PAC Ends Zone Two Public Hearing In Sunyani

The Public Accounts Committee (PAC) of Parliament has ended its four-day Zone Two Public Hearing in Sunyani.
The Zone Two Public Hearing covered Western North, Ashanti, Bono, Bono East and Ahafo Regions.

The PAC is considering the 2022 Auditor-General’s Report on the Management and Utilisation of District Assemblies Common Fund and Other Statutory Funds for the year ended 31st December 2022, Accounts of District Assemblies (IGF) for the year ended 31st December 2022, the Pre-University Educational Institutions for the year ended 31st December 2022 and Public Accounts of Ghana – Polytechnics for the period ended 31st December 2022.

Most of the infractions cited against the Assemblies and the schools were unearned salaries, payment vouchers unaccounted for, abandoned projects, no collection of textbooks and calculators and also non-gazzetting of bye-laws by the Assemblies.

The Chairman of the Committee in his closing remarks thanked the Members of the Committee, National and Regional Auditors, Vice-Chancellors, Heads and Principals of the various schools, Districts and Municipal Chief Executives, Coordinators, Clerks to the Committee and supporting staff of the Parliamentary Service for contributing to the success of the Public Hearing.

Kwasi Ameyaw-Cheremeh at ECOWAS Parliament

Hon Kwasi Ameyaw-Cheremeh is currently the first Rapporteur of the Industry and Private sector Committee of the 6th ECOWAS Legislature.

He is one of eight-member delegation representing Ghana at the community parliament in the 6th legislature.

Hon Kwasi Ameyaw-Cheremeh is not new to the community parliament having represented the country since the 4th parliament and even served as the leader of the Ghanaian delegation in the 4th Parliament at the time he was the Majority Chief whip in the 7th Parliament of Ghana.

In the immediate past 5th ECOWAS Parliament, he was the chairman on the Trade, Customs and Free Movement Committee.

His experience in the Community Parliament and vast knowledge on various issues affecting the bloc would come handy as the new leadership seeks to work to address many of the challenges confronting the sub-region.

ELECTION 2024: Akim Oda MP to increase NPP votes from 79 percent to 90 percent

A head of December 7,2024, general elections, Member of Parliament for Akim Oda, Alexander Akwasi Acquah has given indications that he would work hard to increase the percentage of votes for the ruling New Patriotic Party (NPP).

According to him in his first term he had seventy-nine (79) percent of the votes but in election 2024 he would work harder to get about ninety (90) percent of votes for himself and the flagbearer of the NPP Dr. Bawumia as a lot have been done in the constituency since he became the Member of Parliament.

“Anyone who goes into politics, as you go higher your votes drops, but I would be able to and have the confidence of increasing it to 90 percent. I know how well I am accepted by my people and I know how responsive I have been to them. When they are in need they come to me and those needs are met; those who did not believe in me now believe in me”.

On the erratic electricity situation in the Country as to what the situation is in his constituency, he told Ghanamps.com in an interview that, there are challenges but in his constituency the electricity is not erratic, it’s a bit scheduled.

And they are getting information on what is happening when it comes to electricity from the authorities, “We are hopeful that this is not going to be a long lasting situation; it would be resolved.”

Akim Oda MP fulfills promise; gives out 10 out of 30 drive and own taxis

Member of Parliament for Akim Oda, Alexander Akwasi Acquah has fulfilled his promise to drivers in Akim Oda as he gave out ten taxis to the GPRTU chairman in the constituency under a work – pay, and own agreement.

As part of ensuring that his work in the constituency becomes easy for him whiles he focuses on his legislative work, he set up Committees in the Constituency to address various sectors of need of his constituency.

The Finance Committee on Monday, April 22, 2024, presented ten taxis out of the thirty that was promised the drivers who appealed to the MP to provide them with one under the aforementioned arrangement.

Hon Alexander Akwasi Acquah in an interview pointed out that he is doing this to empower his constituents and help them to own their own taxi. He urged the drivers to work hard and pay on time adding that per the arrangement within two months they would be able to gather funds and buy different set for others who have shown keen interest.

According to him, the interesting thing about the agreement is that the cars are sold to the drivers at the amount with which the vehicles were purchased unlike the typical market situation where others double or triple the prices making it difficult to pay back. More so, no collateral is needed under this arrangement.

He further urged the Finance Committee to be on the lookout to ensure those who currently have the vehicle pay on time to ensure others also benefit.

Emmauel Kwasi Bedzrah and the ECOWAS Parliament

Hon Emmanuel Kwasi Bedzrah without doubt has been one representative that was not particularly enthused with performance of the 5th Parliament.

This, he did not hesitate to voice his disappointment anytime the opportunity presents itself.

The Ghanaian Member of Parliament and a member of Ghana’s delegation to the 6th Economic Community of West African States (ECOWAS) Parliament is serving his second term in the community parliament; and currently serves on the Committee on Administration, Finance and Budget as a Second Rapporteur.

In the 5th ECOWAS Parliament, he served as a member on the Committee of Legal Affairs and Human Rights.
According to him, he did his best serving on the Legal Affairs Committee in the previous parliament even though he is not a lawyer and very hopeful to do his best when it comes to the Committee on Administration, Finance and Budget.

“That is where most of the work is done; budget, and midyear review, recruitment and so on. A lot of things would be on our neck, I am told that is the only committee that has meetings in Abuja, Nigeria more than three times so I will be busy in Abuja every now and then”.

He has a lot of expectations from the current leadership of the 6th Parliament to be more proactive and result oriented to lead the parliament to address many of the issues that remained unresolved in the bloc and continue to impact negatively on the lives of the ECOWAS citizens.

ECOWAS Parliament: Alexander Kwamena Afenyo -Markin leader and 3rd Deputy Speaker

Hon Alexander Kwamena Afenyo-Markin in the 6th Parliament of the Economic Community of West African States (EOWAS) is the third Deputy Speaker.

Having served as the leader of the Ghanaian delegation to the 5th and 6th community parliament, his rise to the 3rd deputy Speaker position doesn’t necessary come as a surprise because he has spent quite a considerable year in the community parliament; the 4th, 5th, and 6th parliaments and has garnered enough experience.

He comes as the first ECOWAS MP daring enough to host delocalized and Extraordinary Sessions in his constituency Effutu (Winneba), bringing the Community Parliament closer to the ECOWAS citizens.

He is also a member of the Bureau and the Conference of Committees Bureau.

In the 5th Legislature Hon Alexander Kwamena Afenyo-Markin served on the Committee of infrastructure as second rapporteur.

PARLIAMENT: Rt. Hon Alban Bagbin is on official assignment at Abu Dhabi

The Parliament of Ghana has clarified that the Speaker of Parliament Rt. Hon Alban Kingsford Sumana Bagbin is currently out of the jurisdiction for official assignment.

A statement put out by the Media Relations outfit of Parliament point out that the social media enquiry asking of the whereabout of the speaker sought to impugn the absence of speaker from the jurisdiction portraying the speaker in a negative light.

Parliament is currently on recess in line with its Calendar and Standing Order 57 which provides for the suspension and adjournment of the House. During such times, Members and officials of Parliament are able to interact with their constituents and attend to other assignments, in line with their Parliamentary duties, including international assignment.

In consequence, the Rt. Hon Speaker is currently leading a parliamentary delegation at the International Renewal Energy Conference in Abu Dhabi, United Arab Emirates.

It must be noted that, Parliament as an arm of government, is a rule-based institution and Members of Parliament are aware of the established procedures to communicate with the Rt Hon Speaker if need be. If there is a need for Members to request for a recall of Parliament during a recess, Order 53 of the Standing Orders provides that: “15% of Members of Parliament may request a meeting of Parliament and the Speaker shall within 7 days after receipt of the request, summon Parliament.”

It is instructive to note that no such request has been made by any Member of Parliament and so, the calls for a recall of Parliament by persons outside of Parliament is frivolous and vexatious, and amounts to meddling in the work of Parliament.

In any case, per the provisions of Order 12(4) of the Standing Order, the presence of the Rt. Hon. Speaker and/or his Deputies is not required for Parliament to sit. Moreover, Order 52 provides for virtual Sitting so one’s physical presence is not necessarily required in today’s virtual world.

Parliament is aware of the need for collaboration and consensus building because of its hung nature and the Speaker, has sought throughout his tenure, to remain neutral and fair in his dealings. Therefore, to insinuate that the Speaker is not heeding calls for a recall because of his political allegiance to the National Democratic Congress (NDC) is unfounded and unfortunate.

Parliament wishes to state that baring any emergency or unforeseen circumstance, it is likely to reconvene in the latter part of May 2024. Parliament reiterates its commitment to upholding the rule-based nature of the institution and fostering effective governance for the benefit of our nation.
