Parliament holds public meeting with NIA officials

In its quest to deepen parliamentary democracy, Parliament has opened up it Committee on the Whole meeting with officials of the National Identification Authority (NIA) as against provisions of Order 199 of the Standing Orders of Parliament.

Order 199 provides that ” No stranger shall be admitted to any meeting of a Committee without the consent of the Chairman, unless the Committee decides that such meeting shall be held in the public: Provided that the Chairman of a  Committee may, wherever he thinks fit, order the withdraw of strangers from any meeting which is being held in public “.

The meeting supposed to provide opportunity for officials of the NIA to brief Parliament on the roll out plan for the nationwide national Identity Cards.

The Minority NDC lawmakers boycotted the ongoing registration exercise in Parliament until the meeting with the NIA which is expected to provide answers to their concerns.

The Minority indicated that it will continue with its boycott if the answers provided are not satisfactory.

Parliament should rescind decision- Ras Mubarak

Member of Parliament for Kumbungu, Ras Mubarak has advised Parliament to rescind its decision to investigate the corruption saga which has rocked Ghana football.

According to him since the Police is already investigating the same issue, it will be a duplication of duty should Parliament go ahead to investigate same.

Mr Mubarak who was proposed by Minority Chief Whip to be a member of the seven member Committee said.

Speaker of Parliament Prof Aaron Michael Oquaye agreed with a motion by Minority Chief Whip, Mohammed Mubarak Muntaka that Parliament investigates matters arising from the exposé into Ghana Football by undercover Investigative Journalist, Anas Aremeyaw Anas.

Member of Parliament for Bodi, Sampson Ahi had earlier raised the issue inviting Parliament to investigate it.

Nyantakyi scandal: Akuffo-Addo needs to do more to exonerate himself- Ahi

 

Member of Parliament for Bodi, Samson Ahi has said President Nana Akuffo-Addo needs to do more to exonerate himself from the corruption allegation, Kwasi Nyantakyi has leveled against him.

According to the Bodi legislature, the President’s integrity has been smeared and has to do a lot to exonerate himself because, “Ghanaians believe the President is corrupt”.

“If the President is implicated, did anybody come to make such an allegation against former President Rawlings, Mills and Mahama, why is it affecting Nana Addo? His own MP Ken Agyapong said if you want to see the President you have to pay thirty thousand ($30,000).

There are so many uncountable allegations against Nana Addo’s presidency, he needs to do more because about ninety percent of Ghanaians think he is corrupt, he said.

Mr. Samson Ahi called for an independent enquiry where President Nana Akuffo-Addo would be invited to defend himself; “the President can be invited to appear before Commission of Human Right and Administrative Justice (CHRAJ).”

Again Parliament can invite the President to appear before a committee of enquire. “Would he say he is the President so he would not appear? Nyantakyi is not just an ordinary person, he is a lawyer he knows the implications for all that he was saying and cannot be swept under the carpet, he lamented.

“Kwasi Nyantakyi is not an ordinary man, so I do not agree with people who are defending Nana Addo, saying Kwasi was just bragging”.

Kwasi Nyantakyi said in two years he would join the political landscape, we are talking about someone who is Vice president of the confederation of Africa Football (CAF) and Council member of FIFA, he pointed out.

“If it is a class one child chap who is bragging like this or an ordinary chap walking on the street of Osu Nima or Markola,  I would agree; we are talking of the President of the former  Ghana Football Association (GFA)”.

Ghana has uninterrupted supply of petroleum product-Dr. Anim

 

Deputy Minister of Energy has assured members of Parliament that Ghana will not experience any shortage in the supply of petroleum products, be it petrol, diesel and other petroleum products.

He made this remarks when former Deputy Minister of Energy John Jinapoh touched on the strategic oil reserve left in the country in a debate on the floor of the House.

According to Dr. Anim Adam currently Ghana has about two hundred and forty-seven million of petrol, which can last the country for five weeks (five weeks) and two hundred fifteen point two million liters of diesel which can also last the country for eight weeks.

“For liquefied petroleum gas (LPG) we have a reserved stock that can last us for one week, for aviation fuel we have stock that can last us for six weeks. It cannot be true that if there is a problem today we cannot supply petroleum products”.

He further  added that strategic reserves are not to stabilize price of petroleum if that was done in 2016 it is bad economics, at that time we were in a low price era.

NIA and DACF to brief Parliament on Tuesday

 

The National Identification Authority (NIA) which is under the supervision of the Minister of Monitoring and Evaluation, Dr. Antony Osei Akoto would be on the floor of the House this week Tuesday to brief the House.

According to the business statement presented to the House on Friday the 8th of June, 2018, the NIA officials would meet the committee of the whole.

MPs had expressed worry over the technical challenges the Authority faced when it was supposed to start roll-out of the registration exercise for the Ghana card.

Member of Parliament for South Dayi Rockson-Nelson Dafeamekpor in an early interview indicated that, NIA would have to come to the House and update it on reasons why some recommendation they made to make the registration exercise smooth were not taken on board.

On same day, the Minister of Local Government and Rural Development, Alima Mahama and the Common fund Administrator Naa Torshie are supposed to update the House on the disbursement of the Common Fund.

The Minority had earlier held press conference to challenge why there is capping of funds, meant for the various local authorities to undertake development, are rather being directed to the central government.

On the following day, Wednesday, the Ghana Education Trust Fund (GETFund) would appear in Parliament to brief the House on the disbursement of GETFund.

NPP government has collapsed BOST with debt – John Jinapoh

 

Former Deputy Minister of Energy and Member of Parliament for Yapei-Kusawgu has said the current government led by President Nana Akufo-Addo has mismanaged the Energy sector, especially with Bulk Oil Storage Transport with debt.

He made this remarks when the approved annual report of the Energy sector levies for 2017 was being debated on the floor for approval.

According to the Deputy Minister of Energy, the previous government ensured that BOST made profit in 2013, 2015 and 2016, but same cannot be said of the current government.

He further noted that in 2017 Ghana Gas supplied about thirty million cubic of electricity power generation, costing seven hundred million dollars, without a penny being paid by the current government leaving Ghana Gas with huge debt.

And urged government to put good measures in place to pay off the debt in the energy sector especially that of BOST, to ensure smooth running of the sector.

Kennedy Agyapong haul before the privileges committee

 

Assin Central Member of Parliament, Kennedy Agyapong, has been dragged before the Privileges Committee of Parliament for describing the Legislature as useless.

The Minority Chief Whip drew the attention of the House that his colleague MP for Assin Central, Kennedy Agyapong called Parliament “useless” and noted that the conduct of the fire brand legislator was becoming unbecoming.

“He said on his own network and called Parliament foolish, in Twi Akan. We can’t sit and allow a Member of Parliament to do that?”

“He has crossed the line, I am going to raise it, he must be referred to the privileges and he must be brought to book,” Mr. Mubarak added in an earlier interview with ghanamps.com

In addition moved a motion, for his colleague to be dragged before the Privileges Committee, Wednesday afternoon.

He moved the motion for “Our honorable colleague to be referred to be the Committee on the basis of his conduct and utterances against this house, the Majority leader and against many well-meaning Ghanaians.”  His motion was backed by MP for Tamale Central, Inusah Fuseini who said Mr Agyapong cannot be allowed to continue with his unspeakable attitude.

“To say that this is a foolish parliament including you, Mr Speaker, is to say that the people who have elected us are foolish people and I don’t think the people who elected Kennedy Agyapong are foolish people.”

Majority Chief Whip, Ameyaw Kyeremeh supported the motion.
He said it was necessary for the Privileges Committee to delve into the matter to establish the truth or otherwise of the allegation.

“But we are not proceeding on the assumption that he is guilty, until the outcome of the investigation. Mr Speaker I support the call, it is always important for all of us to get the opportunity to clear our names when we are cited,” Mr Kyeremeh added.

MD of GWCL has not been relieved of his post-Kofi Adda

 

Minister for Sanitation and Water Resources, Joseph Kofi Adda has dismissed speculations making rounds in the media that Managing Director of the Ghana Water Company Limited, Ing. Dr Clifford Braimah had been relieved of his position.

According to the Sanitation and Water Resources Minister, media houses should desist from circulating this falsehood.

And urged the general public to disregard that falsehood which has  no basis what so ever in a statement.

He made this statement in the wake of President Nana Akufo-Addo dismissing some Chief Executives (CEOs) of some state own enterprises.

We want to know state of review of our standing orders-Bedzrah

 

Member of Parliament for Ho West, Emmanuel Kwasi Bedzrah has urged the Business Committee of Parliament to update MPs on the status of the review of the standing order.

According to the Ho West legislator at the first meeting, the issue of the review of the standing order came up prominently and till date members had not been updated.

Minority Leader Haruna Iddrisu responded to this comment saying the Speaker has taken personal interest by ensuring that there is a finalized standard standing orders of the House.
And pointed out that there would be some briefing on the status of the review of the standing orders soon.

The Majority Chief Whip said he supports the intervention made by the Minority Leader and the standing orders would be in place soon.

Quorum becomes relevant at consideration stage of Bills-Haruna

Minority Leader and Member of Parliament for Tamale South, Haruna Iddrisu has urged MPs to stay in the chamber of Parliament when it gets to consideration stage of Bills before the House.

According to the Minority Leader the consideration stage is where legislation work takes place and urged that members stay around for that exercise is the issue of quorum would come up prominently at that stage.

There are some Bills at the consideration stage, Witness Protection Bill 2017 is at the consideration stage, Legal Aid Commission Bill 2017 has same status,

Majority Chief Whip, Kwasi Ameyaw Kyeremeh on his part noted that he does not know how to address that issue because it does not relate to the Business Statement he presented.

Mr. Ras Mubarak raise the issue of quorum of the floor of the House and added that there are young students who had visited the chamber within the week and they would not have good impression of the House.

Member of Parliament for Adaklu, Kwame Agbodza within the first and second meeting had raised issues of early start of proceedings, whiles his colleague from Lambussie Dery in this second meeting had started with quorum crusade.
