11 Ministers to answer 20 questions next week

Majority Leader, Osei Kyei-Mensah-Bonsu in presenting the Business Statement for the nextweek pointed out that eleven Ministers of the Akufo-Addo government would be on the floor of the House to answer twenty questions.

Ministers of Health, Works and Housing would answer three (3) questions each, whiles Transport, Natural Resources and Foreign Affairs and Regional Integration Ministers would address a question each.

The Ministers of Health, Trade and Industry, Communications, Finance, Gender Children and Social Protection, are also supposed to answer two questions each on behalf of their respective Ministries.

He further noted that the proposed statutory funds formula for the distribution of the District Assemblies Common Fund (DAC) for 2020 would be presented in due course, same with the Ghana Education Trust Fund (GETFund) and National Health Insurance Fund, for the year 2020.

In view of this, the committee of the whole would be sitting.

Kumbungu MP shows up in chamber in mask

Member of Parliament for Kumbungu, Ras Mubarak on Tuesday showed up on the floor of the House with a face mask as a form of protecting himself from the coronavirus.

Mr. Mubarak urged the Majority Leader to haul the Health Minister, Kwaku Agyman Manu to brief the House on the current state of things with regards to the coronavirus that has declared as epidemic by the WHO.

Meanwhile, while at it, his colleagues from the Majority side of the House kept mentioning his name and asking, “Ras what are you putting on”.

Whiles other MPs looked on surprised with the way the Kumbungu MP looked in the chamber, some called him “attention seeking Ras Mubarak”.

Minority Leadership absent during conclusion of MSONA

Front line Leadership of the Minority in Parliament was not in the chamber on Tuesday 3rd March 2020 to conclude on the Message of the State of the Nation Address (MSONA) when Speaker Professor Aaron Michael Oquaye requested that they take their turn.

Second Deputy Minority Whip, Comfort Doyoe Cudjoe-Gansah who was available in the chamber with some of his colleagues as at 11:20am when the concluding debate started told the Speaker since they did not participate in the whole debate, they are not in the position to conclude.

The action of the Minority leadership came despite earlier appeal by the Majority Leader, Osei Kyei-Mensah-Bonsu last week Friday when he presented the Business Statement urging the leadership of the Minority to participate in the conclusion of the debate of MSONA.

As the Majority Leader concluded the debate, his colleagues in the Minority who had showed up in the chamber just sat quietly and observed him.

Speaker inaugurates four-member advisory committee to PTI

Speaker of Parliament Professor Aaron Michael Oquaye has inaugurated a four-member Advisory Committee to the Parliamentary Training Institute (PTI) to cater for the training needs of Members of Parliament and staffs of the Parliamentary Service on Friday 28th February 2020.

The Institute would also serve as a centre of legislative excellence, train newly elected Members of Parliament (MPs), and offer periodic training to continuing MPs, staffs of Parliament and Metropolitan, Municipal, and District Assemblies (MMDA’s) as well as staffs of sister African Parliaments.

The Committee which was inaugurated on Friday February 28, 2020, comprised Dr. Rasheed Dramani, Director of the African Center for Parliamentary Affairs and Dr. Maame A.A. Gyekye-Jandoh, Head of Political Science Department of University of Ghana, Legon.

Others are Professor Stephen Adei, former Rector of the Ghana Institute of Management and Public Administration (GIMPA) and Professor Henry Kwasi Prempeh, the Executive Director of the Center for Democratic Governance-Ghana (CDD) complete membership of the Committee.

Their functions are similar to those of a University Council which has the ultimate power and authority in recommending standards for the achievement of the Institute’s goals as well as directing the highest academic standards of teaching, learning and research.

Speaker in his welcome address explained that the idea of establishing the Advisory Committee is to have an Advisory Board which would direct the PTI with regards to its intellectual goals, so that it can continue to be attached to academia and raise its global status and conceptualise the framework for the realisation of its objectives.

He said he expected the Committee to advice on the selection of the Director and the various positions similar to a Registrar of a University and other allied issues so that there would be a strong academic approach to all activities that the Institute is engaged in.

The Speaker stressed on research and lamented that research work in the country is not good enough and grieved that even doctoral students find it difficult to proceed on research on aspects of Parliament efficaciously due to inadequate documentation.

He said he was optimistic products of the Institute would contribute effectively to national development while the Institute will also serve as both a Resource Centre and Centre of Excellence for students and researchers from the various research institutions and the universities.

The Rt. Hon. Speaker disclosed that Ghana can boast of world class universities and think-tanks with international recognition such as University of Ghana, GIMPA, Kwame Nkrumah University of Science and Technology (KNUST), the Institute of Economic Affairs, Ghana (IEA) and CDD-Ghana among the many reputable institutions of higher learning.

He therefore urged the Committee to help identify the appropriate affiliate university or institution among these established universities and think-tanks because, as he noted, certificates or degrees whether Diplomas, Bachelors, Masters, Postgraduate, Doctor of Philosophy without a linkage are of no use.

And gave assurance that the Institute’s doors would be opened to everybody, home and abroad, who is interested in parliamentary or legislative and governance studies, to develop his or her potential through the Institute’s rich source of political analysis and administration.

The learned University Professor promised that the Parliamentary Service Board (PSB) will work closely with the Committee and give it all the needed cooperation, and made it clear that the Board was not going to set marching orders or interfere with activities of the Advisory Board.

He expressed his regret that Parliament is the institution that ceases to exist during coup d’états and therefore gave the assurance that the PTI will offer the highest standard of educational exposure to staff of the Service in a well-resourced intellectual manner and award them accredited degrees so that when they leave Parliament, they can also take up some positions anywhere.

In a related development, the Majority Leader, Osei Kyei-Mensah-Bonsu acknowledged that research has indicated that Parliament is recognised as the weakest among the three arms of government with continuous declining of the quality of work and debate in the House over the years since 1993.

He, however, hinted that the Institute would be used as a vehicle to reposition Parliament and to build the capacity of Members and also assist in building the capacity of the MMDCEs as well as those at the lower levels of governance.

The Suame MP tasked the Committee to design programmes to build capacity of Members in their responsibility of representation including the deliberative function of Parliament, information transmission, legislation and financial control oversight, which arguably, is the greatest function of Parliament.

PTI advisory Committee urged to learn from best practice—Haruna

The Minority Leader, Haruna Iddrisu has urged the four-member advisory Committee of the Parliamentary Training Institute to learn from best practice in Kenya and South Africa and impact that in Ghana.

This, according to him would help improve governance regime of the country and also enable the PTI function well as a Parliamentary training bureau.  It will also build the capacity of lawmakers and staffs of the service as they contribute tremendously to good governance.

Mr. Haruna Iddrisu made this remark on Friday when the Speaker Professor Aaron Michael Oquaye inaugurated a four member advisory Committee of PTI.

He further thanked members of the advisory Committee for accepting the Speaker’s invitation to help reform, resituate and redefine the PTI,

Also, he was confident that the Committee can improve the standing of the PTI as an institution of academic excellence, so long as Ghana remains committed to its democratic path that it took, with Parliament remaining undisputedly a relevant institution in the democratic process.

The Tamale South MP further stated that given the manifold role of Parliament and its multifunctional dimension, the PTI would be critical in equipping not just Members of Parliament, but Staff of the Parliamentary Service with the needed skills to make Parliament stronger, more transparent and more accountable.

Mr. Rashid Dramani of the African Centre for Parliamentary Affairs on behalf of the Committee assured the Speaker of their cooperation and support for the honour and confidence imposed in them.

He noted that much of what would happen would depend on who heads the Institute because oftentimes, it is the Chief Executive of an Institute that makes a difference and assured the Speaker that with his help the right person for the job would be found.

The Acting Clerk to Parliament Mr.  Cyril O. Nsiah took members of the Committee round and showed them the current physical state of the Training Institute.

Coronavirus: “May session is enough time to control spread to Abuja”— Kofi Humado

A Ghanaian member of the yet to be sworn in fifth Community Parliament, Clement Kofi Humado has said May of this year is enough time for the Nigerian Health authorities to control the spread of coronavirus recorded in Lagos to Abuja.

According to him, Lagos is far away from Abuja despite having airlines moving in between the two states, he believes the health authorities would move swiftly to quarantine the recorded case and those who the patient had been in contact with in time.

“But if they do not move early then it would spread and in that case it can also reach Abuja”, he said in an interview.

The first Ordinary Session of the fifth Community Parliament would be held in Abuja for the one hundred and fifteen lawmakers.

As to the health safety of MPs, Mr. Kofi Humado noted that when the coronavirus recorded in Lagos is controlled it would be safe for lawmakers to travel to Abuja for their first meeting.

He quickly pointed out that the rest of West African countries need to strengthen their boarders and put the necessary measures in place as well as Ghana to contain the coronavirus.

“Ras Mubarak should rather be quarantined not President”—Osei-Kyei

Leader of Government Business, Osei-Kyei-Mensah-Bonsu has responded to demands of the Kumbungu lawmaker that the President be quarantined for fourteen days after he returns from his trip to Europe.

According to the Kumbungu lawmaker the President’s trip took him to Norway where the coronavirus has been recorded.

Mr. Kyei-Mensah-Bonsu in his response noted that comments by his colleague from Kumbungu should be taken as a jest but if anybody needs to be quarantined it should start with “him”.

“I have seen him occasionally coughing, we are not too sure where he has been, we would have to start clinically testing him because his cough has been persistent and consistent, we need to be careful, Mr. Speaker”.

In a related development, the Kumbungu lawmaker wanted to know when the Health Minister would be in the House again to update members on measure being taken in preparedness should there be outbreak of the coronavirus in Ghana?

He added that MPs are on official and private business outside the country, the Speaker and staffs need to be protected.

Majority Leader noted that the protection of Ghanaians has to be universal and should not be done for only MPs hence the sector Minister was earlier in the House to explain where we are with issues of the coronavirus as a country.

“I agree with colleagues that a lot of water has passed under the bridge hence the need for the Health Minister to come again to the House to update us on the virus that is confronting the World”.

“Quarantine President on return from European trip”—Ras Mubarak

Member of Parliament for Kumbungu, Ras Mubarak is strongly advocating for the President Nana Addo Danquah Akufo-Addo to be quarantined for fourteen days when he returns from his European trip.

According to the Kumbungu lawmaker the President has visited Norway which has recorded the outbreak of the coronavirus which is fast spreading.

He made this request on the floor of parliament when he sought to know from Leader of Government Business Osei Kyei-Mensah-Bonsu if the president would be quarantined upon arrival from his trip.

This, the Minority members of the House were interested in the question posed by their colleague and gave approval to his question by saying, “hear hear hear”, with a lot of them laughing in the chamber.

Let’s collaborate and not politicize fight against galamsey — Alima Mahama

Minister of Local Government and Rural Development Alima Mahama has cautioned against politicizing everything in Ghana.

According to the Minister there is the need to collaborate and deal with national issues such as illegal mining (galamsey) instead of politicizing it.

She noted in an interview that the President Nana Akufo-Addo is concerned about the activities of galamsey hence the reason he put a ministerial taskforce in place and a lot of resources to check the activities of illegal mining in the country.

As to why the water bodies are brown despite government’s crusade against illegal mining, she noted that water bodies were clean but research has proven that during the dry season the colure changes.

She further pointed out that with the fight against galamsey journalists should not be putting a time frame on ending the menace, it is a continues process.

Haul Aviation, Health and Foreign Ministers to brief us on coronavirus—Okudzeto

Member of Parliament for North Tongu, Mr. Samuel Okudzeto Ablakwa has called on Leader of Government Business, Osei Kyei-Mensah-Bonus to haul three sector Ministers including Aviation, Health and Foreign Affairs to brief Parliament on measure being taken to evacuate Ghanaian Students in China.

According to him when the virus first broke the Majority Leader indicated to the House that government was following and if matters get out of hand there would be a briefing on the way forward.

“We do know the matter has gotten out of control, forty-eight countries have reported that they have the virus including Nigeria and the South African President has plans to evacuate one hundred and thirty-three of its nationals”.

He further pointed out that other countries are imposing flight restrictions as they have moved beyond medical preparedness; “our Ministers of Health, Aviation, Foreign Affairs and Regional Integration should be able to alert us on measures being taken to evacuate our students and respond to the current threat”.

The World Health Organisation (WHO) has put up a publication that Ghana is on their watch list as one of the countries that can get the coronavirus in Africa, and he pointed out that the House should take some positive steps.
