Finance Committee is gathering information by inviting institutions—-Chairman

Chairman of the Finance Committee, Dr. Mark Asibey Yeboah has told Journalist that the committee is gathering information from the institutions that had appeared before them in the ongoing incamera probe.

According to the chairman the committee is not in any way inviting the collapse banks to appear before it.

And further added that the committee had asked for documents from the Bank of Ghana (BoG) and they have provided, “where we find gaps we have ask them to supply more documents and we would wait for them”, he said.

“After these three days exercise, we would piece all the information together and decide on the next step who to invite and what to do next”.

Dr. Mark Asibey Yeboah said, “if we want to do full scale public enquiry, we would do so now we dealing with the institutions everybody had the opportunity to ask question, without fear or favor”, he pointed out.

He made these remarks after the BoG appeared before the Finance Committee in camera, and the media was briefed on what have been taking place.

Collapse of banks: Haruna expresses concern about fate of affected staff

Member of Parliament for Tamale South and Minority Leader, Haruna Iddrisu has expressed worry over what would happen to affected persons with the collapse of Banks as schools reopens.

He made this remarks on Thursday September 6, 2018 when he visited the Finance committee at the ongoing probe of seven collapsed banks.

In an interview with journalists, he indicated that Parliament and the Finance Committee must be concerned about the banking sector and employment in the sector and the consequence of non-severance package to affected persons because of the unemployment resulting from the collapse of the banks.

Mr. Haruna Iddrisu reiterated that: “As a country, what can we do to restore the dignity, honor and reputations of our financial institutions”.

“I understand there is a lot of panic with movement of funds from the indigenous Banks, we need to know the fate of our local banks, their contribution to the growth of the economy; we should jealously and religiously protect our local banks. Again let us keep the regulatory of the Bank of Ghana away from unnecessary political interference, for sanctity in the banking sector”.

“What is it that the government of Ghana can do to find new life to those institution as soon as possible, do not forget that the US did it when they had financial crises, the state came in, let us see the role the state of Ghana can play; I generally do not think we have handle this matter properly.”, he lamented.

Adongo boycott: He is on his own—Fifi Kwetey

Member of Parliament for Ketu South, Fifi Kwetey has said the decision of Bolgatanga Central Legislator Isaac Adongo’s boycott of the ongoing probe by the Finance Committee is not sanctioned by the Minority on the committee.

The Bolgatanga Central lawmaker walked out of the Finance Committee meeting pointing that document he needed to do a good job at the ongoing probe by the committee has not been given and he would not be robber stamped into the process.

Mr. Isaac Adongo suspects there is an attempt at a cover-up following the widespread rot that led to the collapse of seven banks.

But Mr. Kwetey, the Ranking Member on the Finance committee told the media Mr. Adongo’s position “is his individual position. He does not represent the Minority.”

“The views he expressed earlier regarding returning assets to owners of the bank is his individual position as well. He represents none of us on the Finance committee and I can say by extension that he doesn’t represent the Minority as well.”

KPMG, Price Water House and Consolidate Bank to face Finance Committee

More institutions are billed to appear before the Finance Committee of Parliament as its probe into the collapse of local banks enters its second day Thursday September 6, 2018.

Dr Mark Asibey Yeboah in a briefing, indicated that receivers KPMG, Price Water House and the New Consolidated Bank would appear before the committee today.

Whiles the Security and Exchange Commission and the National Insurance Commission face the Finance Committee on Friday.

Jinapor: BoG is solely responsible for the Banking crisis

Former Deputy Minister of Power, John Jinapor has indicated that the Bank of Ghana is solely responsible for the crisis in the banking sector leading to the collapse of some seven indigenous banks.

His comments followed the appearance of the governor of the Central Bank, Dr Ernest Addison and officials of the Finance Ministry before the Finance Committee of Parliament to answer questions on the circumstances leading to the collapse of the banks.

The collapsed banks are; Capital, UT, Sovereign, Royal, Beige, Construction and UniBank.

Five of the aforementioned banks – Sovereign, Royal, Beige, Construction and UniBank have since been merged into one entity under the name Consolidated Bank of Ghana.

Mr John Jinapor said per the answers given by the governor of the Central Bank to questions on the circumstances leading to the banking crisis “clearly the fault ought to be put at the doorsteps of the Bank of Ghana and not any other person.”

“Any other thing that’s followed up for me is consequential on the fact that the Bank of Ghana failed to do due diligence to enforce the law. There was so much laxity and I think if there is anybody to be held responsible it ought to be the Bank of Ghana themselves, because clearly at the meeting, it is obvious that they failed to implement the law to the letter. There was some level of complexity. There was some level of laxity,” he added.

The former Deputy Power Minister noted worryingly that the Finance Committee is in the dark regarding the fate of workers of Consolidated Bank of Ghana (CBG).

“As we speak we don’t know the fate of the workers whether they are going to be guaranteed employment for one month, three months while they search for employment,” he stated.

According to Jinapor, the Committee’s attempt to get the Central Bank’s governor to make a definite statement on the employment status of the CBG staff was unsuccessful.

Adongo walked out of in-camera probe hearing

Member of Parliament for Bolgatanga Central Issac Adongo on Wednesday the 5th of November 2018 at 10:00am walked out of the Finance committee in-camera sitting meant to probe the collapse of five Local Banks.

According to the Bolgatanga Central legislator, he could not be part of a “rubber stamped” process which would deliver no value.

He pointed out in an interview with Journalist who had gathered at the seventh floor of Job 600 west wing that documents presented by the Bank of Ghana (BoG) when they appear before the committee in the morning was not comprehensive enough.

“These are Executive summary, press release, you are spending almost eight billion Ghana cedis of tax payers money this a useless document you bring to us. When it came to KPMG they only give you condition and opinion of UniBank”, he lamented.

“There were five assert review at UniBank, there were four of them in one month; we do not have even that report the claim that there were initial work done by KPMG, to take a decision to go into it we do not even have the report.

“We do not even know the terms of reference of the work that KPMG did,  we do not know what  contract we signed with Boulders,  we do not know the full report of Boulders  except Executive summary of Boulders work”.

He questioned,  why would I sit in that meeting, they are just trying to cover up, “these are the documents. To me they do not make sense to me, I cannot see why the state would spend close to eight billion cedis and close to six-thousand jobs are being lost, he emphasized.

A Parliamentary enquire and this is what they bring to me and I want to be part of that meeting and give credence to that kind of a meeting, I do not take part in robber stamp meetings?

As to why he was walking out whiles his colleagues from the Minority were part of the meeting, “well that is what they want to do, I am for my constituent and I feel that my constituent deserve better than this.

Mr. Issac Adongo further added that the document he is demanding for would give him a better understanding and not what the Governor who was before the committee tells him. He pointed out that he must read the documents and ask the appropriate questions for the governor to answer.

When Journalists pointed out to the Bolgatanga Central lawmaker that the documents he was demanding were already in the public domain he answered, “so why are they hiding them, we want to know indeed what is in the public domain is their document”.

As to whether he had raised the issues at the committee level he responded in the affirmative and said it was pointed out to him that there was a meeting and agreement was reached  as to  the document which should be presented  by the Bank of Ghana.

“You have contracted someone to do a job we cannot see the contract document, we can not see the terms of reference to see if they did a good job or not and you think you took someone’s job because of Executive Summary”?

He emphasised that clearly this is not a process he want to be part of and as to what next he said, “I would not take part let the cucus take a decision on that”, he lamented.

NDC would capture 25 seats in Greater Accra and form Majority 2020—Norgbey

Member of Parliament for Ashiaman constituency in the Greater Accra Region, Ernest Norgbey has said the opposition National Democratic Congress (NDC) has a strategy in place to capture twenty-five (25) seats out of thirty-four in the Region in 2020.

The NDC lost six seats in the 2016 Parliamentary election it had prior to the 2016 elections.

According to the Ashaiman legislator the enthusiasm that had characterized the just ended Regional election, shows how the grassroots base of the party is being rejuvenated and the NDC is poised to form the Majority in Parliament come 2020.

Seats that were traditionally NDC that were lost would be recaptured, we are going to take seats that are not traditionally NDC, in addition we would increase the numbers; for instance in my constituency Ashiaman we worn by fifty-two thousand votes we are going to increase it, he stated.

In an interview, he pointed out that the fact that the New Patriotic Party (NPP) government is failing Ghanaians and they are complaining, they are yearning for the comeback of the NDC to rescue them from the sufferings.

He added that policies, projects and programmes put in place by the previous administration is being destroyed by the current government.

“Look at our educational system the standards are going doing they are now talking about double tracking system, again the number of corruption being perpetuated”, he lamented.

We have been out of power for almost two years now,  you would realize that Ghanaians are already dissatisfied with this particular government and are calling for our come back,  we would just have to put our acts together and get down to the grassroots level, he said.

“But, we as NDC should not just say because NPP is failing for that matter we have worn 2020 Presidential and Parliamentary elections we need to work harder”

Be discipline to overcome workplace stress- Clerk to Parliament

The Clerk to Ghana’s Legislature, Mr Emmanuel Anyimadu has urged Ghanaian workers to exercise a great zeal of discipline to enable them manage their time effectively in order to overcome the negative effects of stress for greater productivity at the workplace.

According to him, well disciplined staff at various places of work especially the public sector are necessary assets that propel the development of the country in general.

Mr Anyimadu made the call when he addressed participants made up of heads of departments and agencies drawn from selected public institutions at the end of a four day training session on effective time and stress management by the Parliamentary Training Institute in Parliament House, Accra.

“If you are discipline, you will concentrate on your work and finish on time, if you are discipline, you be able to overcome stress. Be discipline in what you eat and drink. Discipline is the secret of my life” he said.

Sharing his personal experience on how he effectively manage his time and the stress associated with the conduct of his work in a political environment, the Clerk emphasis the need for managers at all levels to follow laid down rules and regulations.

He also charged heads of institutions to develop administrative structures where they are lacking to help manage stress and time in  the conduct of their work.

This he said will help them overcome the challenge of cutting corners that may end up piling up unnecessary stress on them.

“Obedience to rules helps a lot, If you want to be successful, obey rules” he stated.

Head of the Civil Service, Nana Agyekum Dwamena who was the guest of honour in commending the PTI for organising the continue exercise said Ghana must take a critical look at time management especially at public events.

He expressed concerns about how precious time which could have been used for productive purpose to enhance national development is always wasted in vain due to late start of functions in Ghana.

Mr Agyekum Dwamena challenged heads of departments to act as change agents by starting small in their Little corners and ways to engender progress.

To emphasise the value other countries place on the essence of effective time management, the Civil Service boss recounted with shock how a Managing Director of  a train service company in Japan had to apologise to the whole nation on a national television just because the train had taken off just two seconds earlier than it supposed to depart even though no passenger missed the train.

On his part, Minority Leader in Parliament, Haruna Iddrisu noted that Ghana’s bane for development has been indiscipline at all levels stating for instance the carnage on our roads, medical negligence, negative attitudes of public sector workers and challenges associated with the clearance of goods and services at the ports of entry.

The Tamale Central Member of Parliament noted the time has come for Ghana to take time much more seriously than we have done in the past.

“We take to many things for granted for instance, our tax our obligations and revenue mobilization, the GRA will wait until it misses its revenue targets before starting all over again” he observed.

Mr Haruna whiles congratulating PTI for organising the training emphasised the need for all citizens to dedicate time for stress management.

He also urged the participants especially the Parliamentary staff to go and make an impact with all they have learnt during the four day training.

The Minority leader proposed similar training exercise on stress management for MPs who described as being “stressed up” even to their pockets.

Acting Director of the PTI, Gloria Kumawu said the program was targeted at Directors from the Parliamentary service, the Judicial Service, the police service, Immigration, the Ghana Broadcasting Corporation, Ghana Revenue Authority, the Ministries of Foreign Affairs and Regional Integration, Education, the Interior and Education.
Effective time management is an important step towards achieving results.
According to her the facilitators which were carefully selected both from in- house and externally imparted the participants with knowledge and practical skills to better manage their time effectively and become more productive, less stressed, more positive and have control of their lives.

She noted that a test run conducted at the end of the exercise indicates participants really benefited from the training.

Madam Gloria Kumawu disclosed that if the programme is successful appraised, it will be organise for leadership of Parliament, Committee Chairpersons and Ranking Members and eventually all Members of Parliament.
The Acting Director also hinted to run an advance version of the training exercise in future depending on resource availability.

Former Interior Minister survives car crash

The former Minister for the Interior, Mark Woyongo escaped death narrowly in a road crash at Mampong on Sunday September 2, 2018.

Ahanta West MP urged people of Dixcove to work together for development

Member of Parliament for Ahanta West constituency, Ebenezer Kojo Kum has called on the people of Upper Dixcove Traditional Area in the Western Region to work together to ensure the much need development is achieved.

He made this remark at this year’s Kundum Festival which is marked by thanking God for the abundance of food usually during harvest period between July and September every year.

The celebration was on the theme, “Dixcove Nkoso” meaning development of Dixcove.

In his good will message, the Ahanta West lawmaker implored the good people of Upper Dixcove Traditional Area to use the occasion to resolve to work harder for the rapid development of the community.

And added that development of the Municipality would be measured by how successfully it has been able to utilize its resources for the benefit of the people.

Mr. Ebenezer Kojo Kum craved the indulgence of the chiefs to remind those in responsible positions, public servants, religious people and the entire citizenry to make every sacrifice necessary to uphold the principles of selfless commitment that characterized the forebears of the land.

He also stressed on the need for the two traditional councils; that is Upper and Lower Dixcove to put their differences aside and come together as one council to celebrate the festival together, as one people for the sake of unity and respectable culture.
