Parliament expresses regret for not touching RTI at consideration stage

Leader of Government Business and Majority Leader, Osei Kyei-Mensah-Bonsu has expressed regret that the House would not touch on Right to Information Bill 2018 during the emergency recall.

Majority Leader said, “We regret that could not find space to deal with the RTI” in his closing remarks on Friday at the just ended emergency recall.

The Bill which is at the consideration stage, Leader of government Business promised that the with the first two week when the House returns from recess ending of October the consideration stage would be dealt with, he said.

Meanwhile, ghanamps.com can reveal that civil society and media coalition are meeting to put pressure on to pass the RTI bill when the House resumes from recess.

Speaker urges committee heads to speed up referrals ahead of third meeting

Speaker of Parliament Professor Aaron Michael Oquaye has urged committee heads who have referrals with them to speed up their work during the recess.

According to the Speaker there is a lot of work ahead of the third meeting of the second session which starts 30th October 2018 and more so when it is a budget meeting.

He made this remarks in his closing speech presented on his behalf by the first Deputy Speaker, Joseph Osei Owusu.

The Speaker urged heads of committees to hold meetings during the recess and seek administrative approval on time, just to deal with obvious challenges.

And further used the opportunity to thank the leadership of the House for their cooperation and Members of Parliament (MPs) for their time and dedications to deal with the work that was before the House during the emergency recall.

MPs rest third meeting would be crowded Majority Leader advice

As Parliament gears up to start the third meeting of the second session of the seventh Parliament of the fourth Republic by ending of October 2018, Members of Parliament had been advice to rest

Majority Leader, thanked MPs who availed themselves for the emergency sitting of one week and said the main purpose of the emergency sitting, being approval of the Supreme Court Justices was achieved and hoped the Appointment Committee would worked on their referrals.

He noted that when the House resumes he hopes work on the new appointed Ministers who would be going to the various sectors would be worked on  so that they can contribute to the preparation of budget for their sectors.

Mr. Osei Kyei-Mensah-Bonsu urged the Finance Minister Ken Ofori Atta to present next year’s budget to the House either on the 14th or 15th November 2018, to ensure MPs have adequate time to interrogate the budget.

He thanked the Speaker especially the first Deputy Speaker who took charge in the seat to ensure that Minerals Income Investment Fund Bill was passed and for his colleagues who availed themselves for the much needed work to be done.

Ghana-China relations at the legislative level should improve—Majority Leader

Majority Leader and Minister of Parliamentary Affairs, Osei Kyei-Mensah-Bonsu has called for close relations between Ghana and China at legislative level when the newly appointed Chinese Ambassador to Ghana called on the Speaker.

According to the Minister of Parliamentary Affairs most of the time there is collaboration between the Executive arm of government and not the legislature and sometimes leaders to the legislature being rushed to ratify agreements and even leading to the legislature disapproving.

The leader pointed out that the introduction of the Ghana-China Parliamentary Association would play a significant role to compare to find out how China had been able to sustain its Parliament without interruption for a long time.

Mr. Osei Kyei-Mensah-Bonsu further added that he hopes there would not be interruption with the Ghanaian Parliamentary democracy and it has come to stay.

Again we have a huge infrastructure deficit, we spent huge amounts of money in building our roads but they get damage very often because of the heavy duty vehicles that use the roads and damage it, he added.

“With the Sinohydro coming on board and our railways almost nonexistent, when we have our railway revamped the huge haulage would go through that to preserve our roads, in this bauxite batter deal” he remarked.
