MPs fight over tidal waves disaster

Tempers went high between the Majority and Minority sides of the house on Friday when the Majority addressed the press on the tidal waves disaster in the Volta Region last Sunday.

The Majority caucus at the press briefing blamed the activities of sand winning by the people in the affected areas as aiding the havoc visited on the people by the tidal waves.

They contend that, while government may be taking steps to address the situation through the sea defence wall construction, the people who are beneficiaries must also act responsibly and desist from activities, like sand winning that makes it easy for the sea to reach people’s homes.

The Deputy Majority Leader and Member of Parliament for Effutu in the Central Region, Alexander Afenyo-Markin who addressed the press blamed the tidal waves destruction on sand winning, and rise in sea level and climate change.

The Deputy Majority Leader advised his colleague MPs in the Volta Region, particularly those from the affected areas to take interest in the sand winning activities, speak against it, and help halt it entirely.

He wondered why the MPs failed to touch on that issue in their earlier press briefing, and asked if they fear speaking against it would cause them politically.

However, the press briefing that was going on smoothly suddenly turned chaotic when some Minority MPs challenged the picture that the Majority was brandishing around as prove of sand winning in the Keta area.

Mr. Nelson Dafeamekpor, MP for South Dayi, and Mr. Armah Kofi Buah challenged the Majority to stop deceiving the public because the picture was nowhere near the scene of the Volta Coastal line.

The heated moment witnessed some exchange of unprintable words from the MPs, but somehow the situation was successfully brought under control

Mr Dafeamekpor contended that sand winning does not cause tidal waves to pound coast lines; rather the phenomenon is as a result of rise in the sea level. “And he has come here to bring a picture that clearly is not reflective of the coastline of Keta, or Aflao, or Anloga, or Woe, where I come from; our coastlines have no forests, our coastlines from Aflao to Anyanui through Anloga is full if pristine sand and has nothing like the forested beach-line he has introduced to you as being representative in terms of photography of the coastline of Keta”.

He said he is not trying to underrate the relevance of denigrating our coastlines as a result of sand winning, “but to say that the lives of the over four thousand people were caused or destroyed by tidal waves as a result of sand winning is with all due respect to him unacceptable”.

He condemned the lukewarm attitude of the government towards the problem happening in Ketu South, Keta, and Anlo as unfortunate, adding that the response of the government to the plight of the people in affected areas is appalling, compared to other areas in the country in which the government responded with alacrity to support the people.

Dafeamekpor urges GHAPOHA to come to the aid of tidal waves victims

The Ghana Ports and Harbours Authority (GHAPOHA) has been advised to as a matter of urgency in line with their corporate social responsibility assist in providing relief items to the People of the Volta Coast line affected by the tidal waves.

The Member of Parliament for South Dayi, Nelson Dafeamekpor who made the call at a press briefing in parliament said while GHAPOHA is looking for the money to construct the Keta Port, it is important to safeguard the lives of the people in the area other than that, by the time the port project is completed, there would be nobody to use the facility.

“GHAPOHA just said through the Ministry of transport that they need six hundred million dollars to build the port of Keta and I want to tell GHAPOHA that if you to spend six hundred million dollars to build a sea port at Keta, you must go in and help the people of Keta, otherwise by the time you’re ready to build six hundred million sea port there would be nobody to use the sea port that you intend to construct.”

Mr. Dafeamekpor who chides the government through the National Disaster Management Organisation (NADMO) failed to respond to the needs of the tidal waves victims in the three Constituencies along the coast of the Volta Region also called on well-meaning Ghanaians and corporate organisations to come to the aid of the thousands of residents displaced by the disaster.

Outstanding works on Tamne Dam to be completed when funds are available—Minister

Minister for Food and Agriculture Dr. Afriyie Akoto has told Parliament there are outstanding works on the Tamne Dame in the Garu constituency that needs to be completed but that can be done only when funds are available for completion.

According to him there is a spillway channel that is to be completed and the contractor can through a third and final phase of the project deliver that within eighteen (18) months of the commencement of the phase 3 namely; Irrigation canals, farm roads, culverts and drains, a scheme office for the Water Users Association (WUA) necessary for setting up a scheme management unit to be stationed on the project site at Tamne

And would keep the farmers on the path of irrigate agriculture as envisaged.

Challenges: 

The construction of twenty-two (22) houses determined to be either below the full supply level or too close to the reservoir and that challenge stemmed from the fact that, the cost of constructing the 22 houses was not factored in the project budget.

Because the consultant had not undertaken the requisite study and that delayed arrangement for payments, and further slowed progress of implementation and further compounded by stoppage of completion works on the embankment formation.

However, the stoppage was needed to sensitize and ensure residents in the reservoir area about their safety before the dam wall was completed.

In the cause of time, prices escalated due to inflation leading to fluctuation which accounted for dwindling project budget.

Progress:

Mr. Speaker the main issue now is securing government approval of funds to fix the unexpected spillway subsoil weakness over the stretch of 350m. This is critical for protecting the irrigation syphon carrying irrigation water under the spillway.

Completion of Tamne Dam would curb youth moving to south for jobs—Garu MP

Member of Parliament for Garu, Albert Akuka Alalzuuga has urged the Nana Akufo-Addo government to complete Tamne Dame which would create jobs for the youth in the constituency, to curb the drift towards Accra and Kumasi for greener pasture which does not exist.

According to him when the dam is completed, it would address dry season farming which would benefit not only his constituency but that of Pusiga, Zibilla, Binduri, Timpani and Bawku Central.

At a press conference just after the Minister for Food and Agriculture came to the floor of the House to answer a question, he pointed out that he was not satisfied with some aspects of the answers provided by the sector minister.

“There were no timelines given as to when the dame would be completed, and the project made available to the farms. There are thousands of hectors and the irrigation can cover six thousand or more but the response of the Minister indicates that only three hundred hectors would be covered”.

As a former District Chief Executive for Garu Tempani, he noted that the consultant had indicated that over three thousand hectors was going to be worked on but per the contract document presented by the Minister only three hundred hectors would be worked on.

He was particular about the dam creating jobs for the youth in the area so that they do not involve themselves in activities that do not speak well of people coming from the Northern Ghana that have migrated to Southern Ghana in search of jobs.

Government should find a way of raising money to complete the project in next year’s budget, he added.

“I am not satisfied that the Minister was unable to tell how much they have paid and how much is left to be paid, but promised to provide that information through the Speaker’s office, that is fine but I want the remaining money captured in next year’s budget”, he said.

“I am not satisfied with Energy Minister’s answer on $40m ECG contract” —Annoh -Dompreh

 Majority Chief Whip Frank Annoh- Dompreh said he is not convinced with answers given my Energy Minister, Dr. Matthew Opoku Prempeh on the reasons why prepaid meters worth 40 million dollars almost six years down the line have not been put into use and the container is still at the port.

According to him he has filed an urgent question because some investigations have been done by The Economic and Organised Crime Office (EOCO) and forwarded to the Attorney General and Minister of Justice Department.

At a press conference just after the Minister answered the question on the floor of the House, he urged the media in Parliament to be interested in this particular issue, “I am not going to waiver my interest in this matter, I would get to the bottom of this matter. It happened in 2016 and I am not suddenly interested in this matter, I have been following it for the past two years conducting my own investigation. I know the speaker has admitted this urgent question it would come to the floor, the only delay would be the presentation of the budget after the presentation of the budget I know that question would be taken”, he said.

The Nsawam-Adoagyiri lawmaker told members of the Parliamentary Press Corps that he would take issues one after the other and further pointed out that it is an issue of transparency and how public office is run and being accountable to the people.

“We hold in trust public funds, and if this were individual funds, we would be asking to enter into such a contract, close to six years no one has verified what is in the container at the port, it is a big matter we have to get to the bottom of this matter”.

Again, he noted that he does not just speak for the sake of it, and he has checked from the AG’s department and they have confirmed that EOCO has a report before them and they are preparing for prosecution.

“Some of you should go to the port and investigate if some containers are there with meters or not and if it has been verified”.

“If all of the members of the Majority MPs deject me on this matter, I would still go after it and I would not rest until I get to the bottom of this matter”, he assured.

$40m ECG, L&R Prepaid Meters Contract: I’m waiting for outcome of discussion—Minister

Minister of Energy, Dr. Matthew Opoku Prempeh has told Parliament he is waiting for the outcome of discussion between the Electricity Company of Ghana and L&R investment and Trading Company limited which is scheduled for Wednesday, November 17, 2021.

According to him this is contained in a letter written to ECG as at November 9, 2021 to discuss necessary proposals for taking delivery of prepaid electricity meters, a contract entered into since 2016 to supply the meters which are in high demand.

He was responding to a question filed by the Member of Parliament for Nsawam-Adoagyiri, Annoh Dompreh who wanted to know the outcome of the contract entered by ECG worth 40million dollars.

“Mr. Speaker I want to know from the Minister why ECG has left the said materials at the port without verification done and if it makes economic sense that the product is not being used?”

In his answer, Dr. Matthew Opoku Prempeh noted that, ECG has indicated to him that they are still interested in the meters hence their call to the contractor to hold a discussion.

So that they can take possession of the necessary things and the Minister noted that he can further talk after the discussion by ECG and those who brought the prepaid meters in.

NDC MPs challenges Majority over authenticity of picture they claim depicts sand winning at Keta

A section of the Minority Members of Parliament (MPs) from the Volta Region disrupted a press conference called by the Deputy Majority Leader, Alexander Kwamena Afenyo Markin on Friday, November 12, 2021 when he showed a picture of sand winning activities in Ketu South as being part of the reason for the tidal waves that wreaked havoc and displaced hundreds of households in some communities in Keta, Ketu South and Anlo Constituencies.

Mr. Afenyo-Markin was in the process of showing printed pictures of sand winning activities in Keta to the media and had told them that was the root cause of the tidal waves in some communities in Keta.

While addressing the media, the NDC MP for Ellembelle, Emmanuel Armah-Kofi Buah came through and shouted, “the picture is not correct”.

He then walked away and in less than a minute returned in the company of the NDC MP for South Dayi, Rockson Dafeamekpor.

Journalists covering Afenyo-Markin’s briefing had anticipated that perhaps, the NDC MPs will wait, listen to what the deputy Majority Leader was telling the press, and counter react after he has done with his submission.

Alas, that wasn’t the case as Dafeamekpor, a key Member of the Volta Caucus, rushed to the podium and whisked the laminated pictorial evidence from the hands of Afenyo-Markin away to the cafeteria and showed it to Helen Adwoa Ntoso, who was on her way to the chamber and met the press conference and expressed her disapproval of the picture in question.

Mr. Dafeamekpor had contested the pictorial evidence of sand winning activities in Keta, a position which Ntoso affirmed, stressing that the said community where the picture was taken was not in Keta.

His reaction attracted a quick response from the New Patriotic Party (NPP) MP for Nhyiaso, Stephen Amoah, who approached Dafeamekpor and demanded he returns the laminated pictorial evidence of sand winning activities in Keta to Afenyo-Markin. This resulted in a brief scuffle between the two MPs who at a point used unprintable words against each other. However, the situation was brought under control trough the interventions of the media practitioners at the press briefing.

NSA dialogue urging Afghanistan not to shelter train or finance terror acts

Eight -nation Regional Security Dialogue on Afghanistan held in its national capital has emphasized the need for Afghanistan’s territory not to be used for, sheltering, training, planning or financing any terrorist act”.  National Security adviser Ajit Doval chaired the dialogue, which was attended by his counterparts from Iran, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan, Uzbekistan.

India hosted the dialogue to firm up a common approach for practical cooperation in confronting increasing threats of terrorism, radicalization and drug trafficking following the Taliban’s takeover of Kabul. Afghan representatives were not invited, while Pakistan and China declined to attend the meeting, with Pakistan’s National Security Adviser Moeed Yusuf last week calling India a “spoiler” and not a “peacemaker” in Afghanistan.

Delhi declaration on Afghanistan

The third Regional Security dialogue on Afghanistan called for support for a peaceful, secure and stable Afghanistan. It called for collective cooperation against menace of radicalization, extremism, separation and drug trafficking.

And stated tat the dialogue on Afghanistan has condemned in strongest terms all terrorist activities and reaffirmed firm commitment to combat terrorism.  It should be ensured that fundamental rights of women, children and minority communities in Afghanistan are not violated, the declaration mentioned.

Participants at the Delhi dialogue discussed evolving situation in Afghanistan, its regional and global ramifications, the declaration informed.  The eight-nation meeting, hosted by India, stressed on the importance of inclusion of all sections in the administrative and political structure imperative of successful reconciliation in Afghanistan, the said declaration also mentioned.

Time for close consultations, greater cooperation: Doval

The recent development in Afghanistan have important implication not only for the people of that country but also for its neighbours and the region, NSA Ajit Doval said at the eight-nation dialogue.
Chairing the meeting, Doval in his opening remarks said it is time to have close consultations, greater cooperation and coordination among the regional countries on the Afghan situation.

Tajikistan says situation on border with Afghanistan complicated

Mr. Nasrullo Rahmatjon Mahmudzoda, Secretary, Security Council of Tajikistan, said: “As we have a long border with Afghanistan, the current situation creates extra risk and possibilities for drug trafficking, terrorism. The situation on Tajik-Afghan border remains complicated”.  And further said they as their neighbouring countries are ready to participate in all programs that can help the people of Afghanistan.

Iran calls for inclusive government 

Rear Admiral Ali Shamkhani, Secretary, National Security Council, Iran said: “There’s crisis of migration, refugees in Afghanistan and the solution can come with the formation of an inclusive government and participation of all ethnic groups. Hoping to come up with a mechanism to revolve it and further pointed out that its unfortunate that today. Afghanistan is involve in terrorism, poverty and misery.

And added that the issues of which have already destroyed Afghanistan would be discussed, “I am very much proud and happy to the fact that the meetings in Tehran have been continued and we are able to consult each other in order to resolve the crises”.

Afghans should be extended help: Kyrgyzstan official  

Mr. Marat M. Imankulov, Secretary of Security Council of Kyrgyzstan, also added that it is very a difficult situation in their region and all over the world. Talking about “terrorist organisation in Afghanistan and added that with joint efforts, help should be extended to Afghans.

Multilateral meetings help talk challenges, threat, says Russian NSA 

Mr. Nikolai Patrushev, Secretary of the Security Council of Russia, at the meeting noted that multilaterals should help in discussing issues linked to the development situation in Afghanistan, counter challenges, threat emanating from the country, and establish long lasting peace.

Joint effort can restore peace: Uzbekistan

To restore peace in Afghanistan and in the region altogether, they have to find a collective solution, as it is possible only through joint efforts the Secretary to the Security Council of Uzbekistan said at the dialogue hosted by India.  The participants of the meeting have thanked India for holding the  Third Regional Security Dialogue on  Afghanistan  in New Delhi and agreed to hold the next round in 2022.

Direct election of ECOWAS MPs: Mahama to head to Community Court

On the question on whether the crusade to ensure that citizens of the Economic Community of West African States (ECOWAS) would be able to elect their lawmakers to the community Parliament at the end of the life span of the fifth parliament, a member of the Ghanaian delegation to the current Parliament, Mahama Ayariga has given indications that he would go to the Community Court to ensure that any lawmaker coming to the next sixth Parliament would be through direct election.

According to him, he wants the ECOWAS Court of Justice to forcefully end the transitional protocol for direct election which has been more than twenty (20) years.

“So, if Members of Parliament of the fifth (5th) legislature their tenure ends, the next parliament, if they are not directly elected, they should not be sworn in, because the transition has ended; I want the court to declare that the transition has ended”.

In an interview as to when he would head for the Community Court of Justice, he noted that he is still having discussions with his colleagues on the matter and at the appropriate time he would move to the Court.

When further asked if the direct election of MPs to the ECOWAS Parliament, a flagship project by the Speaker Dr. Sidie Mohamed Tunis is achievable before he leaves office, Mahama Ayariga responded in the affirmative and added that, “if we work hard at it, it can be achieved”

And added again that, there is nothing more to be done except for the Authority of Heads of States and Governments of ECOWAS to say that, “they want direct elections to start this time, that is all that is needed to be done”.

“It is a protocol and it was supposed to be a transitional arrangement and something that was supposed to be done over twenty years ago, and is no longer a transitional agreement, time has elapsed, the Authority of Heads of States they have already legislate on the matter”.

You don’t need to plead to have emergency roads, bridges fixed — Amoako Atta

Minister for Roads and Highways, Kwesi Amoako Atta has admonished his colleagues on the Majority and Minority side of the House not to plead with him in other for emergency roads and bridges to be fixed across the country.

According to him emergency roads and bridges have to be fixed “you do not plead with me or another person for them to be fixed”.

This came to light on Thursday, November 11, 2021 on the floor of the House when the Adentan MP drew the House’s attention that a seven-year-old boy, who had closed from school last week Friday, got drowned when trying to cross a drain after a light downpour. He said the situation could have been averted if the bridge was in place.

“Mr. Speaker, I share in the sentiment of my colleague from Adentan, if there is an emergency on any road or bridge it has to be fixed, do not plead with anyone” the Minister asserted .

But while the Minority MPs were shouting following the minister’s response, he explained that he was rather supporting the MPs call. “Per my statement, I am supporting the Adentan MP, he said a life was lost, it is unfortunate and regrettable, we should not lose a single life”, he added.

He further pointed out that in the past when his colleagues bring issues of emergency on roads and bridges, they are done and there is no need to make a statement on the floor of the House on these issues.
