Prioritize welfare of Parliamentary staff, not new chamber – Aowin MP

Building a new Parliamentary Chamber is not a priority rather the focus should be on addressing the welfare of the Parliamentary staff, Kwame Mathias Ntow said in an interview with ghanamps.com.

He stated that looking at the salary levels of the staff, “they are only managing to exist, we work with them, they complain of their benefits all the time”.

“As I speak to you now, it is getting to 6:00pm, staffs are still in their offices working”.

According to the Aowin Member of Parliament (MP), it is better if the Speaker sets up a committee to look into the welfare of the workers, “as MPs and the House we cannot run without the workers everything is interrelated”.

As to whether he gets a lot of complains from the staff,  he responded in the affirmative and noted that when it gets to Friday if you move around Parliament you will hear some of the staff saying, “we are going for the weekend, if you have 50 or 20 Ghana you give it to the person”.

Some of the staff come to the House with prescription of their wards, school fees and we have been paying some of these things for some of the workers, he said.

“A person working at the Speaker’s secretariat and not taking home three thousand Ghana cedis (GH 3,000), the person will be working but do you think the person will be happy?”

According to him, the Hansard Department and clerks to committees are very important because if you need a report urgently for which reason they have to work extra hours to meet your deadline, they may be reluctant because there are no motivations for the person to want to sacrifice more to help you.

As to the 15% increase across board in salary announce by the Parliamentary Service Board, “If someone is taking (GH 1,500) what will change if you give him or her 15%”.

It is just like a drop of water in an ocean, it will boost them a little but then after a year 15% of their salary what will it do, is it going to be on the basic or the gross he remarked?

Speaker, Professor Aaron Mike Oquaye announced that MPs should send to the Clerk their ideas of how they want a new chamber building to look like during the recess.

“We are all aware of what happened to the chamber block some time ago when the roof ripped off water was just pouring into the chamber.

If you look at the number of years that this building has spent, I think it has been a long time they have been doing refurbishment but may be not up to the top of the roof. It was not surprising the storm took off the roof and an inconvenience was created there are a lot of things that we need to do”, he remarked.

He noted that even if they are going to put up a structure what will be the mode of funding? Is it a loan, who is going to pay, is it Parliament that is going to pay or the government of the day we have been burdened with a lot of loans.

We need serious government business in the House-Former Minister

Former Minister of Local Government and Rural Development under late President John Mills Joseph Yieleh Chireh is calling on government to bring serious business to the House when Members of Parliament return from recess in October.

He noted that business is slow in the House because there is no serious government business on the floor of the House.

If you appoint 110 Ministers they need to settle and find their levels in the Ministries more especially when majority of them are MPs, he remarked.

“We hope that when we return they will bring very meaningful arrangement to the House”.

According to the Wa West legislator expectations of Ghanaians are very high, otherwise we will all have understood President AkufoAddo’s government especially the promises they made during the election.

Again if they had started working on policies that require approval in Parliament either as legislation by now we will have done more work but they are now looking at the realities on the ground.

The Ghanaian economy has not been transformed “just by word of mouth no”, it takes practical action, all the economic operators will depend on concrete things and not what we are saying, the former Minister said.

“A government that is in a hurry, we were hoping they will be in a hurry to come with proposals and now specialized in loan taking, by now loan agreements will be coming in their numbers”.

Mr. Joseph Yieleh Chireh remarked that a government was shouting about a Chinese loan agreement, I was thinking by now the Chinese would have leverage their money against our natural resources.

“I can understand I have been in government before, every government requires some time and if only they stop being in their campaign mode sit down and look at the hard issues we will move forward”.

MP sponsors vacation classes to improve educational standard

The Member of Parliament for Okaikoi Central, Patrick Yaw Boamah has extended his benevolence to free vacation classes for SHS 1 & 2 students from various schools and residents in the constituency.

According to him, the children are the future leaders of the nation and therefore want to occupy them during the vacation instead of allowing them to loiter around, engaging in unnecessary ventures.

The classes will cover both core and elective subjects including English Language, Mathematics, Integrated Science, Social Studies and Economics.

He added that some parents cannot afford the vacation classes but he has taken it upon himself to organize such programme for the children yearly to support them in their academic endeavour.

Boamah reiterated that to become somebody better in future starts from school and calls for collective responsibilities to support the children in their education. He buttresses his point with the Holy Bible that says, train up the child the way he should go and when he grows up he will not depart from it.

He pointed out that he can organize classes for them but he cannot learn for them thereby admonishing them to take their books as their best friend instead of constantly using the social media.

The MP advised them to pray, learn and respect elders in society and also urge the parents and guardians not to miss this unique opportunity for their wards, they should make sure they are there to experience it.

MP demands accountability on revenue from road tolls

Member of Parliament for Damango in the Northern Region, Mutawakilu Adam, is demanding accountability in the management of road tolls in the country.

He said, it is compulsory for the Ministry of Roads and Highways as well as the Ghana Road Fund to account to Ghanaians the amount of revenue generated from the collection of tolls in Ghana and how they are expended.

“The Road Fund needs to come out clearly on how much they raised in a year, what they use the money for so that we will have insight about it, if not people will generalize everything” he stated when contributing on TV3’s New Day programme on Friday.

His comment comes on the back of government announcement that it has abrogated 136 road contracts due to the failure of the contractors to begin construction work.

Mr. Adam said it is necessary for the Ministry of Roads and Highways to tell the people of Ghana what happens to the roads that have had its contracts cancelled.

“The Roads Ministry and Road Fund must come out to tell us what is next because if my road has been abrogated, my concern is, will another contractor come to work because road contract abrogation is not new to us” he said.

The MP added: “it is very important that as a nation, we evaluate the contracts to ensure that there is no judgment debt hanging on our necks”.

Contributing to the discussion, deputy Chief Executive of Ghana Export Promotion Authority, Eric Amoako Twum, justified the cancellation of those contracts saying that once a contract is signed and mobilization funds provided, the government has the right to revoke it if the contractor does not begin construction.

“There is a certain amount of time; reasonable time for you to go to site and if that has happened and you have not moved to the site, then it must be abrogated” he stated.

Annoh-Dompreh promotes Research Fund establishment

The honorable Member of Parliament for the Nsawam- Adoagyiri constituency in the Eastern region, Frank Annoh-Dompreh is advocating for the setting up of a Research Fund to support research works by researchers and Tertiary institutions in the country.

This, he said will curb the dependence on research allowances for the conduct of research works.

He stated that a purposely dedicated fund for research work alone will enhance findings that will inform policy decision making process in the country.

According to him, the establishment of a research fund would also take the burden of annual payment of research allowances off government shoulders because those who desire to conduct any form of research can access the fund directly for assistance.

Various categories of Ghanaian workers including teachers, doctors, and scientists among others have constantly expressed concerns about the non/delay payment of their research allowances as result of non-availability of funds in government coffers.

Military is not trigger pull happy – Bimbilla MP

Member of Parliament (MP) for Bimbilla Dominic Nitiwul says it is wrong for anyone to think the joint force tackling illegal mining is trigger pull happy, rather the military is properly trained and the task force is doing a good job.

“It is regrettable some of the unfortunate situation that occurred. We have moved on, I am not sure you will see some of these things again”

According to the Defence Minister the joint military force combating illegal mining, what they do is to control expectation on the ground and they are doing exactly that. “We are happy about what they are doing on the ground”.

“We just hope the people of Ghana do not disobey the President and defile his orders by going to engage in the illegal mining , it is time for us to control our mining activities, again nobody is saying you should not mine”, he said.

He entreated that it is very important to take a critical look at discipline in our society, and those engaged in this galamsey are perpetuating indiscipline. He noted that even the president has put his presidency on the line to fight this not forgetting complains from the neighbouring countries that we are polluting their waters.

“We have to take some drastic measures and ensure that mining is done and done properly in this Country”.

He said as the Minister of Mines and Natural Resources is putting in an integrated approach to ensure that people engage in mining do it and do it properly, the best we can do is to support him.

“We have 400 forces on the ground that is a decision we have taken and they are doing a great job, the evidence is on the ground for everyone to see”.

Ignoring Martin Amidu is the best way forward –Norgbey

Mr. Ernest Henry Norgbey is convinced that hauling anti-corruption crusader Mr. Martin Amidu before the disciplinary committee of the party is not the way to go, adding the party should just ignore him.

Mr. Martin Amidu will be relegated to the back ground if no one takes his allegations against the NDC serious, how can you keep attacking a party in opposition or is it because he was relieved of his post as Attorney General and Minister of Justice?,he queried.

According to the Ashaiman law maker, the former AG is just being vindictive, if he had served in government until the end of its life span, will he had leveled allegation of corruption against the NDC?

Again he was in government when NPP was revealing a lot of corruption allegations against the NDC regime he could not say anything until he was kicked out of government then he started talking and that beats my imagination, he stated.

We take a lot of inspiration from Martin Amidu he has been there since the formative years of the party, some of us hold him in high esteem, but the turn of events attacking a party in opposition beats my imagination as a politician, he added.

He stated that if really he is saying he is a vigilante and an anti-corruption crusader he must be focusing on current corruption going on in President Akufo Addo’s government and stop flogging a dead horse.

As to whether the NPP has offered him something that is why he is not seeing their fault he could not tell but said “I think he has gone beyond that, nobody can influence his decisions”.
