Minority fears the worse for health delivery without NHIS releases

The Minority in Parliament has warned of dire consequences for health delivery in the country if urgent steps are not taken by government to settle outstanding debts to the National Health Insurance Scheme.

They insist that the current situation of owing claims far above the statutory limits cannot be acceptable under these precarious economic situations and urged government to as a matter of urgency, revert to the regular and reliable schedules as envisioned in the NHIA Act and report to parliament as required.

The Minority contend that recent development from stakeholders attest to the fact that all is not well with the health sector, stating that the Private Health Facilities Association of Ghana has threatened in a statement to pass on top-up payments to NHIS clients within their facilities. This, they claim is due to extensive delays in the payment of claims by the NHIA, the Ghana Cedi Depreciation and the rising inflation on drugs and non-medical consumables.

“Unconfirmed reports suggest that some facilities have already started passing on these top-up costs to their patients”.
“On the 19″ of October this year, a joint press statement was issued by the Ghana National Chamber Of Pharmacy (GNCOP), The Pharmaceutical Manufacturers And The Pharmaceutical Importers & Association Of Ghana (PMAG), Wholesalers Association Of Ghana (PIWA) warning all concerned that they were no longer going to give credit to health facilities” citing the unprecedented levels of inflation and the non-payment of claims by the NHIA as reasons for which they are withdrawing all credit lines to health facilities.

Ranking Member on the health Committee, Kwabena MInta Akandoh addressing the media said the joint statement by these groups should have seen some appropriate actions from government such as transferring to the NHIF all outstanding collections of NHIL and SSNIT contributions as mandated by the National Health Insurance Act 2012 (Act 852) Section 52(1). But this intervention never happened.

“Unfortunately, there rather seems to be an unwavering effort to collapse the National Health Insurance Scheme by depriving it of funds. As we speak, the highest release of NHIL levies collected was in 2016 when 86% of collections were released to the NHIA. The lowest on record is that of last year where government out of the GHS2.056bn it collected paid only GHS 127m or 6.2% to the NHIA fund. We have issued several statements calling on the Minister for Finance to release National Health Insurance Levies and the component of SSNIT contributions meant for the scheme to the National Health Insurance Fund all to no avail. After several weeks, the Private Health Facilities Association of Ghana have also threatened to pass on top-up payments to NHIS clients who use their facilities. This foreboding news wreaks fear in the hearts of many who frequent healthcare facilities across the country”.

The Minority asserts that under the current economic conditions more Ghanaians, than ever before, will require the National Health insurance Scheme to finance their medical needs. “It is therefore unconscionable for government to hold on to monies collected in the name of the NHIA rendering it incapable of meeting its obligations to service providers”

If nothing is done, we foresee high mortality rates among patients who lack the resources to pay for the services of healthcare providers or delay presentation at health facilities, He added.

They described as appropriate the demand for the National Health Insurance Authority to clear at least 6 months of submitted claims and provide one month’s reimbursement every month but want to caution the finance minister to as a matter of urgency release all collections of NHIL to the National Health Insurance Fund without delay.

Meanwhile, the Minority has pleaded with manufacturers, importers and wholesalers of pharmaceuticals and private health service providers to delay the imposition of top-up costs to reduce mortality and morbidity even as they try to engage government on this matter.

GUTA is not politically affiliated – President sets record straight

President of the Ghana Union of Traders Association (GUTA) Dr. Joseph Kwaku Obeng has said the association is not political as being perceived by some Ghanaians due to the conduct of some of its members whenever there is change of governments.

According to him the fact that some of its members at Abosokai who are predominantly NPP supporters and chose to reduce their prices for NPP coming to power does not make GUTA politically affiliated.

And the same way when NDC wins power you go to Ho market or Tamale market because predominantly they are NDC supporters, they also jubilate does not make the association NDC.

Dr. Joseph Obeng who lamented over the fact that the Association is painted with political colours made this remarks on Tuesday, November 15, 2022 when the association met with the Committee on Trade  Industry and Tourism in Parliament to discuss the way forward in the wake of price hikes and high inflation rates that makes doing business difficult.

 Present at the meeting were Association of Ghana Industries and Ghana National Chamber of Commerce and Industry.

Deputy Minister of Trade and Industry Michael Okyere Baafi, who was also present at the engagement was happy with the stakeholders’ engagement and noted that the meeting was fruitful and encourages more interaction between the Committee and industry players.

Ghana’s woes are not Russia-Ukraine war rather finance Minister’s recklessness-Haruna

The Minority Leader, Haruna Iddrisu, has dismissed suggestions that the current economic crisis in Ghana was mainly caused by the war between Russian and Ukraine.

Addressing the Ad Hoc Committee on the motion of censure against the Finance Minister, Ken Ofori Atta, the Tamale South MP, said the “reckless borrowing” and “reckless spending” by the Finance Minister are the cause of Ghana’s woes.

“Did you borrow to support the war in Ukraine,” Mr Iddrisu asked, arguing that, it was because of Ofori-Atta’s recklessness that caused Ghana’s economic woes.

His comment was in response to a remark made by the co-chairman of the Committee, K.T Hammond, who suggested that Mr Ofori-Atta cannot be entirely blamed for the country’s financial crisis.

The public hearing of the committee on the censure motion against Mr Ofori Atta kicked off on a rough note Tuesday morning after clashes between the Minority and Majority members on the committee on the mode of the submission of evidence.

Even before being sworn in, the Minority Leader, Haruna Iddrisu and Minority Spokesperson on Finance, Cassiel Ato Forson, who were the first to appear before the committee, wished to tender evidence which was contested by the Chairman, KT Hammond and some majority members.

Oda MP presents food items to over 360 aged

The Member of Parliament (MP) for Akim Oda Constituency, Alexander Akwasi Acquah has distributed food items to over 360 aged constituents on Sunday, 13 November, 2022. The food items distributed includes rice, cooking oil, tomato paste, sugar and soft drinks among others.

The event was supported by a team of Constituency Executives.

An old woman aged 95 affectionately called Awo  was among beneficiaries of the Akim Oda MPs benevolence. Addressing the gathering, Mr. Acquah described them as the pillar of the society and called on all to accord them the respect and to support them when the need arise.

He noted that Ghana has no right to stand as a society if the needed reverence is not given to the elderly. He explained that although the items distributed to the aged were not enough to solve all their problems, their gesture was to show that they care about the aged.

Some beneficiaries, who spoke to community news, thanked the Member of Parliament, Mr. Acquah and the NPP officials for the kind gesture; adding that they appreciate the love and care shown to them. They expressed their commitment to support the MP and rally behind him to improve development within the constituency.

Meanwhile, the Municipal Chief Executive of Birim Central Municipal Assembly, Mrs. Victoria Adu was also full of praise to the aged for their various contributions towards national development.

Tarkwa Nsuaem MP debunks his bodyguard was killed

The Member of Parliament for Tarkwa Nsuaem Constituency, George Mireku Duker has debunked applications in some sections of the media which suggest that his bodyguard was shot and killed at a ‘galamsey’ site. Mr. Duker, who is the Deputy Minister for Lands & Natural Resources said his only bodyguard assigned to him by the Republic, an officer of Ghana Police Service is alive.

“I wish to state emphatically that, I have only one (1) bodyguard, assigned to me by the Republic. My bodyguard, an officer of Ghana Police Service is alive. | do not have any other bodyguard anywhere nor have I ever had a bodyguard with such name in the said publication”. In a disclaimer issued on the 12th November, 2022, the MP said the publication going round is not only misleading and fake but defamatory as “my detractors will not stop at anything just to tarnish my hard won reputation”.

“In their scheme to cause massive damage to me they have linked a person whom I have no connections with whatsoever with intent to subject me to public ridicule and hatred, reduce my estimation in the eyes of right thinking members of the public, scandalize and embarrass me beyond measure”. Mr. Duker thus entreats the public to disregard the publication since he does not have any association with the said alleged person nor does he have a bodyguard with such name.

Madina MP, Francis Sosu launches six books

The Member of Parliament for Madina, Francis Xavier Sosu, launched six books last Friday at the Parliament House.
All the six books catalogued the life experiences and struggles of Mr. Sosu as a child growing up, the interventions of various people in his life that rechanneled his step in life.

But it is not all about his personal life; as a human Right Lawyer, Mr Sosu also devoted time to delve into law practices in Ghana and bring to the fore some of the challenges associated with the legal system in Ghana.

The six books include: Homeless, Being the Change, Love lifted me from the Streets, Guilty Until Proven Innocent, I am the Street Lawyer, and Pro Bono Lawyer without Honour.

Some of the people who reviewed the books; including Mr. Tsatsu Tsikata, a renowned lawyer all shared positive thoughts on the books.

The launched attended by some high profile members of the Ghanaian society, including the Speaker of Parliament Alban Bagbin, Majority Leader, Osei Kyei-Mensah Bonsu, people from academia, his colleague parliamentarians among many other dignitaries saw a total sale of GHS85,000.

Proceeds from the book sale the MP announced will be donated to the Village of Hope Orphanage to support the children there as that place once sheltered him.

Sara Adwoa Safo in Parliament

The Member of Parliament for Dome- Kwabenya Sara Adwoa Safo made a surprise visit to the chamber today 11th November, 2022.

It is the first time the embattled MP appeared in parliament after almost year.

She was among two others who were referred to the Privileges Committee of Parliament for which report has been presented to the House for consideration.

Meanwhile debate on that report is yet to be carried out for the fate of the three MPs including Ken Agyapong and Henry Quartey.

Freda Prempeh lauds Agric Ministry over efforts to carts food to city centres

The Member of Parliament for Tano North Constituency, Freda Prempeh has commended the Ministry of Agric on their innovative efforts of opening outlets where farm produce are cart farm the farming centres to the cities.

She said the initiative would help bring down prices of food products particularly those grown locally as people are taking undue advantage of the economic situation to make exorbitant returns by increasing prices astronomically.

Madam Freda Prempeh said it is about time something is done about the price control system in Ghana, and the tasked the Ministry of Trade and Industry to take that up to ensure people conform.

She believes what the Agric Ministry has started doing is healthy and would ensure there is some competition in pricing which would push prices downwards.

She admitted things are tough at the moment but noted that it is a global phenomenon, and assured that the president has outlined some measures to deal with current economic meltdown and Ghanaians should rest assured that things would improve soon.

 (NADMO) is providing food and non food items to affected victims—Minister

Minister for the Interior Ambrose Dery has said the National Disaster Management Organisation (NADMO) will continue to work assiduously to save properties and lives in times of flooding and other disasters. According to him NADMO is providing food and non food items to affected victims of flooding and hard work is going into saving life and property.

He further told parliament on Thursday, November 10, 2022 in recent times some districts in the Northern part of the country have experienced flooding due to the spillage of the Bagre dam by Burkina Faso and also in Ashanti and Eastern Region. In towns like Manso Nkwanta, Abuakwa, Koforidua, Kyebi, Suhum, among others being affected part of the Greater Accra Region, like Weija Gbawe Ga East and West as well as Buipe and its surroundings in the Savannah Region has also been affected.

And before the spillage intensive sensitization programme was carried out to educate the population and same is ongoing in the Akosombo and Kpong and its environment to prepare the community towards a probable spillage of the Akosombo and Kpong dames which are at their fullest peak.

Dr. Zanetor-Agyeman-Rawlings Member of Parliament for Klottey-Korle wanted to know measures being put in place to mitigate the devastating impact of the most recent floods on persons living in the affected areas. She further wanted to know the collaboration between the Interior Ministry and Works and Housing to create reservoirs downstream for excess waters to be stored for use given the erratic nature of our rains.

This, the Minister said the Ministry and NADMO take care of the impact on persons and property Works and this Housing has got plans to deal with the flooding and is working on some infrastructure which include creation of dams along the line of rivers and the details of that would be known by the Minister for Works and Housing.

But at their level they have to sometime use equipment to open up gutters and drains to let the water follow the more physical construction prgrammes are left for the Ministry of Works and Housing in some cases Roads and Housing.

ODA MP CALLS FOR URGENT ACTION TO ACCOMMODATE THE POLICE DIVISIONAL COMMAND

The Member of Parliament of Akyem Oda constituency, Hon. Alexander Akwasi Acquah has urged the Interior ministry to make a commitment towards the building of a befitting edifice to house the divisional command of the Ghana Police Service which is headquartered in Akyem Oda.

This call was made when the Minister of Interior, Hon. Ambrose Derry appeared before the house to answer questions from some MPs. The Akyem Oda MP had filed to ask the Minister, that what effort was his ministry making to accommodate the Oda divisional a police Command in a very appropriate premises as the command has been operating in a rented apartment since it was created. In the answer of the Minister, he recounted that the Police Administration was allocated an 89.81 acres of land in 1979 through an executive instrument.

However resource constants have been a major factor to the construction of both office accommodation and barracks for the Oda divisional command. The minister revealed that a group of oda citizens resident in the United States of America (USA) has proposed to construct the Divisional Police Headquarters on the allocated land.

The Minister said the Police Command is however yet to engage the leadership of the Association to discuss the way forward.

Hon. Alexander Akwasi Acquah said even though he has confidence in his constituents commitment to help the Police Administration in constructing the commands headquarters, the minister must give a firm commitment and assurances to his people on the construction of the edifice.

He also wanted to know if the Minister was aware that portions of the allocated land had been encroached upon and any further delays of the project could affect the size of the allocated lands.

The Speaker of Parliament, Rt. Hon. Alban Sumani Babgin, intervened and assured the MP that the assurance committee of parliament was available to ensure that the ministers promises are upheld.
