Bagbin calls for legal reforms to protect journalists

Speaker of Parliament, Rt Hon. Alban S. K. Bagbin has called for reforms in the existing legal framework to protect journalists and uphold the freedom and independence of the media as enshrined in the constitution.

He said his office and the legislature will remain committed to the promotion of free speech as a guarantee means of advancing the democratic credentials chalked under the Fourth Republic.

The Speaker made the call when the Canadian High Commissioner to Ghana, Kati Csaba called on him at his office in Parliament.

He noted that the media has played a critical role in all sectors of the country, serving as the mirror of society.

And further noted that, the role of the media was even more promising for a country like Ghana that thrives on democracy.

“There is the need to support the media some more because the media is so important and so valuable that any country that embarks on democratic development, exposes itself to great danger if it doesn’t empower the media to be able to operate freely without hindrances,” he said.

The Speaker also highlighted how he had in the past played a lead role in encouraging the freedom and independence of the media.

The two further held discussions on promoting parliamentary diplomacy, cooperation in the areas of education, health and trade investments between the two countries.

Canadian High Commissioner Csaba commended the Speaker for being an advocate for media freedom, women empowerment and social inclusion.

We started with misconception about the role of MPs – Yusif Sulemana

According to Mr. Yusif Sulemana, Member of Parliament for Bole Bamboi, Parliamentary democracy under the fourth republic started with the misconception that Members of Parliament (MP) are development agents.

He stated that per the 1992 Constitution, an MP is supposed to represent his/her constituents in Parliament in making laws; but the way the whole concept was started some other responsibilities were added to the extent that some allocations were given to MPs.

“Then you would expect that kind of pressure from your constituents, and when they hear of the common fund they do not ask how much, it is just five percent, what goes to the Assemblies is ninety-five percent”.

Hence, he noted that there is the need for some kind of education to the media men and women, “I get heart broken when media practitioners say that, the deplorable road there, the MP is doing nothing about it, then you ask yourself shouldn’t the media be holding Central Government and Assemblies responsible for this?”

Again, he pointed out that his brothers and sisters in the media are supposed to know better, but they rather move out there that, “MPs are supposed to be development oriented to solve small, small problems in our societies”.

Oda MP cuts sod for 100 million dollars project

The Member of Parliament for Akim Oda Constituency, Alexander Akwasi Acquah has cut sod for the construction of a sixty-eight {68} lockable market shops with ancillary facilities and lorry terminal at Old Premier Market.

The project also include a precast blocks paving of the Old Premier Market {3000sqm} and construction of 600mm diameter concrete “’U” drain {240m} at Akim Oda.

In his address, he expressed his happiness for having this market constructed for the people. He said, the Ghana Secondary Cities Support Project (GSCSP) is a five-year World Bank (IDA) funded credit facility from 2019-2023 which is aimed at improving urban management and basic urban service in participating Municipalities.

According to the MP, this will add up to the already exiting Oda major market and lorry station terminal which is currently under construction at Nkwantanum.

He assured the people that the project would commence and complete successfully because the President always ensures that he keeps to all his promises.

He used the opportunity to introduce the contractor of the project New Era Discovery Company Limited and Umasco Company Limited to the people and promised that the duration of the project is nine (9) months but will ensure that it is completed as early as possible.

The Krontihene for Akim Kotoku Traditional Council, Obrempong Gyamfi Saforo Kyere in his closing remarks expressed his support for the government for the good works they are doing and prayed that more projects be brought into their area.

He advised the youth to work diligently when they get the opportunity to work with the contractor so that the project will go on successfully without any hindrance.

He also appealed to the contractor to make sure that he completes the project as early as possible to enable the market women use the facility.

MP donate cash to assist affected fire victims

The Member of Parliament for Nsuta-Kwamang-Beposo Mrs. Adelaide Ntim in the Sekyere Central District has donated GHC5,000 to the Nsutaman Catholic Senior High School to assist students who were affected by the fire outbreak that destroyed part of the girl’s dormitory.

Mr. Kwabena Kwarteng who presented the cash on  behalf of the MP stated that the MP is committed towards the development of education in area.

District Chief Executive (DCE) for Sekyere Central Mr. Kwadwo Banahene Bediako also explained that though most of the students have been displaced by the fire, the Assembly is making alternative arrangements to house the affected students.

The Headmistress of the school, Mrs. Victoria Asher also indicated that none of the students in the school premises were injured but so many properties of the students were destroyed. She then assured that the money will be used for the purpose for which it was donated.

Members of Parliament High Attrition Rate: “NPP and NDC constitution not helping” — Osei-Kyei

Majority Leader, Osei-Kyei-Mensah-Bonsu has bemoaned the high attrition rate in Parliament and pointed out that the constitutions of the two major political parties in Ghana; the New Patriotic Party (NPP) and National Democratic Congress (NDC) are not helping.

According to him the development is not helping to enrich Ghana’s democracy, and is a development that should be addressed.

Speaking at the inauguration of the Parliamentary Service Board on Tuesday, April 27, he called on the Rt. Hon Speaker Alban Kingsford Sumana Bagbin to ensure that the political parties are engaged to address the high attrition rate.

“Let us not kid ourselves, the Executive arm of government would be happy with a weak Legislature, we need to strengthen parliament going forward as we have impose statutory and constitutional burden on ourselves”.

Mr. Osei-Kyei further noted that Parliament’s Committee system is the best vehicle to use to achieve its oversight function; “how strong are our committee systems to achieve this?” he queried.

Additionally, he called for liberation of the Committees to work proactively and make parliament relevant, as it stands now it is difficult for the Committees to work and with experience of the Speaker, he believes the new board should be able to address most of the difficulties that is confronting Parliament.

Parliament can do more to reduce road carnage – Akwasi Acquah

The Member of Parliament for Akim Oda Constituency Mr. Alexander Akwasi Acquah said parliament can do more to reduce road accidents in the country.

According to Mr. Acquah, “if we know the value of live and we know the kind of people that have been rendered fatherless or motherless because of these accidents then we have to find money from the various institutions that are supposed to for this integrated system to be implemented.”

Contributing on PM Express, on Accra base Joy News on “the Pandemic of Road Crushes: Ending the Carnage, he said; “We need an integrated system to check traffic regulations so that the lives we lost on the high ways can reduce, and these are things that we have to put pressure on because we cannot afford to lose lives this way, he stated.

The Oda MP was himself a victim of road crashes on February 1 2021 when he was returning from Koforidua in the Eastern Region on official duty.

He, however, escaped unhurt and was in parliament after a few hours of the incident.

Akim Oda primaries: “My competitor gave out more than I did”—MP

Akim Oda lawmaker, William Agyapong Quaittoo has revealed that he gave out television and money to delegates but his competitor Alexandra Akwasi Acquah gave out refrigerator, television and money leading to his defeat in the primaries.

According to him the first time he represented his people he paid fifty Ghana cedis, the following time one hundred Ghana cedis and his third attempt which he was not successful he paid two hundred and fifty Ghana to delegates.

He further pointed out in an interview that where the incident happened was a small community in Oda, and to the extent that the chiefs came up and took an oath saying he had gone twice and this time around they want someone from their community.

“It is not an issue of performance and development, I have sent development there, again I would not ask those I gave money and TV to return them. What I gave out I had people sponsoring me they would not ask for it back”.

As to his take on moneytisation of Ghanaian politics that both the Minority and Majority Leader talked against, he said, as a former Local Government Committee Chairman, he advised that the Common fund given to MPs should be sent to the Assemblies for MPs to concentrate on their law crafting mandate, but “they did not understand me and they insulted me”.

Mr. Quaittoo emphasized that the moneytisation trend would continue in his constituency and as a nation if we want to deal with it there should be a law crafted against the practice.

“I made money before coming into politics so I would go back to private practice when my cost would be low and I can manage my family”.

He further explained that he had buildings towards establishing secondary school but with Free Senior High coming in, he would turn it into a basic school and since he is an authority in Ghana when it comes to chemistry he would go back to writing of his books.

And he has four Committee reports pending he would ensure they are completed before the life span of the Seven Parliament ends.

Presidency, Bryan sponsored defeat of Acheampong Opare and Assibey —A. B. Fusinie

Sagnarigu lawmaker, Bashir Fuseini Alhassan has taken a swipe at Bryan Acheampong and the Presidency for using money to cause the defeat of Mr. Frederick Opare-Ansah, Seth Acheampong and Dr. Mark Assibey-Yeboah in last the New Patriotic Party (NPP) Parliamentary Primaries held last Saturday.

According to him, Dr. Assibey worked hard to ensure the current government had its loan approved, same with hard working Chairman of the Communications Committee, Opare-Ansah and Seth Acheampong.

“They were targeted by the presidency and they used Bryan to ensure their defeat. It is so shameful the way money was used. They have reduced our democracy to the highest bidder, we should say it as it is and it is not a secret”, he revealed in an interview.

Mr. A. B. A. Fusinie was so emotional about the way and manner the three lawmakers were handled in their primaries and questioned, “Who should do the work for government to benefit?” The three gentlemen cannot speak, we have to speak for them”.

“Do we need first timers to come and do the work that has taken years for the three to attain, they would spend four years to learn the rudiments of Parliament, they should have been given fair playing ground”.

Again, Bantama MP, Mr. Daniel Okyem Aboagye revealed that in an internal election there was a BNI operative participating in the elections and asked what would happen in a general election? “Delegates should have been allowed to decide who becomes the candidate ahead of this year’s election”.

He expressed further worry over the way and manner some were not respecting the COVID-19 protocols and feared that the numbers might go up since the country is almost around the fifteen thousand range.

Controller and Account General appear before PAC today

The Public Account Committee of Parliament on the second day running into its public hearing on Thursday looked at the report of the Auditor-General on the Public Account of Ghana’s consolidated fund for the period ended December 31, 2017 and 2018.

Deputy Minister for Finance, Abena Osei Asare represented the sector Minister and was accompanied by the Controller and Accountant General.

Mrs Osei Asare in her open remarks noted that the Minister, Ken Ofori Atta was in an emergency meeting hence she had to represent him and she was before the Committee to ensure concerns raised by the Auditor General on the Accounts of the consolidated fund would be cleared.

Members of the Committee indicated that they look forward to the sector Minister appearing before them tomorrow on Friday and hope there would not be excuses.

Friday June 26, the Finance Ministry would appear before the Committee to address issues raised by the AG on management and utilization of petroleum funds for the period ended December 31 2017.
