Sanitation Minister urges MPs to advocate for improved WASH facilities in schools

The Minister for Sanitation and Water Resources Cecilia Abena Dapaah has urged Members of Parliament to advocate for the provision of improved Water, Sanitation and Hygiene (WASH) facilities in schools.

And same in their constituencies, adding that Metropolitan Municipal and District Assemblies (MMDAs) should invest in WASH facilities for the basic and secondary schools.

She made this remarks on Wednesday, February 15, 2023 when the Member of Parliament for Akim Oda Alexander Akwasi Acquah wanted to know efforts being made to improve toilet facilities in various schools in the country, more especially his constituency, where all the basic schools do not have hygienic places of convenience.

But the Minister in her response asserts that the primary responsibility for the provision of Water, Sanitation and Hygiene (WASH) facilities in schools lies with the Metropolitan, Municipal and District Assemblies (MMDAs) and the Ministry of Education. She, however, stated that “the Ministry of Sanitation and Water Resources will continue to advocate for adequate provision and proper management of WASH facilities in schools as a means of helping to eradicate open defecation and provide sanitation for all”.

And further pointed out that the Ministrys effort to eradicate open defecation and provide sanitation for all, involves the collaboration with the MMDAs and the Ministry of Education to provide and maintain these WASH facilities in schools.

Effutu MP advocates for hepatitis B to be enrolled on the NHIS

The Member of Parliament for Effutu Alexander Kwamena Afenyo- Markin is advocating for hepatitis B to be enrolled onto the National Health Insurance Scheme (NHIS).

In a statement on the floor of the House on Tuesday, February 14, 2023, he noted that according to the World Health Organization, Hepatitis B “is a viral infection that affects the liver and can cause both acute and chronic disease.

The virus is most commonly transmitted from mother to child during birth and delivery, as well as through contact with blood or other body fluids during sex with an infected partner, unsafe injections or exposures to sharp instruments”

Hence the W.H.O. estimated that “296 million people [worldwide] were living with chronic Hepatitis B in 2019, with 1.5 million infections each year however it can be prevented by vaccines that are safe, available and effective”, he said.

Most people with Hepatitis B infection don’t have symptoms, but experience acute illness with symptoms lasting several weeks, including jaundice, fatigue, and abdominal pain. Acute Hepatitis B can lead to acute liver failure and death.

Long-term complications can include advanced liver diseases like cirrhosis and hepatocellular carcinoma, which can cause high morbidity and Mortality.

“Mr. Speaker, in 2016, at the 69 World Health Assembly, commitment was made by Governments across the globe including Ghana to eliminate viral Hepatitis B by 2030, as set out in the WHO Global Health Sector Strategy on Viral Hepatitis B. With less than 10 years to go, Ghana is lagging in the elimination Hepatitis B. In Ghana, it is estimated that, between 3million to 4.6million people are chronically suffering from Hepatitis B despite availability of all the tools to reach elimination.

A survey I sponsored in 2019 in my constituency indicated that 8.5% prevalence rate of Hepatitis B in the municipality, a disheartening situation for my people in Effutu.

As of 2019, only 30.4 million people globally, representing 10.5% of all people estimated to be jiving with Hepatitis B, were aware of their infection due to the silent nature of the disease while 6.6 million representing 22% of people diagnosed were on treatment.

Despite the high infection rate, viral Hepatitis B can be eradicated with the right instruments. This includes the introduction of affordable and easily accessible Hepatitis B Immunoglobulin (HBIG), monovalent vaccine and antiviral for the prevention of mother-to-child transmission of Hepatitis B. Estimates from 2020 Ghana Health Service press release on World Hepatitis Day showed that an average of 120,000 newborns will be exposed to Hepatitis B virus by their mothers during delivery and up to 90% of these newborns may end up being infected.

These newborns can avert the disease by receiving treatment with Hepatitis B Immunoglobulin (HBIG) and vaccination which is yet to be introduced by Ghana Health Service. The cost of the immunoglobulin is quite expensive (averaging approximately GHc 1000) for underprivileged women in rural areas hence the increase of the disease to their newborns at birth.

Currently, most people especially pregnant women in rural areas lack access to routine testing during pregnancy.

Most pregnant women and individuals testing positive require evaluation for treatment to suppress the virus. Very few, if any, are able to access or afford such services due to its high cost and since it is not available on our NHIS. In the Effutu Municipality, there is no access to Hepatitis B viral load testing which is a key diagn0Stc factor in management of the disease.

ECOWAS Parliament in readiness ahead of Nigeria’s general election –Senator Snowe Jr.

Ahead of Nigeria’s general elections; Presidential and Parliamentary of February 25, 2023 the Economic Community of West African States (ECOWAS) Parliament is ready to observe the election as preparation are far advanced.

According to the Chairman of the Political Affairs, Peace, Security and African Peer Review Mechanism (APRM) Senator Edwin Melvin Snowe Jr. the parliament is in touch with the ECOWAS long term observers and they have an advance team which is being coordinated by the Secretary General John Azumah.

In a telephone interview with Ghanamps.com at his base in Liberia, Senator Snowe noted that he would be joining the team next week Tuesday, February 21, 2023; and as head of the Parliamentary delegation for the Nigerian election observation he noted that eight (8) of his colleagues lawmakers are part of the team.

“We are monitoring the situation there and working with the ECOWAS Commission and the Nigerian, Independent National Electoral Commission (INEC) and we are hopeful that we can have a peaceful election in Nigeria”, he said.
Furthermore, on the preparation towards the upcoming Liberia’s general election this year, he pointed out that the ECOWAS Commission would be in Liberia this week to have an assessment of Liberia’s preparedness for their upcoming election.

And in May of this year, the ECOWAS Parliament would be in Liberia for a fact finding mission to do an assessment on Liberia’s preparedness for the election, and June 2023 Committees on Political Affairs and Legal would have a delocalized meeting in Liberia.

It would be centered on Liberia’s preparedness for its election, as ECOWAS would have long and short term observer mission that would be going to Liberia for its elections.

In the case of Sierra Leone, which also has a general election this year, Chairman Snowe pointed out that, there is a mission of the Parliament in mid March 2023 by the Economic Community of West African States (ECOWAS), Female Parliamentary Association (ECOFEPA) which would be having a big symposium and the Speaker has mandated the Political Affairs Committee to spend some time there within that period to see Sierra Leone’s preparedness for the elections.

Again, in May 2023, they have a mission there to check on the final preparation of the elections in June 2023, as they would be there to observe the elections as well.

And as they plan for the Nigeria, Liberia and Sierra Leone, they are putting in place plans to addressing issues of run offs. “We have our team prepared to visit those countries or be a part of the run off process”, he stated.

GIFEC to help improve communication network challenges in Ketu South

The Ghana Investment Fund for Electronic Communications (GIFEC) is considering communities in the Ketu South Constituency in the next phases of the Ghana Rural Telephony and Digital Inclusion Project to help improve their network challenges.

That, Mrs. Ursula Owusu-Ekuful, the Minister of Communications and Digitisation, reiterated, would depend on the availability of funds.

She said this on the floor of Parliament in her response to a question by Madam Abla Dzifa Gomashie, the Member of Parliament (MP) for Ketu South.

Madam Gomashie wanted to know the steps the Ministry was taking to solve the challenges in the communication networks in the Ketu South Constituency.

Mrs. Owusu-Ekuful informed the House that MTN Ghana had connectivity in Klikor, Agbozome and the Diamond Cement Area of the Ketu South Constituency.

She noted that AirtelTigo had six operational sites in Ketu South, three of which were located at Aflao, with the remaining three at Agbozome, Avoeme and Denu.

All the six sites receive both 2G and 3G coverage telecommunication networks.

“Mr Speaker, finances permitting, the Ghana Investment Fund for Electronic Communications will consider other communities in the Ketu South Constituency in upcoming phases of the Ghana Rural Telephony and Digital Inclusion Project to help improve their network challenges,” she stated.

For further clarification, Madam Gomashie questioned how connectivity at Aflao could be improved to avoid data problems and the ability to make calls.

“Aflao alone is like a big constituency on its own, it has about 83 branches, now increased to hundred and over, so one mask is not enough to serve the people…”

In her response, Mrs. Owusu-Ekuful said: “The network operators are obliged by their license obligation to extend connectivity to district capitals, which all of them have done, but going beyond the district capitals, it is the commercial return on investment, largely influencing their rollout obligations.”

“We will continue to work with them, knowing how critical connectivity is for the growth of our digital economy to ensure that they improve the network challenges there.”

“I do know that Aflao is a very big border community and the economic activity there is vibrant and so, we will work with the network operators to see what they can do to extend connectivity there.”

Our water turbidity is improving — Samuel Jinapor

Minister for Lands and Natural Resources Samuel Abu Jinapor has noted that the Sanitation and Water Resources Ministry has pointed out that Ghanas water bodies turbidity is gradually improving, with government interventions.

He noted that small scale illegal miners have polluted most of Ghanas water bodies forcing a number of cocoa farmers are sell out their cocoa farms to illegal miners for ready cash.

He made this remarks on the floor when he contributed to a statement on the floor of the House on Tuesday, February 14, 2023 on national chocolate day made by Dr. Isaac Yaw Opoku Member of Parliament for Offinso South.

And recounted that most of the contributors have talked about illegal mining and how its impacting on cocoa farming.

We all know the history of small scale mining in our country and how, we have promulgated laws to regulaise it and make that sector lawful, also attempts to build a small scale mining industry in our country and all the problems we have had. I want to assure the House that government is taking all measures to ensure that we sanities the sector; we regulaise this sector.

Mr. Abu Jinapor further noted that government has come to grips with the small scale mining to the extent that, government is working hard to ensure there is a responsible and vibrant small scale mining sector running concurrently with a reboots cocoa farming sector.

Where farmers would not sell their cocoa farms to illegal miners, therefore result in the lack of productivity and these fight. Mr. Speaker as you said should be a collective fight and should be from all sides of the House with stakeholders and citizens especially of mining communities.

Again, the President Nana Akufo-Addo is mindful of his legal and constitutional obligation and discharging this diligently and objectively. Under his watch the galamsey issues would be dealt with; galamsey and Ghanas cocoa farming would make a lot of progress.

Former Shama MP passes on

Former Member of Parliament for Shama in the Western Region, Dr Ato Panford has been reported dead.

A family source confirmed the sad news to Takoradi-based Connect FM, on Sunday, February 12, 2023.

He’s said to have died at the GPHA Hospital in the Western Regional capital, Takoradi.

Dr Ato Panford was the Member of Parliament for Shama in the Seventh Parliament of the Fourth Republic.

Akuapem North Seat Is Nobody’s Personal Property – Mampong A. Apesemakahene Charges

The Mampong Akuapem Apesemakahene, Nana Yirenkyi I has stated strongly that the Akuapem North Parliamentary seat is not a bonafide property of any individual hence people who are trying to malign others so they can clinch to the seat should desist from the act.

His message came at the heels of some publications against the Director of the National Lottery Authority (NLA) Samuel Awuku that he is using the organization’s resources to support Bawumia’s campaign thereby depleting NLA’s financial resources.

The said publication also sought to suggest that the President had confronted Sammy Awuku over the development.
This, Nana Yirenkyi believes is a fabricated claim against the NLA Boss just to destroy his reputation and Goodwill among the people of Akuapem.

He has warned such persons to desist from the act and do a clean campaign if they are indeed confident that they can will the Akuapem North seat.

“We are warning them to stop those childish moves or else, we call our ancestors to deal with them,” he said.

Speaking in interview with the media Nana Yirenkyi I hinted that there is no gainsay that all the people including chiefs in Akuapem North are ready for Sammi Awuku should he contest to be their Member of Parliament (MP).

“Look, the people are for Sammy Awuku. If he stands today, he will secure the votes he needs. We know those people who are launching this kind of hate campaign and false allegations against Sammy, we know those behind these false stories and we are ready for them,” he said.

According to him, Akuapem North needs someone who can unite the people for proper development of Akuapem and no one can stop “our brother from contesting Akuapem North seat. No matter how they fabricate stories against him he will become our MP.”

The visibly angry Apesemakahene said this is the last warning they are giving to people behind the false stories and that should that continue, they will come out publicly to announce the names of people behind the said publications.

He said: “Sammi Awuku is the one who the chiefs and people in Akuapem North need. In any case, Akuapem North seat is not anybody’s property; you can contest, campaign and when you are voted for, you do what you can do, so stop the attacks.”

Afram Plains North MP Receives 2022 Best Female MP Award

Member of Parliament for Afram Plains North constituency in the Eastern Region, Betty Nana Efua Krosbi Mensah has been presented with the 2022 best Female lawmaker award she won ahead of her colleagues following a survey conducted by FAKS Investigative Services.

The young MP emerged as the overall joint winner of the awards together with Member for Ayawaso West Wuogon Constituency in the capital, Lydia Seyram Alhassan among 40 ranked Female lawmakers in the country for their exceptional service to humanity.

Speaking at a brief awards ceremony in Parliament House on Friday 10th February 2023, an elated Betty Krosbi Mensah thanked FAKS Investigative Services for recognizing her contribution to society even as a rural MP whose constituents lack several social amenities.

According to her, even though the geographical location and the disadvantaged nature of the Afram Plains North constituency does not enable her count herself among the best, the award will spur her on to give off her best.

“..This award motivates me to do more for my people. I feel a special responsibility to champion the interests of my people, especially those on the Islands.”

“I am determined to do things differently, using my platform as a Member of Parliament to bring the necessary development to reduce the challenges facing my people,” Hon Betty stated.

She recounted some of the developmental projects she has successfully executed for the people, especially the deprived and far to reach communities in the constituency.

These includes the reshaping and graveling of some feeder roads, building of health facilities, mostly CHPS Compounds, provision of scholarship to needy school children, erecting of pavilions for remote communities, payment of medical bills and support for persons living with disability among others.

She reiterated her resolve to work hard to justify the confidence reposed in her through the award.

Presenting the award, lead Investigator at Faks Investigative Services Mr Yaw Sarpong said the Afram Plains North MP was selected for the award following a thorough investigation in her work and visibility in the constituency, her work on the floor of parliament and based on the accounts of her colleague MPs, journalists and other stakeholders.

She was supported by her colleagues including First Deputy Minority Whip, Ahmed Ibrahim to receive the citation.

The MP for Ho West, Hon Emmanuel Kwesi Bedzrah commended Betty for her hard work, describing it as a challenge to all MPs, especially the female colleagues in the Legislative House.

On her part, a female MP for Pusiga, Hon Laadi Ayi Ayamba congratulated her for the award and said, it was the hard work and the trust that the constituents have for her that earned the award and encouraged her never to let down the people who voted for her to represent them in parliament.

Ms Betty Nana Efua Krosbi Mensah entered parliament in 2017 after winning the Afram Plains North in the December 2016 general election and retain the seat it in the 2020 general elections.

She has been working since then with the Chiefs and people of the area, a constituency with over 575 communities, where over 222 of the communities are on the Islands of the Volta Lake.

“It will be wrong to let Haruna seat two or three steps backwards”—Majority chief whip

As controversy surrounds where the immediate past Minority Leader, Haruna should seat in the chamber, Majority chief whip Frank Annor Dompreh said it would be wrong to allow him seat three or two steps away from the front bench of the Minority.

According to him looking at the pedigree of the Tamale South lawmaker from his point of view it would be wrong for the current Minority Leadership to do that despite the fact that he is not the one to show where Haruna Iddrisu should seat.

“I can probably offer advice, if only they would talk to us for fair advice and can give that to Ahmed Ibrahim and Kwame Govern Agbodza and I think they should resolve this issue quickly, I have seen that Muntaka have been given a seat”, he said in an interview with journalists in Parliament.

And further pointed out that this is a lesson for the Majority side to learn from because it can happen to them, if they give any advice it should not be seen as spite, seating position is the work of the chief whip despite the fact that the leader has a say, he stated.

“I will have a word with the Minority chief whip it’s one thing for Haruna to complain, it’s another for the leadership to engage, the more it festers on the more it creates problem; it’s not an issue of cross carpeting, it’s about the intention and his intention is not to cross carpet”.

He said, “Mr. Speaker I have to speak from your position First Deputy Speaker”.

“I do not have seat” – Haruna tells Speaker

The immediate past Minority Leader and Member of Parliament for Tamale South, Haruna Iddrisu said he is prepared to seat wherever he will be directed to seat or he is offered but as someone who was properly brought up he will not want to take over the seat of Mr. Collins Dauda who is his senior.

When the Tamale South lawmaker entered the chamber on Thursday, February 9, 2023 morning the issue of where he should seat arose despite earlier arrangements made for him to seat by former Majority Leader Cletus Avorka.

Contributing to the Foreign Affairs Committee Report on the African Union Convention on Cross Border Cooperation (NIAMEY Convention) he had to speak from the first Deputy Speakers seat.

The Tamale South lawmaker left the chamber few minutes after his contribution.
