Savannah, Upper West MPs appeal to government to fix Bamboi-Wa roads

Members of Parliament from the Upper West Region from both side of the House have appealed to the Nana Akufo-Addo lead government to as a matter of urgency fix the Bamboi-Wa road network as it connects Ghanaians to Burkin Faso from Southern Ghana and Burkina Faso to Ghana.

According to the MPs, in September this year the rain washed off the link road making it difficult for commuters, adding that a journey which should take forty-five minutes from Bamboi to Wa takes two hours.

Ahead of the 2024 budget statement to be Presented by Finance Minister Ken Ofori Atta on Wednesday, November 15, 2023 they urged President Nana Akufo-Addo and Roads Minister to seriously consider it.

Member of Parliament for Wa West Lanchene peter Toobu at a press conference with members of the Parliament press corps said, “if you hear what the Burkina Faso drivers who use that stretch say about Ghana “it’s so shameful”, he said.

In his appeal, the Member of Parliament for Wa Central Dr. Hassan Abdul-Rashid Pelpuo who is the caucus chairman note that the road needs immediate attention; the road was patch but with the coming in of the rains it got cut off because heavy trucks ply the road and “we are here to complain very loudly to government and to call on government to act immediately to support the reconstruction of the road to ensure that that link is restored and at the press conference you have MPs from both side of the House all here to complain that there is the need for a quicker link.”

Again, we do appreciate government’s effort initially to create the link this is a situation where we can have vehicles passing the road but that effort did not go far enough. We are calling on government and the road minister and president to intervene for a quick action to get the road back into shape, he stated.

“Further, we are calling on the media to send this message out so that we can have our road back; we can have economic activities back in the two regions and restore hope and confidence in the people; the road from Bamboi to Wa is very bad.”

He was emphatic that the road does note know NPP or NDC; “when armed robbers come, it does not matter the party you belong to, there are a lot of people using that stretch to Burkina Faso.”

He said the people of Upper West also deserve a better road and there are a number of accidents you cannot count and this is the second year of roads, “and tomorrow being a budget day, we want to see some action in the budget.”

Finance Minister has no option than to embark on a difficult mission—Haruna

Ahead of the presentation of the 2024 budget statement, Member of Parliament for Tamale South Haruna Iddrisu said the Finance Minister Ken Ofori Atta does not have any option than to embark on a difficult mission of expenditure cut.

According to him there would be no growth acceleration or growth being fast trucked, rather a huge expenditure cut as government would try to make debt sustainable.

Again, the biggest news from the finance minister would have been he telling Ghanaians he had reached an agreement with external creditors in other that he would be able to save some ten point five billion dollars out of the twenty nine billion US dollars external debt that will give him some fiscal space; “he is likely to say I am near conclusion with external creditors.”

And to bring a closure to the matter China and the Paris Club’s issues need to be addressed as the IMF sees that as a requirement we need the six hundred million dollars badly before the end of November other than that the cedi would crash; “but he would not be able to say he has achieved agreement with creditors.”

Again there is the need for fiscal discipline and we have to work toward fiscal consolidation and Ghanaians should look for answers as to how to deal with the depreciation of the cedi. We need to work to export and work to preserve foreign exchange in the country, he added.

“We need to arrest the depreciation of the cedi if not the Ghanaian economy would not see any growth; there would be lack of fiscal space.”

Touching on the Central Bank, he opined that there has been a breach of the Act; saying ”many of you did not appreciate it, today you are making it a major issue; when it came to printing of money, we have to find ways to deal with it, how do we work to save the economy, he stated.

2024 budget will be IMF austerity—Samuel George

The Member of Parliament for Ningo-Prampram has described the expected budget of 2024 to be presented by the Finance Minister Ken Ofori Atta on Wednesday, November 15, 2023 as International Monetary Fund austerity budget.

According to him the finance minister is only coming to read what the IMF has written for him as he has no control over the budget hence there is not substance in the budget.

“We should expect that they would tell government to cut down on expenditure; government would have to cut down on road, hospitals that we need; do not expect the government to cut down on their travel expenditure”.

He further pointed out that government will cut down what benefits the public; they would not cut down on what benefits the president and his appointees.

So we should not expect them to function properly, stating that in 2022 a whole Ministry of Information goods and services got less than a million cedis out of ten million that was approved by parliament for them; it’s a budget of austerity, he emphasised.

“This one it is not only nurses who are suffering, doctors are also suffering students, nursing trainees free SHS is suffering, everything that this government has promised is suffering, even the second lady’s hand bag is suffering”, he mocked.

National Security Minister briefs Parliament on Garu brouhaha

Minister for National Security Albert Kan Dapaah has honored invitation extended to him by Parliament to brief the House on the situation in Garu where security personnel from the National Security and Ghana Armed Forces brutalized some civilians.

According to him the Ministry deployed five counter terrorism officers to Garu in the Upper East Region. When they arrived in Garu they were besieged by an irate youth who were armed with weapons including AK 47 despite the fact that they introduced themselves as national security personnel.

The irate youth went ahead to fire multiple rounds at the black Toyota Land Cruiser the officers were occupying, forcing them to drive to the police station to seek refuge. But the youth followed them to the police station, circle them and fired at them again.

Mr. Kan Dapaah further told the House on Monday, November 13, 2023 it took the timely intervention of the military to evacuate the national security personnel from the police station and the House should agree with him that the attack on the personnel was reprehensible and should be condemned in no uncertain terms.

“ In other jurisdictions such attack would be consider as attack on the state, both security agencies conducted joint operations to take weapons use by the irate youth to attack the national security personnel after the operation and report emerge of excess of some of the personnel who conducted the operation”.

The National Security Minister after his remarks further told the House he could not make or answer issues from the lawmakers because the issue was before court and lawmakers should be circumspect in discussing the issue as it has some security implications.

More especially the security situation in Bawku as counter terrorism operations is going on in the area and nothing should be done to demoralise the National Security Personnel; and he is prepared to cooperate with the House.

Rt. Hon Alba Kingsford Sumana Bagbin pointed out that if the National Security Minister had said the matter was before court and would not make any remarks that would have ended the matter, and he has been in a tight corner.

But he is compelled to ask the MPs from the affected constituency to make some remarks on the floor of the House.

Public outcry forces Parliament to beat retreat on venue for post budget workshop

The 2024 post budget workshop will no longer hold at Rock City in the Eastern Region, Parliament has to beat retreat after public outcry on the cost implication hosting the post budget work shop outside Accra when the Member of Parliament for Buem, Kofi Adams urged the leadership of the House to reconsider the venue considering the state of the Economy.

Speaker Rt. Hon Alban Kingsford Sumana Bagbin you drew the House’s attention to a video clip he watched when the Deputy Majority Leader presented the Business statement for this week on last week Friday, pointed out that it was decided at the meeting that Rock City Hotel will host the post budget workshop.

The Minority Leader Dr. Atto Forson contributing, to the issue on the floor of the House pointed out that there was not such decision at the Business Committee for the post budget workshop to be held a Rock city hotel.

“This year’s post budget would be held in Parliament; it’s so decided and members should make it a point to be there. We would use the floor of the House as main conference room, other committee rooms would be used for side workshops”, the Speaker said.

He further pointed out that this year’s post budget workshop would defer from previous ones and would be trainers of trainers and not the usual lectures. It would be on analysis of the budget from sector to sector going through the estimates.

He drew their attention that this post budget workshop would generate healthy debate; they would all have to be present and there would be a roll call every day. They would start practicing new standing orders so absent action would be taken against then.

Power generation under NDC’s Mahama has been vindicated—Deputy Minority Leader

Former Minister for Energy under the John Mahama administration Emmauel Kofi Armah Buah has taken a swipe at the ruling New Patriotic Party government as the energy minister Dr Matthew Opoku Prempeh announced government has signed two new power purchase agreements (PPA) to shore up the country’s power generation by 720 megawatts.

According to him the agreement with AKSA Energy Company Limited for a 370 megawatts (MW) thermal plant in Tema and another 350MW thermal plant in Kumasi is part of the government’s strategy to stabilise and enhance power reliability across the country and encourage power exports.

The Deputy Minority Leader at a media engagement with members of the parliamentary press corps noted that this is a clear vindication and a confirmation of a wise decision by the NDC led by former President John Dramani Mahama.

“It, clearly shows he was a visionary and the decision he made when Ghana found itself in dumsor was a wise decision. The reason why Ghana went into dumsor was the eight years that NPP was in power they failed to properly plan by adding power additions on annual bases”.

This country’s economy was increasing so you can see on annual basis there was the need for two hundred megawatts, NPP for eight years failed to address that so by the time NDC came to power this deficit among other things the drying up of the Akosombo dam then we had to be in crises, he said.

Again, it took us a lot to do, so president Mahama decided that we have to address this problem and we took a systematic step to increase the power generation capacity and increasing it. We took steps by bringing Ghana to the gas era by establishing the Atuabu plant. ENI was to address that but as soon as NPP took over instead of thanking President Mahama for the last seven years all they have done is to paint a picture of a government that was reckless in adding more power.

He stated that the NPP said PPA was over subscribed that is the reason why we are in debt. Today, NPP says we need to increase the power capacity; the Energy Minister announced seven hundred and twenty megawatt PPA have been signed. “Have they just gotten up from their slumber. Why is it that all of sudden they have woken up from their slumber? It’s important we understand we take decisions in the national interest”.

According to him, A country like ours needs power as we are calling for industrialisation, but NPP was throwing slogans about big industries, “where are you going to get the power? In the last seven years they cannot point to one power addition, now they are panicking to have power additions.

Health Minister updates parliament on reopened Renal Unit of Korle-Bu

The Minister of Health, Kwaku Agyeman-Manu has provided an update on the now reopened Renal Unit of the Korle-Bu Teaching Hospital.

According to him the circumstances that led to closure of the unit, Mr. Agyeman-Manu (MP, Dormaa Central) sighted debt owed by the renal unit to its supplier FMC in South Africa.

He further added that finance minister had approved for the disbursement of GH¢4 million to settle the accrued debt of the renal unit.

Every patient who visits the renal unit for dialysis at Korle-Bu is required to pay a subsidised fee of GH¢380 each day.

The renal unit receives 260-300 patients a week for dialysis at full capacity; undertakes about 2,000 dialysis sessions per month and operates for 24 hours.

Over the past 5 years, a wholly-owned Ghanaian company, First Sky Group committed GH¢1 million every quarter to enable patients who cannot afford dialysis to have two sessions a week for free, which constitutes over 80% of the patients’ receiving treatment at Korle-Bu renal unit and accounts for over 80% of the renal unit’s revenue.

Cabinet has clear decision for La General Hospital to be reconstructed—K. T. Hammond

The Minister for Trade and Industry K. T. Hammond has noted that cabinet has taken a clear decision for the La General Hospital which was demolished because the structure was weak to be reconstructed.

He made this remarks in an interview with members of the Parliamentary Press Corps on Friday, November 10, 2023, as business was on going on the floor of the House.

He was compelled to speak to the issue following agitations from some youth in the a La area who are up in arms demanding that the La General Hospital should be reconstructed.

According to him nurses, doctors and patients were not comfortable with the poor condition of the structure.

In addition, he noted that there have been some issues with the financing so the matter has protracted. “You might have heard about agenda 111”, hence the president and his cabinet have taken a very clear decision on this that it was going to be reconstructed in its original design after it was demolished. The contractor made another design from India, it has been agreed that that design is what is going to be put up in the same place. They started yesterday”, he said.

According to him, the finance minister is committed to raising money for the structure to be put up in its original design, adding that it would be as beautiful as it was.

He said government came to the floor and parliament approved some loans but there were difficulties and the loan did not come in time that is why the project has delayed. “Finally a new financing arrangement has been put in place.”

Five Ministers to appear before parliament to answer 49 questions

Five sector Ministers would appear before the floor of Parliament to answer forty-nine questions in the ensuing week.

The Attorney General and Minister for Justice would take two questions, whiles Sanitation Minister takes nine questions; Education will take fourteen questions as the Minister for the Interior takes eleven questions with the Minister for Roads and Highways taking thirteen questions.

Meanwhile on Tuesday, November 14, 2023 the Minister for Energy and officials of the Volta River Authority would be part of a joint caucus meeting to make a comprehensive presentation to the House on the spillage from the Akosombo and Kpong hydro electric dams.

On Wednesday, November 15, 2023 the Finance Minister would present budget statement and economy policy of government for the year ending December 31, 2023.

The MPs are expected to attend a post budget workshop from Friday, November 17, 2023 to Sunday, November 19, 2023 at Rock city hotel at Kwahu Nkwatia in the Eastern Region.

NPP Presidential Primaries: “If you lose and leave you are not a good candidate” —Atta Akyea

Member of Parliament (MP) for Abuakwa South Samuel Atta Akyea ahead of the ruling New Patriotic Party’s flag bearer election on Saturday, November 4, 2023 said any of the presidential aspirant who loses and leaves the party is not a good candidate.

According to him there are rules of engagement and no one can come and deceive the party, go into an election and break away to give semblance of disunity in the party.

In an interview with members of the Parliamentary Press Corps just after adjournment, he point that that if you sign an undertaking not to leave the party after the contest it adds up to one’s integrity.

“You think you can just go and do anything just as you like in this world if you do not want to come under laws and rules you are a lawless person, people should fear you”.

As to what message he has for the delegates ahead of the Saturday’s election, he pointed out “this is not the first time such an exercise is being undertaken in the NPP. It has been done before, the current President Nana Akufo-Addo went through it, same with Professor Adu Boahen and they all displayed maturity.”

Again, if the system says this is the one we should endorse, that is the end of the matter. It is upon you to team up with the winner to generate the result the common enemy in the NDC not ourselves. If you do not understand what we are about doing, then you do not love your party.

In addition the big fight in 2024 is not an individual matter; it is a whole party matter, the one who wins becomes the next president of Ghana.

On the issue of the Majority whip saying ninety-five percent of the lawmakers are supporting Dr. Bawumia, he noted that, it’s the truth and a huge statement because the endorsement is overwhelming. These are not ordinary people and not everybody is under any governmental control.

When they say that someone is being remote control, that is not the reflection on the ground, rather it is what the ground is saying. The same thing that he is one who should be the flag bearer that should minister to everybody that this man is very strong and has the support of those of us at the grassroot that is all you need as leader; and a leader is the one who has the support of all the serious people at the background.
