Low capacity of staff of AG’s dep’t cause of flaws in international transactions – Parliament

Parliament’s Select Committee on Finance has identified that the low capacity of persons in the legal department of the Attorney General (AG)’s office and other state agencies is the cause for the many flaws in Ghana’s international transactions.

This assertion was contained in a report presented to parliament on Tuesday June 18.

The Committee also said the lack of capacity partly explains the reason government has not been successful in accessing the rest of the $3 billion loan facility from the Chinese Development Bank (CDB).

Parliament on Tuesday approved amendments to the original agreement which until recently committed government to transfer 70% of the commercial value of each crude oil lifting into a collection account and then establish a letter of credit in the same amount to Bank of Ghana as surety for the transfer amount.

However, the new agreement now requires Ghana to transfer a defined amount into the collection account. This enables the country to save money after each lifting.

Chairman of the Committee, James Afedzi, in the report noted that while representatives of international contracts that Ghana deals with apply themselves diligently to the negotiations, the same could not be said about the country’s representatives.

In the view of the Committee, this could partly be attributed to the lack of expertise at state institutions. It therefore recommends capacity building for staff of the legal department of the Attorney General.

The Committee said the AG’s department should be revamped with the requisite skills and competence required for negotiations in such international transactions and contracts.

Former Attorney General and Member of Parliament (MP) for Sekondi, Paapa Owusu Ankomah, couldn’t agree more with the suggestion.

He said until government takes a new look at the AG’s department, it will continue to be plagued with the current predicament.

He said the Constitutional provision which allows an agency to engage consultants in international transactions, at huge costs to the state, creates resentment among the professional staff of that agency.

The Speaker of Parliament, Edward Doe Adjaho, revealed “I am in a discussion with the Clerk [to Parliament] to recruit brilliant students…to be sent to the [United Kingdom] House of Commons to be trained and come down to assist in the scrutiny work of this House”.

The Speaker also announced plans to institute a bi-partisan team from the House to meet with the AG’s department on the way forward.

Allow pregnant teacher trainees to complete sch – MPs-

Members of Parliament have called for an immedeate review of the code of conduct that does not allow students of Collages of Education to complete their education.

According to them, that provision is descriminatory and has ramification for the student and the country as a whole.

MP for Akatsi North, Peter Nortsu – Kotoe who first raised the issue on the floor of Parliament said just as female students in other tertiary institutions are allowed to procreate whilst they pursue their academic work, pregnant teacher trainees must be permited same, once they are able to cope with the demands of academic work.

He noted that the prevention of pregnant students from continuing their education has a lot of challenges, as a female student desirous of continuing her education can resort to unsafe abortion which can harm the life of the lady and may cause her to be barren.

Adding her voice to the statement, MP for Tarkwa Nsuem, Eugenia Kusi stated that that provision is outmoded and be done away with.

She noted that anyone in a college of education is matured enough and must be allowed to deal with her pregnancy while she continues schooling.

On his part MP for Asuogyaman, Kofi Osei Ameyaw said enforcing that provision will be contravening the constitution which speaks against descrimination.

Atebubu Amanten MP supports fire victims

Victims of fire disaster at Atebubu Amanten in the Brong Ahafo Region have received support from the Member of Parliament from the area, Mr. Sanja Nanja.

The Member of Parliament provided about twenty (20) packets of roofing sheets, pieces of wax prints, mats among others.

About Sixty (60) houses from ten communities in the area were burnt down rendering large numbers of residents homeless. The cause of the fire was attributed to bush burning which spread to the villages at the time most of the residents have left for their farms.

He said though not enough, those items will help the affected individuals to rebuild their houses and start normal life while efforts are made to give them more help.

He also cautioned residents in those farming communities to take measures to protect their homes from persistent fires.

Yapei-Kusawgu MP presents computers to schools

Eighteen public schools and two private schools in the Yapei-Kusawgu constituency have been presented with computers to help in the study and acquisition of information and communication technology (ICT) skills.

Some of the schools included Mpaha, Shere and Kapabuso Junior High Schools, Bupei Senior High School and a vocational school in the area.

The computers which were procured with the Member of Parliament’s share of the Ghana Education Trust Fund (GETFund) is in line with measures to ensure all students no matter their location in the country have access to ICT to make them competitive enough.

In a related development, the MP has also used part of GETFund for the construction of a community library at Mkpala as well as the rehabilitation of Mkpala LA Primary School.

Meanwhile, sports development has also received attention with provision of football sand jerseys for communities.

Kumasi market fire victims to receive gov’t support- Murtala

Government has reiterated its unremitting support for traders who have been affected by various market fire outbreaks including victims of the recent Kumasi Central market fire which destroyed several properties and merchandise worth millions of Ghana Cedis.

A deputy Minister of Information and Media Relations and Member of Parliament for Nanton Constituency, Hon Murtala Mohammed stated emphatically at a Press briefing that victims of the Kumasi Central market fire will also have a fair share of the fund which was established by government to support recent fire victims.

President John Dramani Mahama last week directed an amount of about GHs 2 million to be established for victims of the recent market fire outbreaks in Accra to assist affected traders bounce back to life again.

Hon. Murtala however stressed that the various fire outbreaks including that of the recent Kumasi central market fire was something government could not consider as mere coincidence and thus those who previously sparked verbal attack on the President for suspecting arson in these outbreaks will now reconsider their utterances.

“I believe those who verbally lynched his Excellency, the President for suggesting arson in the recent fire outbreaks will by now be changing their position” and those who also suspected rats will also be changing theirs too” he said.

The deputy Minister further noted that the various security agencies have also submitted reports on their preliminary investigation on the causes of the various fire outbreaks.

Meanwhile, Ghana has so far recorded about six market fire outbreaks in less than four months including Kantamanto, Makola No 2, Dome main market, Agbogloshie Market and recent Kumasi Central market.

New health facility soon for Brewaniase – Nkwanta S MP

A health facility is soon to be constructed at Brewaniase in the Nkwanta South District of the Volta Region.

The facility is expected to serve the health needs of the area which is the second largest community in the district.

Speaking to Ghanamps.gov.gh, Hon. Gershon Gbediame stated that the absence of a health centre in the area has created a lot of inconvenience for some of the residents as they travel to the district capital for health care.

He noted the project would be funded with funds from his share of the MPs common funds, HIPC funds and support from corporate bodies.

Hon. Gbediame stated that he remained commited to ensuring that the health needs of his constituents are met.

Titus Glover bemoans shortage of premix fuel

Member of Parliament for Tema East, Titus Nii Kwateye Glover has bemoaned the shortage of premix fuel for fishing activities.

He said the inability of Tema Oil Refinery to of produce the fuel is worrying and affecting the fishing activities of hard working fishermen not only in Tema but across the country.

Speaking on the floor of Parliament on Tuesday, Hon. Titus Glover implored government to support the refinery to produce the necessary crude oil and spare part to enable the refinery restart operation.

He noted that because the refinery is not producing, the imported premix cannot meet the demand of the over 2,000 canoes in Tema Manhean, not to talk of the other fishermen in other areas.

He added that due to the irregularity of the supply, the fishermen have no option than to buy the product at exorbitant price.

He stated that the shortage has resulted in hoarding and if care was not taken this could set residential facilities ablaze, and urged the authorities to act with dispatch.

Recent markets fire happen when Prez. is not in Ghana – Damongo MP

Member of Parliament for Damago, Adam Mutawakilu says it is extremely strange that the last few fire outbreaks at markets in recent times only happen when President John Mahama is out of the country.

According to him, it appears that whenever the President has marketed Ghana on the international scene during a visit and is coming home with good news to be talked about by everyone, he is invariably met with such negative news, and in that event taking attention off the president.

The MP was contributing to a discussion on the recent occurrence of market fires on Metro TV’s Good Morning Ghana show on Monday.

Yesterday parts of the Kumasi Central Market was gutted by fire destroying property worth millions of Cedis and coming only days after the Agbogbloshie and Kantamanto markets suffered the same fate.

Hon. Adam Mutawakilu stated that the timing of the occurrence of the recent market fires makes one believe that it is not merely a coincidence but that there is something more to it than meets the eye.

“The last time President Mahama returned to Ghana from France with good news he was met with the sad news of Agbogbloshie Market fires and just as he is expected in the country today from the UK, once again he is being met with another fire at the Kumasi Central Market, clearly this is not coincidental’’ he said.

He agreed with President Mahama that there might be some arsonist out there to make the government unpopular and defended the invitation of the American investigators who are in to probe the cause of the fire outbreaks.

MP installs mechanized borehole for Prestea gov’t hospital

The Member of Parliament for Prestea- Huni- Valley, Hon. Francis Adu-Blay has completed work on a new mechanized borehole for the Prestea Government Hospital in a bid to improve potable water supply to the facility.

According to the Lawmaker, the GHs 54, 000 worth project was financed through his own share of the MPs common fund.

He said the project was however deemed necessary after other alternative sources of water to the facility had been polluted with waste chemical from small scale mining activities in the area.

The MP however bemoaned galamsey activities in various water bodies, adding that the development has adversely affected livelihood in Prestea and its surrounding environs since various sources of water to households have been contaminated with toxic chemicals.

Meanwhile, Hon. Adu-Blay also disclosed that renovation works on the Prestea Huni Valley district hospital have also been completed to improve the hospital’s edifice.

He said the main ward and Out Patient Department (OPD) of the hospital has receive massive renovation works to meet modern standard, adding that these were geared towards boosting quality health delivery in Prestea and its surrounding environs.

Asante Akyem North MP donates to Juansa Methodist School

The Member of Parliament for Asante Akyem North, Kwadwo Baah Agyemang as part of his social responsibility donated a set of jerseys and football to the Juansa Methodist Primary School in his constituency.

Kwadwo Baah Agyemang after the donation advised the students to take their studies seriously in order to become good and responsible citizens in the future. “Your parents have invested in you, especially the education given you. The best repayment you can give them is to learn hard and become the doctors, teachers, pilots, technicians, politicians you have always dreamt of” the MP advised.

He further asked the children to imbibe the fear of God in them, stating “Without God, I promise you will not be able to accomplish anything on this earth.”

The Headmaster of the School, Joe Nimo Aikins, who received the donation, expressed his appreciation to the MP for honouring his promise. He appealed to the Member of Parliament to construct an ICT centre for the school so as to allow the children to keep in tune with developments in the ICT world.

In a related development, the MP donated a laptop to the best student of the Agogo Training College during their 2012/2013 graduation ceremony.

He promised to increase the price package next year to cover students who will excel in individual subjects. This he pointed out will help retain the college’s status as the best training college in the country.

Kwadwo Baah Agyemang in February also adopted the children’s ward of the Agogo Hospital after feting the kids who were on admission.
