Akoto Osei dares gov’t over Bankswitch case

Former Minister of State at the finance ministry, Dr. Anthony Akoto Osei has challenged government to proceed to court if it suspects he is guilty and played a role in the 197 million dollar judgment debt awarded against the state in its negotiation with IT Firm, Bankswitch Ghana Limited.

Dr. Akoto Osei who also denied allegations that he held shares in Bankswitch Ghana Limited, insists the John Agyekum Kufuor administration did no wrong in entering the contract with the IT firm in 2005.

Speaking on news analysis programme NewsFile Saturday, the formr minister described as unfortunate, government’s ‘hurried’ abrogation of the contract without going through proper procedures.

“If they think I have done something wrong, they should take me to court,”

According to him, the matter between Bankswitch has been going on since 2005”…and this mystery [abrogation of contract with Bankswitch] in 2010 is what has caused the judgment debt.

In his view, the actions by the current NDC aministration was avoidable.

The Ministry of Finance entered into an agreement with the company for the provision of a customers’ valuation software for the Customs Division of the Ghana Revenue Authority, to help with revenue mobilization.

Bankswitch Ghana Limited sued the government of Ghana at The Hague, Netherlands for wrongfully abrogating a contract signed with the Finance Ministry to provide services.

Bankswitch Ghana Limited requested the court to award it 853 million cedis for the illegal termination of a contract it signed with the government in 2007.

But the court awarded damages amounting to 197.4 million cedis to Bankswitch Ghana.

Government’s challenge

Meanwhile, deputy Minister of Information and Media Relations, Ibrahim Murtala Mohammed revealed on the programme that government will challenge the case and the amount.

“…In anycase, this case is being challenged, government is not going to lie low; government will not just pay,” he said.

According to Murtala, the contract was abrogated because it did not have parliamentary approval.
“The issue is not about the NDC abrogating that contract but the bottom line [is that] people disregarded what they ought to have done”

Akufo-Addo must call Mustapha Hamid to order – Ennin

New Patriotic Party (NPP) Member of Parliament for Obuasi East, Edward Ennin is calling on the party’s 2012 presidential candidate, Nana Akufo-Addo to call his aide, Mustapha Hamid, to order.

According to him, Mustapha Hamid’s suggestion to flagbearer aspirant, Alan Kyerematen to go independent if he [Alan] believes he is more appealing to the electorate could be inimical to the party’s chances of winning the 2016 general elections.

Alan Kyerematen in an interview on Metro TV justified his decision to contest the flagbearership position for the third time, arguing it was time for a change.

He said though many in the party have endorsed the candidature of Nana Akufo-Addo, his popularity may not necessarily win them power.

But in a riposte, Mustapha Hamid said “people who are saying they are popular in the whole country but are not popular within the party don’t need the NPP machine; in that sense let Alan Kyeremateng, maybe, try and run as an independent candidate, because the constitution allows him to run. He doesn’t necessarily has to run on a ticket”.

Speaking on Asempa FM’s Ekosii Sen programme Thursday, the Obuasi East MP described as unfortunate the ‘divisive’ comments by Mustapha Hamid.

He said such comments by people close to Nana Akufo-Addo has the tendency to fuel perceptions about division in the party as it gears up for its flagbearership race later this year.

“The greatest threat to the party’s electoral fortunes currently is not their political opponents but rather the utterances and conduct of Mustapha Hamid,” Ennin stressed.

The Obuasi East MP called on Nana Akufo-Addo to as a matter of urgency distance himself from Mustapha’s comments to avert any animosity from the ‘Alan Kyerematen camp’.

He feared Hamid’s comments could make the party to lose votes from floating voters and level-headed middle class persons in the country if he should continue with such a behaviour.

Edward Ennin said the NPP as a government in waiting must demonstrate a sense of purpose and leadership to win the hearts of the electorate and not to use derogatory language on the airwaves to push people away from the party.

Sir John was the worst thing that happened to NPP – Akandoh

Member of Parliament for Juaboso, Kwabena Mintah Akandoh, has described the immediate past General Secretary of the New Patriotic Party (NPP) Kwadwo Owusu Afriyie (aka Sir John) as the worst thing that happened to the largest opposition party, the NPP.

According to him, Sir John’s conduct as the Chief Executive Officer (General Secretary) of the party over the last four years brought the party shame rather than improving the electoral fortunes of the party.

The MP who is also the Western Regional Youth Organizer of the ruling National Democratic Congress(NDC) stated this while contributing to a discussion on Adom FM’s Dwaso Nsem programme on Thursday on the fallouts of the NPP congress which was held in Tamale over the weekend.

He averred that he as a young politician has learnt nothing from a political heavy weight like Sir John since his uncouth utterances to issues were an affront to his office.

“For instance I was scandalized to have heard Sir John make terrible statements about the Presiding Judge, Justice William Atuguba during the historic election petition case at the Supreme Court, which nearly landed him in jail. Let the small boys in the party misbehave and you as the General Secretary rather check them” he said.

Hon. Kwabena Mintah Akandoh nonetheless commended Sir John for his service to the NPP and urged him to learn from his mistakes and come back a stronger and well refined politician to support the NPP.

Elizabeth Agyemang demands aggressive ICT education

The Member of Parliament for Oforikrom, Ms Elizabeth Agyemang, has called for a more aggressive push towards Information Communication Technology (ICT) education.

She said helping the youth to become highly computer literate must become a top national priority, adding that this was the way to ensure that Ghana was not left behind by globalization.

Ms Agyemang said this when she inaugurated an ICT Centre built for the Christian M/A Junior High School (JHS) in Kumasi.

The Parent/Teacher Association of the School funded the facility at the cost of GH17,000.00 to improve the teaching and learning of ICT.

Ms Agyemang said the use of the computer was fundamental to effective and quality education delivery and that was why no child should be denied its use.

She said this would assure them of becoming competitive in the global job market.

The MP praised the PTA for the project and appealed to parents to continue to share in the burden of helping to create the right conditions for sound academic work.

She promised to supply computers to the Centre and urged parents and corporate institutions to collaborate to provide the school with infrastructure.

Alhaji Alhassan Ibrahim, the PTA Chairman, said it had over the years provided incentive packages to motivate teachers to perform.

It presented 158 candidates for last years BECE and 156 passed to gain admission to senior high schools.

CSOs can’t force gov’t not to sign EPA – Haruna Iddrisu

Government says it cannot be coerced by civil society groups not to sign the Economic Partnership Agreement (EPA).

This follows enormous opposition from labour, civil society and the Christian Council against any attempt by Ghana and the ECOWAS to sign onto the EPA with the European Union.

Ghana and the EU in 2007 initiated an Interim EPA to conform to the World Trade Organization requirements for preferential trade deals between WTO members.

According to the minister of trade and industry Haruna Iddrissu ,”the country’s position is for a regional ECOWAS economic partnership agreement concluded with the EU within the context of 75% liberalized market access over a 20 year period with a 5 year moratorium “.

He said a consultative meeting with various stakeholders on the EPA will be organized on Thursday to iron out some outstanding issues.

“We will be engaging the Ghanaian public on Thursday, at a major public forum to solicit views of the public but we will not be swayed by the threat of civil society that don’t sign, if you sign some people have gone to the extent that then something must happen to the government, that clearly, clearly we will not tolerate or accommodate”, Haruna Iddrissu added.

According to him the major conditions in the regional ECOWAS EPA if signed is better than the interim EPA Ghana initialed in 2007.

Haruna Iddrissu explained that “We are all for ECOWAS concluding negotiations with the EU on a regional economic partnership agreement which will govern the relationship between the regional grouping ECOWAS and the EU…

We are working towards concluding negotiations on 75% market access face over a 20 year period so for me even at least the regional ECOWAS EPA looks better in content and in detail than the interim EPA we initialed in 2007. Were we gave 80% market access for 15 years”.

Focus on strengthening party machinery – Isaac Osei to NPP

The New Patriotic Party (NPP) Member of Parliament for Subin, Isaac Osei has cautioned the party to focus on strengthening its structures rather than engaging in a debate over who becomes the next flagbearer.

“At the moment I will urge all of us to concentrate on our assisting the new executives to have the full complement and to ensure that we can develop a well-oiled machinery capable of taking power from the NDC [National Democratic Congress],’’ he said.

According to him the important thing right now is to have ‘’a good solid machine’’ that will rescue power from the NDC.

‘’If we have a good solid machine, I am quite sure that anybody who eventually emerge as our flagbearer will be able to unite the party for victory,’’ he noted.

Party rumours indicate that some members are tipping, Isaac Osei to contest Nana Akufo-Addo for the flagbearership slot, but he told Citi News that settling for such a position involves a lot of soul searching which he has not thoroughly done yet.

Mr. Isaac Osei also said Paul Afoko’s main challenge is to supervise a fair election that would produce a flagbearer.

‘’…what is important is for the new leadership to be fair, they have to be fair and apply the rules of the game,’’ he opined.

The NPP elected new National Executives to steer the affairs of the party on Saturday in Tamale.

The election saw a totally new breed of executives, elected by the delegates of the party with both incumbent Chairman and General Secretary of the party losing.

Old executives defeat shows NPP abhors corruption – Ken Agyepong

Member of Parliament (MP) for Assin Central Kennedy Agyapong, has said that the failure of the immediate past New Patriotic Party (NPP) executives to retain their seats is clear indication that the party does not countenance corruption.

He noted that the delegates voted unanimously against the corrupt leaders whose actions and inactions caused the party its two electoral defeats in the year 2008 and 2012.

The firebrand MP prior to the National Delegates Conference held in Tamale over the weekend was on a campaign calling on all delegates to vote out the old executives seeking re-election, with the reason that they misapplied party funds and logistics meant to prosecute electioneering campaigns.

He described the now former executives as corrupt and a bunch of greedy people whose interest is to siphon the party’s resources for their parochial interest.

The largest opposition party at the conference elected a new set of national executional with only the Women’s Organizer Otiko Afisa Dzaba retaining her position.

Speaking on Adom FM’s Dwaso Nsem programme Monday, Hon. Kennedy Agyepong expressed confidence in the new crop of executives’ ability to wrestle power from the ruling National Democratic Congress (NDC) led government and further pledged his support to the team to realise the party’s aspiration.

The NPP Financier who threatened to form his own political party voting a whopping US $20 million should the immediate past party Chairman Jake Obestebi Lamptey retain his seat said, he would now channel that money to the 2016 electioneering campaign.

Hon. Kennedy Agyepong urged the supposed factions within the party to unite for victory at the 2016 polls which the party so earnestly wants to win.

He described the now former executives as corrupt and a bunch of greedy people whose interest is to siphon the party’s resources for their parochial interest.

The newly elected executives are Paul Afoko, Chairman; Freddy Blay, Sammy Crabbe and F.F. Antoh, 1st, 2nd and 3rd Vice Chairmen respectively; Kwabena Agyepong, General Secretary; John Boadu, National Organiser; Otiko Djaba, Women’s Organiser; Sammy Awuku, Youth Organiser; Kwabena Abankwa Yeboah, Treasurer; and Kamal Deen Abdulai, National NASARA Coordinator.

Dr Kwabena Donkor wants BOST-TSL deal halted

Chairman of the Parliament’s Select Committee on Mines and Energy, Dr. Kwabena Donkor has added his voice to calls for the BOST-TSL deal to be halted.

The Bulk Oil Storage and Transportation Company, has outsourced the management of its petroleum storage facilities within the Accra Plains Depot to TSL Logistics Ghana Limited, a subsidiary of a Nigerian Company. Bulk Oil Distribution Companies are however against the arrangement arguing that local industry has better capacity to execute it to the country’s economic advantage.

Dr. Kwabena Donkor also tells JOY BUSINESS, the Energy Minister needs to prove government’s commitment to the local content agenda by reversing the deal.

“The Honourable Minister for Mines and Energy has competently pushed the local content agenda and I believe it is within his remit to call BOST to order. I am particularly concerned because I was the first Chief Executive of BOST, I set up the company and it was never envisaged that the entity charged with keeping our strategic oil stocks will outsource this function and role to a foreign entity. It is a sad day for the oil and gas sector and I believe Minister would and must call BOST to order,” he said.

The National Petroleum Authority has also confirmed to JOY BUSINESS, it has not been consulted in the deal as the sector regulator as required by law.

Dr Kwabena Donkor is also backing plans by Bulk Oil Distributors to form a consortium to take over the management of the BOST’s facilities.

“I [support] the idea of a consortium because I am aware that, for example, three of the local companies – Chase, Cyrus and Fuel-Trade – have tank farms that are each bigger in capacity than that of the Nigerian company. And we cannot be talking about promoting the interest of Ghana and still want to go this way particularly when this is backed by legislation.

“Even though the legislation is strictly for the upstream sector, the spirit behind it and the policy encompasses the whole value chain from the well-head to the tank-front. With the legislation in place, BOST and agencies under the energy ministry should be the first to want to promote local content and must be seen to want to promote government’s local content agenda,” he concluded.

Don’t destroy SADA with negative reportage – Ayariga pleads

The Minister of Information and Media Relations, Mahama Ayariga has appealed to the media to measure their discussions on the operations of Savannah Accelerated Development Authority (SADA) in order not to destroy the initiative.

Even though he admitted that SADA has its own challenges, the idea behind its establishment, he insisted, is a noble one and must be supported to succeed.

SADA is an independent agency set up by government to coordinate a comprehensive development agenda for the northern savannah ecological zone comprising mainly the three Northern regions of Ghana – Upper East, Upper West and the Northern.

But its operations have been bedevilled by alleged corruption, improper award of contracts, maladministration among others.

Recently, President Mahama had cause to instruct the SADA board to terminate a GHc47 million guinea fowl and afforestation contracts with a private organisation because the state did not get value for money.

Recent investigations by Joy News have also uncovered alleged financial malfeasance of various degrees at the Authority including wasteful travels and a murky investment deal of GH¢74.5 million raised in an audit report of 2011 to 2013.

Responding to the exposés on Joy FM’s Super Morning Show, Thursday, the Information Minister begged the media and the general public to tamper their comments in order not to destroy SADA.

“SADA is a major initiative to develop the northern part of Ghana. Apart from trying to use resources made available to it by the government of Ghana, we also want to leverage development partner assistance and then also assistance from the international community and even the private sector to do that.

“We are open to accountability but we appeal that in discussing these issues, let’s discuss them in a fair manner that does not endanger the whole SADA initiatives.

“There could be problems here and there; we will hold all those who are involved accountable if we see any issue of malfeasance but let’s not discuss the issue on SADA in ways that will destroy the initiatives.”

He touted some of the benefits of SADA to residents of three northern regions. For instance, he said about 20,000 farm households in 2013 alone were assisted with tractor services, improved seeds, training of farmers and marketing of their products.

There is no longer shortage of maize on the market, he claimed. Because of SADA interventions the country is self-sufficient so far as maize is concerned, Mahama Ayariga maintained.

He said often people tend to ignore land engineering which is the “most expensive part” of farming and rather focus on the planting which is the “cheapest” in the farming process when discussing monies allocated to any farm project.

Touching on the about GH¢ 226,000 trip to Turkey by three SADA officials, according to the audit report, the Minister disputed the report that the amount covered only three people.

He stated categorically, “I am very firm on that…15 DCE (district chief executives) did go on that particular trip”.

Mr Ayariga claimed the DCEs were exposed to a number of things and also facilitated their sister-city relationships with some Turkish cities.

Also, he claimed the trip afforded the officials the opportunity to enter into discussions with a tractor assembling company in Turkey to set up the assembling plant in Ghana.

On reports that the former Chief Executive of SADA, Gilbert Iddi was still using his official vehicle, seven months after leaving office, Mr Ayariga said though he was yet to confirm, he condemned the act where former public officials hold on to official property even after leaving office.

He however described the vehicle Mr Iddi is alleged to be using as a “small saloon car”.
