Armyworm invasion still persists – Apaak

 

The Member of Parliament for Builsa South, Dr. Clement Apaak has stated that the fall armyworm continues to ravage farms across the country despite assurance from the sector Minister that the invasion has been completely defeated.

Farms in the Ashanti, Brong Ahafo, Volta, Eastern and Northern regions were affected early this year, with over 15,000 hectares of farmlands destroyed.

“As we speak now, the problem continues to exist and the sooner we admit that it is with us…so that we can start looking at whatever remedial actions that can be taken, the better for us as a nation”, he said.

Speaking on the floor of Parliament in July, Argic Minister Dr. Owusu Afriyie Akoto declared that: “Mr. Speaker, I want to assure the nation that the fall army worm invasion has been defeated totally”. He also added: “The situation which has been created by some people that the army worm is consuming the planting for food and jobs programme, Mr. Speaker is not correct, it is wrong.”

Mr. Apaak also noted: “This is not because one wants to be a doomsday prophet. I am worried about the livelihood and the survival of my constituents. They have invested their time and resources and their energy in these farms”.

Parliamentary Training Institute equips new Police officers

 

The Parliamentary Training Institute of Ghana’s Parliament has held an induction/ orientation training session for thirty-five (35) newly recruited Police Officers posted to the Parliamentary Protection Unit (PPU) of Parliament.

The new officers were equipped with knowledge on the role of Parliament in the governance structure, the various departments of Parliament, staff strength of Parliament and categories of staff, the rudiments of parliamentary business, the rights of constituents/ public to visit their representatives in Parliament and how to effectively police without trampling upon the sensibilities of all stakeholders.

Acting Director of the PTI, Gloria Sarku Kumawu said the training afforded the new officers who have been posted to Parliament as their first duty post the opportunity to better understand the institution of Parliament as a special entity.

According to her, the training has exposed the officers to the duties expected of them as law enforcers and security providers in a unique institution of Parliament.

‘’Parliament is a special institution, it is made up of de crème de la crème of the nation and so, guarding Parliament is not an easy task, first of all we talk to them about what Parliament is, what it stands for in the whole scheme of governance, and how Parliament works, and who they are coming to protect’’ she said.

Some of the topics treated include; policing, access control, emotional intelligence, civil and police relationship among others where participants were presented with certificates.

She expressed satisfaction at the turn-out and feedback received from the trainees and believes it will enhance further training activities of the Institute.

The induction/training programme was witnessed by the first Deputy Speaker Alban Kingsford Bagbin, Deputy Clerk (FA & GS), Cyril O. Nsiah, Director of Protocol & Parliamentary Relations, Richard Acheapong, ACP Eric Winful, Director Crime Analysis and Police Operating Unit at the Police Headquarters and the Commander of Parliamentary Protection Unit, DSP Fii Ochil.
The training is the second by the PTI following the first edition that focuses on Customer Service for Public Sector workers.

I’m not interested in being Prez. Candidate – Kyei Mensah Bonsu

The Minority Leader Osei – Kyei Mensah – Bonsu, has urged his numerous supporters calling on him to contest for the flag bearer position of the New Patriotic Party (NPP) for the 2016 Presidential election to stop.

According to him, he has absolutely no interest of leading the party at the 2016 polls which promises to be keenly contested by the two leading parties, the ruling NDC and largest opposition party the NPP.

The experienced Legislator has recently received lots of calls from his admirers urging him to contest for the Flag bearer slot, as the party prepares itself for the next general election and also especially when the party’s last Presidential Candidate, Nana Akufo Addo is yet to make known his political future.

While the former Minister of Roads and Highways and MP for Nhyieso, Richard Anane has also said he is under pressure to contest, names such as MP for Okere, Dan Botwe, former Minister for Trade and Industry, Dr.K K Appraku has also come up plausible candidates for the same position.

However speaking on Adom FM Tuesday, 17 September 2013, Hon. Osei Kyei Mensah Bonsu stated that for now, he is content with his work in Parliament and remained committed to that duty and would not be distracted by the incessant calls.

He said his objective is to support a good candidate elected by that party who would be in pole position to wrestle power from the ruling NDC party and govern to improve the living conditions of Ghanaians which at the moment is nothing to write home about.

Ellembelle MP inspects electrification project

 

Honorable Member of Parliament (MP) for the Ellembelle constituency in the Western Region, Armah-Kofi Buah and his team have inspected an ongoing rural electrification project at Aiyinase North.

The project will also benefit other communities such as Kwasikrom, Aidoosuazo, Mantukwa among others.

According to him, rural electrification is very important in uplifting the lives of people since it comes with a lot of advantages.

Interacting with the chiefs and elders of the communities as well as workers working assiduously on the project, Mr Buah reiterated his commitment to extending electricity communities without light and also increase the level of developmental projects in the area to further boost economic activity in the constituency.

The MP therefore called for the participation of all and sundry in order to move the constituency to a higher level in terms of development.

Weija – Gbawe MP donate beds to hospital

Honorable Tina Gifty Naa Ayeley Mensah, the Member of Parliament (MP) for Weija-Gbawe Constituency in the Greater Accra Region and a Deputy Minister for Health has donated 10 hospital beds to hospitals and clinics in her constituency.

The donation which was done on Wednesday September 13, 2017 recived commendation from patients who were receiving health care at the hospitals and clinic when the items were donated.

The hospital beds and accessories were donated to the Ga South Municipal Hospital popularly known as Akawe, Seventh Day Adventist Hospital and Oblogo Health Care Centre.

In all a total of 5 modern hospital beds were donated to Ga South Municipal Hospital, 2 beds to Oblogo Health Care Centre, 2 to SDA Hospital and 1 bed to Gbawe Clinic.

According to the MP, she is touched by the fact that most patients admitted to hospitals and clinics in the constituency lack the infrastructure in the form of beds to accommodate such patient. A situation which has persisted for a long time saw the light of day.

She stated without mincing words that, it is her priority to see to it that health care delivery in the country is given the needed attention so as to save innocent souls that pass out in their attempt to receive medical care.

Dr. Nana Ofosua Amponsah, the Ag Medical Superintendent at the Ga South Municipal Hospital (Akawe) who received the 5 modern hospital beds could not hide her joy on receipt of the items. She stated that, the items could not have come at a better time than now, particularly in the period where the hospital is over burden with a lot of medical cases which need to be taken care of each day.

She added that, the pressure on the hospital stems from the fact that, the hospital is located along the high way hence the pressure. She was pleased to receive the items and like Oliver Twist asked for more, she pleaded with the MP to frequent the hospital so as to offer help assistance to the hospital.

The MP stated that, Ga South Municipal Hospital is dear to her heart since it the very hospital she did her National Service when she completed her Bachelor Degree. She hinted that she will embarked on a Regional tour to visit all hospitals, clinics and CHPs compounds in the Greater Accra Region; therefore all medical facilities in the region will received some technical support from her as she tours.

Ms. Priscilla Nyametse Frimpong, the Matron at the Seventh Day Adventist Hospital located inside CP in the New Gbawe Electoral Area was also pleased with the kind gesture from Hon. Tina Gifty Naa Ayeley Mensah advised them to take proper care of the facilities supplied to the hospital.
She reiterated that the beds supplied will not be the end: other facilities will be supplied in subsequent times.

At Oblogo Health Care Centre, Ms. Octmel Bedwei Majdoub, the Physician Assistant in Charge was also pleased to receive the hospital beds supplied to the centre by the illustrious MP and Deputy Minister.

She said about 22 patients visit the hospital on daily basis which require that the infrastructural base of the centre is enhanced.

OSP Bill should prevent third party application- Hon Dafeamekpor

 

Member of Parliament for South Dayi, Rockson-Nelson Kwami Etse Dafeamekpor has called for the drafting of an unambiguous Office of the Special Prosecutor (OSP) law that is devoid of creating room for third party applications for rights to properties belonging to persons charged guilty of corruption.

He cautioned the OSP Bill, 2017 in its current form does not make explicit provisions to prevent a third party application to claim a property on behalf of any person who has been convicted of committing a corrupt act and is alive but has absconded as result.

Mr Dafeamekpor advocates the Bill should make provisions for a third party applications only under circumstances where interest in a property has metamorphosed to a beneficiary as a result of death but not where the person who committed the act is alive but has absconded.

This, he noted, can help the nation to sell off such properties to defray the loss caused as result of the corrupt act.

The lack of provision of a clear direction by the bill he said if not looked at has the tendency of creating problems for the nation in the long run because persons convicted of being corrupt can contract others to enter into third party applications to deny the state of its meager resources.

Collaborate with private schools on free SHS- Mahama Ayariga

 

The honorable Member of Parliament (MP) for the Bawku Central constituency in the Upper East region, Mahama Ayariga is urging government to collaborate with private schools in the country as it rolls out the implementation of its free Senior High School (SHS) policy.

According to him government would benefit tremendously if it collaborates with private Senior High Schools by posting students to study in those institutions.

The MP agreed with proposals by the associations of private schools that qualified students are given stipends to enroll in their schools.

He noted the proposal as very important since government could kill two birds with one stone because it would be encouraging the private sector even as it takes the huge burden off government in the provision of additional education infrastructure to accommodate the increasing number of students.

“If you encourage the private sector and they invest in the infrastructure, the new government only gets to pay stipends to students who will be paying gradually over a period of time for the private investor to recoup their investment, whiles the State will be relieved of immediately investing in both infrastructure and managing the personnel,” the MP explained on an Accra based Citi fm.

The inclusion of private schools he observed could also enhance standards in the public schools.

The implementation of the free SHS policy has threatened operators in the Private sector who feared they could be thrown out of business hence the call for consideration.

Government has since the advent of the Computer placement exercise posted students to private schools but this did not happen in 2017.

MPs urged not to beg for offending Public officials

 

An official at the Auditor General office, Vincent Odikuro Nyame has urged Members of Parliament and politicians in general not to interfere in the works of the service by begging for Public Officials cited in the Auditor General’s report for causing financial irregularities.

According to him some Honorable Members have been begging his outfit not to go tough on public officials who are found to have committed financial breaches in the report.

Mr Odikro Nyame disclosed this during stakeholder’s conference hosted by Parliaments select Committee of Constitutional, Legal and Parliamentary Affairs on the Office of the Special Prosecutor bill 2017.

The revelation was in response to a posed by Members of the Committee on where the work of the Auditor General ends in the process its report on Public institutions and the challenges therein.

The two day forum was attended by Civil Society Organisations who made very useful submissions to help legislate a formidable Law to fight corruption in the country.

Odododiodoo MP to sacrifice seat for Old Parliament building

The honorable Member of Parliament for the Odododiodioo in the Greater Accra region, Edwin Nii Lantey Vanderpuye has vowed of his readiness to sacrifice his Parliamentary seat to salvage the demolished Old Parliament House by the Commission on Human Rights and Administrative Justice (CHRAJ) without the knowledge of all stakeholders.

The MP who described the demolition as unfortunate was shocked that stakeholders like he whose constituency hosts the edifice was not consulted.

“I am scandalized, I am annoyed, I am seriously outraged by this news, I think as a stakeholder, if anything of the sort is to be taken, I should be consulted” he said.

The MP hinted of his intention to file a question to the Speaker when Parliament resumes to find answers on why parts of the building was pulled down.

He vowed to go every length including putting his Parliamentary seat on the line to ensure that the right answers are provided on why parts of the historic edifice was demolished by Cymain Ghana Limited that was contracted for the purpose.

The demolished structure accommodated Ghana’s legislators from the era of Dr Kwame Nkrumah till 1981.

Parliament reconvenes in October Majority leader

 

Parliament is expected to reconvene on Tuesday, October 3, 2017, after going on recess in August 2017, the Majority leader said in an interview.

Bills to be presented before the House includes the Special Prosecutor Bill, 2017 and Zongo Development Fund, 2017.

According to the Minister of Parliamentary Affairs, various stakeholders have presented their views and position on the creation of the special prosecutor Bill, 2017.

The committee is expected to embark on some outside trips to understudy what pertains in other jurisdictions, the committee has been divided into three; one group will be in Canada, the other in Singapore while the last group will be in South Africa.

President Akufo-Addo is seeking legal backing to cede some of the prosecutorial powers to the Attorney General to another office. This is to enable head of that office a bold bark to deal with corruption which mainly politicians and public office holders are found of.
