-Addo made the announcement Monday, January 09, 2017 at the Golden Jubilee House when he met a Chinese delegation which had attended his swearing in ceremony on Saturday.

The emissaries said the Chinese is committed to strengthening the already “solid relationship” between Ghana and China.

Nana Akufo Addo indicated that he’ll do everything within his authority to build upon the existing relationship.

The Seventh Parliament of the Fourth Republic was duly constituted dawn of Saturday, January 7th after members elected were  sworn in as new crop of legislators for the next parliament.

The new Speaker, Prof. Mike Ocquaye led the House to swear by the Bible or Quran  after which the MPs shared pleasantries to congratulate each as colleagues for the seventh Parliament.

Ahead of the swearing in of new members for the current parliament, the new majority leader, Mr. Kyei Mensah Bonsu nominated Prof. Mike Ocquaye for the position of Speaker, after moving the motion for Mr. Ocquaye to take the chair as Speaker of Parliament. He was later sworn in as new Speaker of Parliament.

The event drew Ghanaians from all walks of life including former President J.J Rawlings, other senior citizens and persons of the Diplomatic Corps.

Mike Ocquaye is Speaker, Osei Owusu 1st Deputy, Adwoa Safo, Deputy Majority Leader

Former Deputy Speaker of Parliament and ex Member of Parliament for Dome/Kwabenya, Prof. Aaron Mike Ocquaye has been named Speaker of Parliament of the 7th Parliament.

He’s to be deputized by the Member of Parliament for Bekwai, Hon. Joe Osei Owusu as the First Deputy Speaker of Parliament.

The outgoing Minority Leader Hon. Osei Kyei Mensah Bonsu becomes the new Majority Leader with intelligent and vivacious young Legislator, Hon. Adwoa Sarfo Kantanka MP for Dome/Kwabenya being the Deputy Majority Leader.

Member of Parliament for Sunyani East, Ameyaw Cheremeh being the Majority Whip and will be deputized by MP for Trobu, Moses Anim as 1st Deputy Majority Whip and MP for Kpandai, Hon. Matthew Nyindam as 2nd Deputy Majority whip.

Additionally, MP for Old Tafo, Hon. Akoto Osei has been penciled for the position of Minister of State at the Presidency, with MP for Obuasi West, Kweku Kwarteng as Deputy Finance Minister.

Haruna Iddrisu named Minority Leader

The Member of Parliament for Tamale South, Haruna Iddrisu, has been named as the leader for the National Democratic Congress (NDC) minority side in the next (7th) parliament.

The new parliament will be constituted on 6th January, 2017, ahead of the official swearing-in of the country’s new President, Nana Akufo-Addo.

Other leaders for the minority side are Mohammed Muntaka, who will maintain his position as the Chief Whip, with the Member of Parliament for Banda, Ahmed Ibrahim, and the Member of Parliament for Pusiga, Hon. Laadi Ayii Ayamba serving as deputy chief whips.

Meanwhile outgoing Majority leader, Alban Bagbin has been tipped to be elevated to the position of second deputy Speaker of the House.

The Volta Regional Caucus of the Majority side had nominated the Chairman of the Finance Committee of Parliament, James Klutse Avedzi for the Minority Leader position of the 7th Parliament of the Fourth Republic to be constituted on January 7.

The 25 member group was confident that their candidate who’s also the Member of Parliament for Ketu North would receive the endorsement of the party.

Hon. James Klutse Avedzi has in the soon to be dissolved 6th Parliament vehemently defended the government when it comes to issues of loan agreements to be entered into by the Republic of Ghana and has constantly been engaged in heated arguments with the Minority Spokesperson on Finance, Dr Anthony Akoto Osei.

My gov’t lifted over 7 million people out of water deprivation – Mahama

“We estimate that under this administration we have lifted more than 7 million people out of water deprivation,” out going President, John Mahama has said.

According to him, the universal target for potable water coverage for all is targeted to be achieved by the year 2025, but Mr Mahama contended the vision of his administration was to achieve the target well in advance of the scheduled date, hence the effort by his government to increase investment made to the sector.

“Provision of boreholes, Small Town Water System and major Urban Water Treatment projects have significantly increased access to clean drinking water. Statistics at the end of 2015 show that in excess of 76% of both rural and urban residents have access to potable water,” Mr Mahama said while delivering his last State of the Nation Address Thursday, January 7, 2017.

According to him, areas that were traditionally water starved like Adenta, Teshie and others have adequate access to potable water courtesy his administration.

President John Mahama today presented his final State of the Nation Address (SONA) as he exits from power after a four-year tenure.

The address was in compliance of the dictates of Article 67 of the 1992 Constitution.

His final public address touched on the country’s achievements and challenges under his regime.

Parliament reconvenes today, State of Nation address set for Thursday

Parliament reconvenes today (Wednesday) to conclude activities of the 6th Parliament of the Fourth Republic.

Key on the agenda will be the presentation of the State of the Nation address by outgoing President John Dramani Mahama on Thursday which will be his last, with Parliament expected to dissolve on the midnight of Friday January 6.

What is not certain is whether the Right to Information (RTI)Bill which is scheduled for Third Reading will be passed before the dissolution.

The right to information which is a fundamental human right guaranteed by the country’s 1992 Constitution and recognized as a right under International Conventions on Human rights has been on the desk for many years awaiting the final passage..

The current parliament, though has made progress with the Bill, there are currently 24 proposed amendments left to be made to the Bill.

The Majority caucus accused the Minority side of dragging its feet in the consideration of the remaining amendments left to be worked on before passage of the substantive Bill.

But the Minority in Parliament rejected such claims by the majority caucus.

Lawyer goes to court over MPs ex gratia

The Brong Ahafo Regional Chairman of the Ghana Bar Association (GBA) Alfred Tuah Yeboah has filed a suit at the Supreme Court challenging the approval of a 10% increase in emoluments for outgoing government appointees and other article 71 office holders.

He’s particularly asking if Members of Parliament should be paid retiring package every four years on expiration of a Parliament.

Presently, retiring Supreme Court and High Court Judges, the President and his vice, outgoing ministers and MPs are paid a lumpsum retiring packages, however the MPs they are paid such monies every four years.

But Lawyer Alfred Tuah Yeboah believes the treatment given the MPs is not in conformity with the constitution.

“If you’re an MP and you take your retirement benefit it means that you’re now out of parliament, that is the essence of retirement. Who in Ghana has gone on retirement three, four, or five times. If that was the intention of article 71, then that will mean that all Superior Court Judges will have to retire every four years, take their benefits and come back. A judge will take his retirement benefit when he/she gets to his retirement age of either 65 or 70, but MPs take it every four years…I think it’s unconscionable and that is not a rational of article 71, finetune it and make sure that people do not benefit unduly under the guise of retiring every four years.”

NDC Volta Caucus nominates Ketu North MP as Minority Leader

The Volta Regional Caucus in Parliament of the National Democratic Congress (NDC) has nominated the Chairman of the Finance Committee of Parliament, James Klutse Avedzi for the Minority Leader position of the 7th Parliament of the Fourth Republic to be constituted on January 7.

The 25 member group is confident that their candidate who’s also the Member of Parliament for Ketu North will receive the endorsement of the party.

The National Executive Committee (NEC) of the NDC will be meeting early this to conclude on all the list as all regions present nominees for consideration.

Member of Parliament for Keta, Richard Quashigah told Joy FM that he expects that whoever will get the nod would be a decison based on consensus.

“If we get some committed, merticulous individual that we all agree on to be the Minority Leader and he gets support from the Deputy Minority Leader as well as the whips and the rank and file of members especially back-benchers we can really make the needed impact that our people out there who have elected us are expecting us to make on the floor of the House. As a regional block 25 of us have made a presentation that we think that Hon. James Klutse Avedzi will be best suited as Minority Leader of Parliament, that is the position of the Volta Region. Whatever choices that are made at all the regional levels must be brought together before the elected members for discussion.”

The NDC suffered huge loss in Parliament during the December 7 polls. Before the elections the NDC controlled the legislature as they held 148 seats to NPP’s 123 of the 275 seats. However in a massive turnaround, with results declared by the Electoral Commission from 273 constituencies, the NPP have won 170 of them to NDC’s 103 to form the Majority side.

Following the NDC loss, lobbying has intensified for the various leadership positions in Parliament.

There have been suggestions that Employment Minister, Haruna Iddrisu is likely to lead the soon-to-be Minority in Parliament, with outgoing Majority leader, Alban Bagbin having been tipped to become Second deputy Speaker of Parliament

‘Imposition of leaders on us in Parliament will be dictatorial’ – Keta MP

A legislator with the governing National Democratic Congress (NDC) says imposition of leaders on the soon-to-be minority in Parliament would be fatal for the party.

Member of Parliament (MP) for Keta constituency in the Volta Region, Richard Quarshiga wants NDC functionaries to live by the ethics of democracy which place priority on consultation in the selection of leaders.

“We call it democracy and it must be so at all levels,” he told Joy News’ Parliamentary Correspondent, Elton Brobbey in an exclusive interview Friday.

Lobbying for the various leadership roles in the seventh Parliament has peaked with a week to the dissolution of the sixth Parliament at midnight of January 6.

Information gathered by Joy News revealed Employment Minister, Haruna Iddrisu has been tipped for the Minority leader position in the seventh Parliament.
