Parliament bashed for failing to pass RTI Bill

The Northern Regional Chapter of the Coalition on the Right to Information (RTI) has expressed displeasure over parliament’s failure to pass the Right to Information bill which.

The bill has been put before Parliament for nearly 10 years but has failed to catch the attention of the leadership of the House for its passage.

According to the regional chapter “Parliamentarians are either adopting this lukewarm attitude towards the bill for their parochial political interest to continue running away from accountability and transparency or for reasons best known to them.”

In a release issued in Tamale and signed by Mr Mahama Zakaria, the Northern Regional Coordinator of the RTI, demanded to know from the Joint Committee on Communication and Constitutional, Legal and Parliamentary Affairs, the report on the Regional Consultations which were held in six selected regions last year, saying “It is very necessary the Joint Committee makes its report available to the House and the general public”.

It also called on the leadership of Parliament to make the RTI bill part of its agenda for its next sitting which is expected to start in May 2012.

“We consider this very necessary because the bill, which was drafted in 2002, has been sitting on the shelves of law makers for 10 years now and needs the necessary attention,” the statement said.

The group further reminded the government of its assurance during the 2008 campaign that it would ensure the passage of the bill when voted to power, saying “government should note that election 2012 is just around the corner and that their manifesto promise is yet to see the light of day.”

Independent MP, Joe Osei – Wusu to contest on NPP ticket

The Independent Member of Parliament for Bekwai, Joe Osei-Wusu, is to be nominated unopposed to seek re-election on the ticket of the New Patriotic Party in this year’s parliamentary poll.

He stood as an independent candidate in 2008 parliamentary election which was violation of party rules after he lost to the then incumbent MP, Kofi Opoku-Adusei who was also the then Deputy Minister for Fisheries by a single vote.

 In keeping with the party rules the MP was sacked from the NPP even though he won the Bekwai seat to represent his people in parliament.

His return to the party’s fold comes as no surprise as since entering parliament in 2009 the MP has aligned himself with the Minority and has been effectively working with the NPP caucus in the parliament.

The Ashante Regional NPP Chairman Fredrick Freduah Antoh who disclosed this in an interview on OKAY FM on Thursday, stated that the party has given the MP amnesty and he is once again a full member of the party, adding that the party will have to officially accept his nomination at a congress which is expected to be held soon.

However speaking to ghanamps.gov.gh, Hon. Joe Osei Wusu said he was yet to be informed formally by of the party’s intent to nominate unopposed, adding that he would not be surprised though if he is eventually confirmed.

He added that he is already fired up to lead the NPP in Bekwai as the parliamentary candidate for the area to win massively for the party both in the presidential and parliamentary election which is a couple of months away.

Asaga’s comments draw heated reactions

Stakeholders in the education sector have expressed concerns about statements made by the Employment and Social Welfare Minister, Moses Asaga.

According to the Minister who is also the Member of Parliament for Nabdam, the high unemployment rate in the country could be attributed to the mushrooming of private universities.

The president of the Legon branch of the University Teachers Association (UTAG), Langbomg Bimi, however, told Citi News, the Minister’s pronouncements are unfortunate.

“We disagree with him [Moses Asaga] entirely; the same program run in his time is what made him what he is today. So if people have gone through the same course and have the same qualification, he has no right to make such comments,” he told Citi News.

On his part, the Executive Secretary of the National Accreditation Board, Kwame Dattey believes his office does have the mandate to determine the manpower requirements of the country.

The president of the Unemployed Graduate Association of Ghana (UGAG), Justice Kojo Antwi,, however told Citi News though the education provided in the tertiary institutions met the market requirements, there simply are no vacancies.

Mills allowed May day libation pouring for votes – Balado Manu

The Member of Parliament for Ahafo Ano South, Stephen Kwaku Balado Manu, has said President Atta Mills for the first time since assuming power on Tuesday 1ST May 2012 allowed the pouring of libation during a state function, in order to win the sympathies and votes of traditionalist as the December general elections beckons.

According to him, the hypocritical National Democratic Congress (NDC) government would not hesitate to do all it can even if it’s against its own principles to win power.

Ever since President Evans Atta Mills took over the reins of the Ghana in 2009, making of libation has been absent in all state functions, a development that generated uproar and condemnation from traditionalist as they argued Ghana is a circular country and that the traditionalist needed to be allowed to also pray during state functions just like the bothers Moslems and Christians are allowed to.

The last time libation was not allowed to be poured was on 6th March 2012, where lots of explanation were given with the Pres. Secretary to President Koku Anyidoho and communication team member  the NDC  stated that the President was a Christian and does not condone making libation.

However speaking to ghanamps.gov.gh, Hon., Stephen Balado Manu stated that characteristic of the NDC party and its realization of the election period fast approaching, it has been quick to employ populist acts to win the public to its side.

‘’Why has President Mills now allowed libation to be poured during state function, why has no explanation been given to this new development, he should not think he can take Ghanaians for a ride just because of the elections, whether he allows  making of libation or not he will lose the elections, he said confidently.

Hon. Balado Manu added that Ghanaians have seen through the deception of the NDC government and are going to vote the NDC out of power.

Pass the Right to Information Bill – Coalition prays Parliament

The Coalition of Right to Information, a civil society organisation, on Tuesday called on Parliament to expedite action on the passage of the Right to Information bill.

According to the group, the bill when passed into law the bill would promote good governance and accountability, local economic development and also facilitate access to especially health information.

Speaking to the Ghana News Agency (GNA) in an interview immediately after the May Day celebration in Sunyani, Mr. Gabriel Gbiel Benarkuu, Chairman of the coalition, said it was high time the bill was given the needed attention and passed into law.

He emphasised that as spelt out, the bill when passed, would empower ordinary citizens to seek relevant information especially on health and also contribute meaningfully to national development.

According to him, most public officials had strongly kicked against the passage of the bill because of the level of corruption in the public sector.

Mr. Bernakuu observed that since transparency and accountability were the key principles of good governance, the better Ghana agenda would be enhanced if the bill was passed.

He said efforts by successive governments to promote decentralization and to bring governance to the doorsteps of the ordinary Ghanaian had not been achieved because the local people could not access information.

Mr. Raphael Godlove Ahenu, Secretary of the coalition, said the delay in the passage of the bill negatively affecting efforts to bring under control the high rate of corruption and bribery in the country.

“We believe that corruption can be brought to the barest minimum if the Right to Information bill is passed into law”, he said.

He called on traditional authorities, civil society organisations, religious bodies and the media to join the campaign for the rapid passage of the bill.

Mr. Ahenu noted that since the media had a critical role to play in the free flow of information, it was incumbent on them to ensure that all barriers to the passage of the bill were removed.

He emphasised that when passed, the bill would also help increase productivity and consequently boost the middle income status of the country.

Apedwa road to be completed soon – Joe Gidisu

The Minister of Road Highways, Joe Gidisu has assured motorist who ply the Apedwa stretch of the Accra-Kumasi road that his outfit is doing everything possible to put that road in good shape.

According to him, currently letters of credit are being procured from the Ministry of Finance to pay contractors to enable them continue work on the road.

The Apedwa stretch has in the past four years been in poor state making traveling on that road an unpleasant experience.

Due to the bumpy nature of the road, more damage is done to most of the cars that use that road while armed robbers in recent times have taken advantage of the slow pace at which cars travel on that road to attack unsuspecting passengers.

However speaking on News Night on Joy fm, on Monday, Hon. Joe Gidisu who is also the MP for Central Tongu in the Volta Region stated that government was aware of the plight of motorists and sympathysies on the said road adding that pending the funds from the Ministry the contractor in the mean time has been asked to level the road to make traveling on the raod convenient.

He said government is very much committed to completing that road noting that with additional money for the project being secured motorist will soon see the end of their plight.
