Five Ministers to answer questions in Parliament this week

Five Ministers are expected in Parliament this week to answer nineteen (19) questions posed in their names.

They include the ministers of Interior, Employment and Social Welfare, Local Government and Rural Development, Finance and Economic Planning and Defence respectively.

As part of questions to be asked on Tuesday, the Minister of Interior, W.K Aboah is expected to answer a question by Trobu-Amasaman MP, Ernest Attuquaye Armah on what kind of protection given to security agents who confront and fight armed robbers.

On Wednesday the Employment Minister Moses Asaga will answer a question posed by Kwabre East MP, Kofi Frimpong as to how many jobs the government has created since 2009 and what the breakdown is according to sectors.

On Thursday the MP for Agona East, John Agyabeng will have his question of finding out from the Minister of Local Government and Rural Development, Samuel Ofosu Ampofo about the case of the transfer of over 33,000 personnel from the Civil Service to the Local Government Service to improve the capacity of the MMDA’s.

Friday’s questions will include one which will be asked by Ablekuma North MP, Justice Joe Appiah about the state of the Tema Oil Refinery’s debts from the period, January 2009 to April 2010, when the NDC administration took over the reigns of government.

These were contained in the Business Statement of the House for the week for the seventh week ending Friday 29th June 2012 read by the Deputy Majority Leader Rashid Pelpuo on the floor of the House.

He said Bills may be presented to the House for the First Reading and those of urgent nature may be taken through the various stages in one day in accordance with Order 119. Papers and committee reports may also be presented to the House.

Ayawaso West residents petition MP

Some residents of Abelenkpe have petitioned Mrs Akosua Frema Opare, the Member of Parliament for Ayawaso West Wuogon Constituency, to ensure the completion of access roads in the area as a goodwill gesture.

Some residents on the Asafoatse Kojo Road, Abelenkpe Avenue and other link-roads, told the Ghana News Agency that the Contractor had not been seen at the project site for a while, leaving behind sand, which was blocking access to some homes.

Mr Frank Atiase, a resident, appealed to the Urban Roads Department to track down the Contractor and ensure that he completes the project, saying, “We are suffering under these conditions.”

He said some residents on along the Asafoatse Kojo Road had resorted to parking their cars along the main road, which was very dangerous.

He suggested to the aspiring parliamentary candidates of the Constituency to prioritise the issues of access roads and water delivery in the area because they would vote for a candidate who could solve their problems.

Mr Atiase also appealed to Ghana Water Company to deal with the irregular water supply.

“Water flows once in a week and sometimes the taps would run dry several weeks,” he said.

Dadekotopon MP donates computers to school

A GH¢115,000 pavement project undertaken through the initiative of the Member of Parliament for La Dadekotopon, has been handed-over to the Chief and residents of La in Accra.

Nii Amasah Namoale, the MP, handed over the paved area covering the La township durbar ground, the road behind the La Market, and some adjoining areas to Nii Kpobi Tettey Tsuru III, the President of the La Traditional Council, who cut the tape to commission its official usage by the people.

The project was a promise the MP made in 2008 during his campaign to become the constituency representative in Parliament on the ticket of the National Democratic Congress (NDC).

“In 2008 I pledged to undertake this project and though it had taken long, today with the support of the people and the Assemblyman for the area, we have done it to the benefit of all.

“La is now a municipality and we deserve more and more development that befits our new status. The money used in undertaking the work is not coming from my own pocket as your MP, but rather your own money which my position enabled me to attract for you,” Nii Namoale told the people at a ceremony to hand-over the completed project.

Nii Tettey Tsuru III expressed gratitude to the MP and recounted a number of development projects in the area that he (MP) had initiated and completed for the people in the constituency in areas such as health, sanitation and education.

Commenting on the Municipal status of the township, the Chief appealed to the residents, especially leaders of clans and the youth to cooperate with the local authority and the MP to bring developments that would modernize La and its environs.

In a related development, Nii Namoale also presented Dell computers with their accessories to 15 Junior High Schools (JHS) in the La Sub Metro educational area as part of his agenda to improve the academic performance of schools in the constituency.

The Circuit “26”, La Yahoushua JHS, Rangoon Camp JHS and Association Community International received in total, five computers and accessories.

The Tenashie JHS, Osu Home JHS, South La Estate “2” JHS, African Unity JHS and Manle Dada JHS, all within Circuit “27”, received a total of six computers.

At Circuit “28”, La St. Paul’s JHS and La Enobal “2” JHS received six computers and another six computers and accessories went to Circuit “28” for La Wireless “2” JHS, La Wireless “5” JHS, La Wireless 1 JHS and La Wireless 4 JHS.

The La Sub Metro Education Office received one computer.

Parliament approves nomination of two Deputy minister designates

Parliament on Friday finally approved the nomination of two Deputy Minister designates after the House deferred their approval on Thursday.
The house failed to approve them after the appointment committee had recommended the two for approval.
Several MPS on Thursday expressed an objection to the approval Mr. Kwadwo Owusu Agyemeng who is the Deputy Minister designate for Lands and Natural Resources after he indicated in his CV that he had done a Master of Science Course  and was awarded a degree when he actually had not, While a few mps also raised issues on the  authenticity of a supposed contract letter mandating the other nominee Anthony Gyambiby deputy designate for attorney general and minister of justice to still work with the A-G’s department after attaining his retirement age.
When the deputy speaker of parliament, Hon. Doe-Adjaho who decided to push the motion for their approval on Thursday to a vote, a voice vote was unclear as to which side won making him to defer it to be determine by secret balloting.
But when the house convene on Friday Hon Adjaho decided that some MPS including those who opposed the approval of the nominees came to see him earlier and ask him to push the motion again to a voice vote and when it was done majority approved the nomination

Kwabre West MP is dead

The Member of Parliament for Kwabre West Emmanuel Owusu Ansah is dead.
The MP died on Friday dawn at the Korle- Bu teaching hospital where was receiving medical treatment. He was to have been rushed to the Achimota hospital on Thursday after he collapsed at home.
Hon. Emmanuel Owusu Ansah had to be transferred to the Korle- Bu for further treatment but the Achimota hospital ambulance which was to ferry him to Korle- Bu was reported to be out of order prompting an ambulance from parliament to be dispatched to take him to Korle Bu.
At Korle Bu he was suppose to run an MRI test but the scan machine was said to have been at fault, whiles authorities and family members prepared to take him to Adabraka poly clinic,  he gave up a ghost at Friday dawn.
Hon. Ansah a lawyer by profession, once served as the Ashanti regional minister under the Kuffour administration from 2005-2008.
He was also once a Deputy attorney general, Hon. Owusu is the sitting MP to die in less than a month after the MP for walensi Alhaji Saani, Iddi died barely 3 weeks ago.

Parliament defers approval of deputy minister designate

Parliament on Thursday deferred the approval of 2 Deputy Minister designate after the appointment committee recommended them for approval.

The 2, Kwadwo Owusu Agyemang and Anthony Gyambiby who have being nominate to the ministry of Lands and Natural Resources and Attorney General and Minister of Justice has their approval postponed after Members of Parliament expressed reservation about certain issues that cropped up during their vetting.

While Mr. Anthony Gyambiby a retired chief state attorney was virtually given a clean bill of health by the MPS had to produce a letter as a proof of been contacted beyond his retiring age which few MPs including the MP for Manyhia, Matthew Opoku Prempeh were not satisfied with.

However the Kwaku Owusu Agyemang had his nomination objected by several MPS due to the several errors and inaccuracies in his curriculum vitae submitted to the committee and his unimpressive show of knowledge of the sector he had been nominated to when he was vetted.

Mr. Owusu admitted for instance that he did not complete his Masters Degree (MFc) course and therefore did not hold that certificate as a erroneously included in the curriculum vitae.
After presenting the committee report to the House, the minority leader Osei Kyei Mensah Bonsu recommended the nominees for approval by consensus but the MPS disagreed.

Hon Papa Owusu Ankomah MP for Sekondi said the he was not impressed with the nominees performance and doubted if the nominee could bring any thing substantial to government as he takes office for the last six months of president Mills’s team.

“If the president id going to appoint some one to join his team in this injury time, then that person must bring substantial to the government like Rogger Miller of Cameroun in the game of football, he comes into the game and score and makes the difference, I doubt if this man will make the difference” Papa Owusu said.

MP for Techiman North Professor Christopher Ekumfi who wax not happy with the preparation of CVs which are sometimes put before the appointment committee said it must be the responsibility of the appointment authority to do due diligence on nominees and also look at their CVs to ensure that CVs that do not make sense is not presented to the appointment committee.

However the MPS Ellembelle Armah Kofi Buah stated that there may be one or two nominees who may not get it right with their CVs but are effective in the discharged of their duties if they are finally approved as ministers.

With this he called on the house to approve the nominees.
The first deputy speaker of Doe Adjaho presiding over presiding said the issue to a voice vote but that could not settle the matter as the pitch of the yes and no responds sounded the same. He then requested for papers to ballot but that process was deferred.

It is expected that the house will return to the issue on Friday’s sitting.

3 communities in Ahanta West to be connected to National Grid

Three towns in the Ahanta West district namely Asemko, Ampatano and Kansokrom are to be hooked onto the National Grid as installation of electrification materials and equipment is to start in September 2012.

The three town forms part of the on-going rural electrification projects for the supply and installation of materials/ equipments to over 1200 communities under the 350 million dollars US Exim Bank Credit Facility been executed by Wealthy Lamone associates  INC (USA) in western, Central and Brong/Ahanfo regions.

The project became effective in July 2010 and is to be executed over a 5- year period.

A Deputy Minister of energy Inusah Fussaini made this known on the floor of parliament on Thursday whiles answering a question asked by MP for Ahanta West  Samuel Johnfiah as to when the above mentions communities which have already been provided with electricity poles will be connected to the National Electricity Grid.

He said a total of 32 towns in the Ahanta West district have been earmark under the wealthy Lamone electrification project.

Hon. Inusah Fussaini Noted that installation works have commenced under the first face package covering 21 towns, adding that the 3 communities are included in the face 2 left of towns recently surveyed and packaged.

CRC Report: Ministers must give up MP post – Short

The former commissioner of the Commission for Human Rights and Administrative Justice (CHRAJ) Justice Francis Emile Short says the Constitution Review Commission should have recommended an outright barring of the President from choosing any of his Ministers from Parliament.

Currently the Constitution requires the President to choose majority of his ministers from the legislature.

The Constitution Review Commission suggested in its report that the provision which makes that mandatory should be scrapped.

It however fell short of proposing an outright halt to the practice.

But Justice Emile Short in an interview with XYZ News said the Constitution Review Commission should have gone a step further to recommend a proscription of the practice.

“A Member of Parliament who is given a Ministerial appointment should either relinquish his position as an MP or vice versa. So if the recommendation is that the President can appoint Ministers from within or without parliament it means that theoretically he can still appoint majority of his MPs from within Parliament” Mr. Short said.

“He added that “I thought that there should have been a recommendation which would have made it impermissible for an MP to become a minister and vice versa”.

Justice Emile Short however welcomed a suggestion by the Review Commission that the death penalty be abolished.

“It is in the right direction that death penalty should be abolished and people sentenced to death should be committed to life imprisonment sentences.

“I think that is a welcome recommendation that the government has accepted”.

Defeated Sege MP alleges fraud in just ended primaries

The defeated Member of Parliament for the Sege Constituency in the Greater Accra region, Alfred Abayateye is calling for an audit of all candidates who contested in his constituency.

Alfred Abayateye who alleged spiritual attacks on him by unknown persons before the NDC parliamentary lost to Christian Odotei. He told Citi news he is not happy with the outcome of the elections.

“I would be glad if audits would be carried out especially in my area. Those who used company monies to do campaigns; the people’s hard-earned money. Anyway the Lord is my provider” the embittered MP told Citi News

Although he maintained that he has no qualms with Mr. Odotei, he however blamed the latter’s campaign team for plotting to kill him.

Honourable Abayateye has also assured Christian Odotei of his support.

Rehabilitation Works on job 600 on schedule

The State House power commonly known as Job 600 is expected to be ready for use by the next parliament by January, 2013 as rehabilitation works on the building is progressing steadily.

The state of the art edifices which will have facilities such as modern libraries and research facilities for the services of MPs is expected to be completed by end of June 2012, with external works of the building to be completed by August 2012.
This came to light when the Parliamentary Committee on Works and Housing inspected the building on Wednesday.  Works on the 12 storey, 63 million Dollar project which began on April 1, 2010 is being constructed by M/F China Sate Construction Company.
The contractor is currently focusing on work in the area of MET installations, Furnishing in the tower block and construction of extension structures.
Works on installation of steel frame support for external facade of the tower block is advance ahead on installation of external cladding and curtain wall materials.
Other ongoing activities include demolishing by way of readjustment of some lift openings and portion of the lower roof flap, services installations and finishes in the tower block.
Provision for fire protection systems have been made by the sub contractor M/F MSPP and have completed installation of galvanized spewed sprinkler distribution pipe from the third to the eleventh floor of the tower, additionally clapper valves are being fixed on the main galvanized spew riser pipes in base 2 and 3 in the tower block.
The contractor has a staff strength of 480 personnel who are working feverishly to meet the dead line.
