Let’s take critical look at time again- Head of Civil Service

The Head of the Civil Service, Nana Agyekum Dwamena has stated that Ghana must as a matter of priority take a critical look at time management especially at public events again.

Speaking at a closing ceremony of a training session on effective time and stress management by the Parliamentary Training Institute (PTI), he expressed concerns about how precious time which could have been used for productive purposes in order to enhance national development is always wasted in vain due to the late start of functions.

Mr Agyekum Dwamena challenged heads of departments to act as change agents by starting small in their little corners as means to engender progress.

To emphasise the value other countries place on the essence of effective time management, the Civil Service boss recounted with shock how a Managing Director of a train service company in Japan had to apologise to the whole nation on a national television just because the train had taken off just two seconds earlier than it supposed to depart even though no passenger missed the train.

The Civil Service Head congratulated the PTI for organizing the training which he noted will go a long way to bring about change in the public sector.

PTI to organize session on stress management for MPs- Director

Members of Parliament (MPs) will soon benefit from a training exercise on effective time and stress management, acting Director of the Parliamentary Training Institute (PTI), Mrs Gloria Kumawu has hinted.

Speaking at the end of a four-day training session by the institute on the above topic for directors from selected public institutions in the country, Mrs Kumawu disclosed that if the programme is successful appraised, it will be organise for ‘’leadership of Parliament, Committee Chairpersons and Ranking Members and eventually all Members of Parliament’’.

Effective time and stress management she noted is an important step towards achieving results at the workplace and MPs cannot be left out.

According to her the facilitators for the training were carefully selected from both in- house and externally to impart participants with knowledge and practical skills to better manage their time effectively and become more productive, less stressed, more positive and have control of their lives.

She indicated that a test run conducted at the end of the exercise indicates participants really benefited from the training.

The Acting Director also hinted to run an advance version of the training exercise in future depending on resource availability.

The four- day training program was targeted at Directors from the Parliamentary service, the Judicial Service, the police service, Immigration, the Ghana Broadcasting Corporation, Ghana Revenue Authority, the Ministries of Foreign Affairs and Regional Integration, Education, the Interior and Education.

World Bank team impress with PAC oversight work

A World Bank delegation of three has called upon the Speaker of Parliament, Professor Mike Aaron Oquaye and praised Parliament and the Public Account Committee (PAC) of Parliament.

According to the leader of the delegation Donald N. Mdaande they are happy to associate with the Speaker, who had embarked on institutional reform.

He noted that his delegation is in the country to engage government as well as Parliament to find out how the support given by the Bank had been used to the public sector financial accountability.

We would engage the Minister of Finance and various stakeholders to update the public management financial reforms and strategies, he said.

Mr. Donald N. Mdaande further revealed that the World Bank is hoping to rally support from partners financially to  support oversight over the public purse,  especially in terms of the agenda  “Ghana beyond aid”,  he said.

Again the various Parliamentary committees how they can continue to play their role, we looking  at supporting you in the next budget cycle.

Stay Off Our Chieftaincy Issues – Oblie Mantse Tells Politicians

Nii Ayitey Anumle Oyanka I, who doubles as the Acting Paramount Chief of Abola Piam in the Ga state, and Oblieman near Sapeiman in the Ga West Municipality has urged politicians to stay off chieftaincy issues in the area.

He accused the country’s politicians of behind the chieftaincy problems in the Ga State which is the reason of no sign of peace returning to the state anytime soon.

The Chief alleged that the politicians created and continuing with the problems in the Ga state anytime they took over power, and this chronic problem mainly for their prime lands and properties.

Nii Ayitey Anumle Oyanka I who stated these in an interview with www.ghanadistricts.com on the sidelines where he announced this year’s Homowo celebration in his jurisdiction which includes Obliema near Sapeima and Opah in the Ga West Municipality.

He was emphatic that the Ga people could have solved their own differences if the ‘pretentious’ politicians staff off and rather provide security for the people as their primary responsibility.

“It is the duty of government to provide security for its people and not to help worsen the problems and pretend they are solving it with the intent to ‘loot’ the properties belonging to the Gas”, Nii Ayitey lamented.

Nii Anumle Oyanka I also called on President Akufo-Addo to caution his ministers against interfering in his efforts to install Queen mothers in his area.
The angrily spoken Nii Oblie threatened to mention names of ministers if they refuse to stay away from the activities with his Queen mothers of which they ( the Ministers) have not been invited.

In a related development, he chastised the King makers of the Ga state who are interested in money to install the wrong persons as successor chief or Ga Mantse without the fear of God and respect to their ancestors to install the rightful person to ascend the throne.

“….this behaviour is coterminous to selling of our birthright to the wrong persons who come with little money they have to ascend on the throne”, opined Nii Anumle Oyanka I.

The Obliema Mantse appealed to the residence, chiefs in surrounding communities to join him to celebrate this year’s Homowo whiles imploring all to take advantage of this year’s Homowo celebration to forgive each other for the sake of peaceful co-existence and socialisation.

Consolidated Bank to close 98 branches

Chairman of the Finance Committee, Dr. Mark Asibey Yeboah, has said Consolidated Bank would close down ninety-eight (98) branches out of the one hundred and ninety-one it has now at the end of September 2018.

According to the chairman of the Committee, ninety-three branches would be maintained, and pointed out that this was the position of the Consolidated Bank that had taken over five collapsed banks.

Dr. Mark Asibey Yeboah further noted that at the end of this month all employees with the Consolidated Bank would have their probation contract terminated by the sixty day probation given them.

He also added that CB is going to embark on nationwide employee assessment of the employee within the Regional sector from Accra, Kumasi, Cape Cost, Tamale, Ho, Takoradi and in the Brong Ahafo.

“All employees are going to go through assessment, for the Consolidated Bank to determine as to the number of employee they want to keep”.

According to the chairman of the Committee, as to the number of jobs to be cut, CB is still in the process of rationalizing the platform they want to use and that would be determine soon.

Again they gave us update of what they have been doing so far and the prospect going in to the future, he said.

Security whisk Governor away to avoid questions from Journalist

Two police personnel guiding the Governor of the Central Bank, Dr Anderson and his Deputy were whisked away to prevent Journalists from questioning them just after answering questions on Wednesday the 5th of September 2018.

Bank of Ghana (BoG) was the first institution to appear before the Finance Committee for probing into what led to the collapse of five indigenous banks, which lasted for three hours.

Just after the in-camera hearing, two police officers who had early  knowledge of  Journalists in Parliament who had pitched, camp waiting to get some news immediately the governor came out and attempted to join the elevator from the seventh floor to the ground floor, moved to survey the entrance.

The Governor of BoG,  Dr. Anderson and his Deputy pretended to be having some discussion at the entrance timing the elevator, immediately it came from the ground floor the security men whisked him away.

When a Journalist rushed towards the governor and questioned him about how the session went, he replied, “it was a nice experience”, before the second question could follow the two police whisked him away and prevented any Journalist from joining the elevator.

KPMG, Price Water House and Consolidate Bank to face Finance Committee

More institutions are billed to appear before the Finance Committee of Parliament as its probe into the collapse of local banks enters its second day Thursday September 6, 2018.

Dr Mark Asibey Yeboah in a briefing, indicated that receivers KPMG, Price Water House and the New Consolidated Bank would appear before the committee today.

Whiles the Security and Exchange Commission and the National Insurance Commission face the Finance Committee on Friday.

Be discipline to overcome workplace stress- Clerk to Parliament

The Clerk to Ghana’s Legislature, Mr Emmanuel Anyimadu has urged Ghanaian workers to exercise a great zeal of discipline to enable them manage their time effectively in order to overcome the negative effects of stress for greater productivity at the workplace.

According to him, well disciplined staff at various places of work especially the public sector are necessary assets that propel the development of the country in general.

Mr Anyimadu made the call when he addressed participants made up of heads of departments and agencies drawn from selected public institutions at the end of a four day training session on effective time and stress management by the Parliamentary Training Institute in Parliament House, Accra.

“If you are discipline, you will concentrate on your work and finish on time, if you are discipline, you be able to overcome stress. Be discipline in what you eat and drink. Discipline is the secret of my life” he said.

Sharing his personal experience on how he effectively manage his time and the stress associated with the conduct of his work in a political environment, the Clerk emphasis the need for managers at all levels to follow laid down rules and regulations.

He also charged heads of institutions to develop administrative structures where they are lacking to help manage stress and time in  the conduct of their work.

This he said will help them overcome the challenge of cutting corners that may end up piling up unnecessary stress on them.

“Obedience to rules helps a lot, If you want to be successful, obey rules” he stated.

On his part, Minority Leader in Parliament, Haruna Iddrisu noted that Ghana’s bane for development has been indiscipline at all levels stating for instance the carnage on our roads, medical negligence, negative attitudes of public sector workers and challenges associated with the clearance of goods and services at the ports of entry.

The Tamale Central Member of Parliament noted the time has come for Ghana to take time much more seriously than we have done in the past.

“We take to many things for granted for instance, our tax our obligations and revenue mobilization, the GRA will wait until it misses its revenue targets before starting all over again” he observed.

Mr Haruna whiles congratulating PTI for organising the training emphasised the need for all citizens to dedicate time for stress management.

He also urged the participants especially the Parliamentary staff to go and make an impact with all they have learnt during the four day training.

The Minority leader proposed similar training exercise on stress management for MPs who described as being “stressed up” even to their pockets.

Former Interior Minister survives car crash

The former Minister for the Interior, Mark Woyongo escaped death narrowly in a road crash at Mampong on Sunday September 2, 2018.

According to reports reaching ghanamps.com Mark Woyongo was returning from one of the National Democratic Congress (NDC) nationwide regional elections in the Upper East Region when he lost control of the Toyota Land Cruiser he was driving due to a slippery nature of the road after a heavy downpour.

Professor Ashie Kotey advocates for non-partisan Speaker of Parliament

Prior to his recommendation by the Appointment Committee and approval or not of the plenary in Parliament, Supreme Court Justice nominee, Professor Emmanuel Nii Ashie Kotey is advocating for a non-partisan Speaker as head of the legislature.

According to Professor Ashie Kotey if the Speaker is a non-partisan person he would be accepted as head of the legislature, unlike the current practice where the constitution mandates the party with the Majority seat in the House to propose the Speaker for election.

Minority Leader Haruna Iddrisu wanted to know the nominees take on who he thinks is the head of the legislature.

Professor Emmanuel Nii Ashie Kotey in the year 2008 presented a report paper on the theme, “who leads the Parliament of Ghana”

He further told the committee that it depends on purpose or what is being looked at in the grand scale of event, the Speaker is the head of the legislature, but when it comes to government business the Majority leader is the leader of the House.
