Abetifi MP welcomes endorsement of new DCE

The Member f Parliament for Abetifi, Peter Wiafe Pepra has described the successful endorsement f the President nominee for the position of District Chief Executive, Mr. Nana Antwi Siaw as a win for progress in Kwahu.

According to him, officially district assembly elections are not suppose to be partisan, yet it is open knowledge that it is deeply rooted, adding that the battle between the NDC and NPP in the district has serious implications for the progress of the district.

It is therefore great relieve and positive step towards confirming the nominee as this will make sure active work resumes at the assembly to start dealing with the developmental challenges of the various communities.

The MP who was at the assembly to witness the approval of the DCE nominee also noted that due to the back and forth in approving DCE for the district, the area is lacking behind in development and urged them to put their differenced aside and work in unity for the growth of the district.

He advised the new DCE to collaborate with the assembly members, traditional authorities and all other stakeholders to make positive impact in the lives of the people in the district.

What J.J said about Kufour has no basis – Kwarteng

Member of Parliament for Obuasi South, Kweku Kwarteng has slighted former President Jerry John Rawlings for accusing ex-President John Agyekum Kufuor of being responsible for the current economic crisis the country is going through.

Ex-president John Rawlings marked 35 years of the June 4 uprising at the Revolution Square on Wednesday.

In a statement read to mark the occasion, he accused the then Kufuor administration from year 2001 to 20018 of being corrupt.

According to him, the current economic crisis is as a result of the decision by the Kufuor government to redenominate the country’s currency in 2007 and challenged the NPP to declare what it did with old currency after it was phased out.

But speaking to Kwami Sefa-Kayi in an interview Thursday morning, Kweku Kwarteng described as ridiculous comments by the ex-president.

According to him, the redenomination of the cedi did not make its value less or more; ‘the value was the same’.

“When the redenomination was done, we all agreed that the value was the same and so it will be wrong to say that the current economic crisis is as a result of the redenomination. Our focus now should be how to better the lives of Ghanaians and turn the economy around. We are in difficult times and so shifting blames will not help us. What he said has no basis and we should take it with a pinch of salt,” the MP said.

Commenting on the June 4 commemoration, he questioned why an event which brings back sorrow and painful memories to most family members and friends be still celebrated.

“I think there should be a law to stop this celebration because it revives painful and does not heal wounds. I think we should take this issue seriously,” he added.

Parliament to examine accounts of state owned enterprises

Parliament is set to start examining reports and accounts of state owned enterprises to determine whether their operations are in line with sound business principles and prudent commercial practices.

The house is not happy government still contract loans for public enterprises set up to make profit and demands government take steps to avoid the practice.

Member of Parliament for Sekondi, Paapa Owusu Ankomah who moved the proposal on the floor of Parliament was contributing to a report on a loan agreement totaling $48 million to enable the Ghana Water Company expand its distribution system in the Greater Accra region.

“All these state owned enterprises are owned by us as a nation, however, in terms of the oversight of its work, there is a lot that is left to be desired because there has never been a report in this house by that committee on the works of any state owned enterprise, I mean the Ministry of Employment Social Welfare and State Enterprises, and this is an area where we have had a lot of leakages via complaints,” he said.

Paapa Owusu Ankomah added that “It seems as if the people of this country do not see Parliament as constituted and very able to exercise oversight over these agencies and even the executive.”

Deputy Minister for Water Resources, Works and Housing, Samson Ahi, however, told Joy News managers of the Ghana Water Company were already under a performance target to meet.

Parliament approves US$ 48 Million for water supply in Accra

Parliament yesterday ratified an on-lending agreement between the government and the Ghana Water Company Ltd (GWLC) for $48.1 million to finance part of the Greater Accra Metropolitan Area Sanitation and Water Project (GWSP).

The amount is part of a $150 million grant secured by the government from the International Development Association (IDA ) of the World Bank to increase access to sanitation and water supply services.

The project is to be implemented by the Ministry of Local Government and Rural Development and the GWLC.

Benefits

When completed GWSP is expected to supply water to 250,000 people in the Greater Accra Region.

Under the terms of the agreement between the government and the World Bank, part of the money should be made available to the GWLC under a subsidiary credit agreement.

The credit has a 25- year repayment period and a grace period of five years.

The interest rate will be calculated according to the prevailing Bank of Ghana exchange rate.

Presenting the report of the Finance Committee of Parliament on the agreement before the House, its Chairma , Mr James Klutse Avedzi, said the committee was of the view that the government’s on-lending programme offered an opportunity for state-owned enterprises to show their credit worthiness and improve their ability to borrow from the commercial market on their own balance sheet and also get ratings from the international rating agencies.

In a debate on the committee’s report, the member for Sekondi, Papa Owusu Ankomah, said the House needed to seriously examine the management of state owned enterprises (SOEs) to ensure that they were being managed prudently.

He said although the 1992 Constitution granted Parliament that power, the House was not discharging that duty effectively.

“There are a lot of leakages in some of these SOEs and Parliament needs to move its oversight to another level,” he said.

The MP for Shai Osudoku, Mr David Tetteh Assumeng, who is also the Chairman of the Parliamentary Select Committee on Works and Housing, said the committee would take a keen interest in how the GWLC used the money.

“The GWLC should sit up and seal all the loopholes and ensure efficient use of its resources,” he said.

The member for Effutu, Mr Alexander Afenyo – Markin, urged the Ministry of Water Resources, Works and Housing to exercise “proper oversight” over the GWLC to ensure that the company repaid the loan to the government.

Research allowance will be paid in due time – Ablakwa

The Ministry of Education says it will settle the book and research allowances of the Polytechnic Teachers Associations of Ghana (POTAG) in September this year.

According to the Ministry, POTAG’s current strike is illegal because the allowances are supposed to be paid in September every year.

“For the 2013/2014 academic year let nobody speak as if government has derelict its responsible; we are not even there yet,’’ Deputy Minister of Education, Samuel Okudzeto Ablakwa said.

According to him the action of POTAG is premature. ‘’What happened was a pre-emptive strike; it was so pre-mature…,’’ he noted.

A Deputy Minister of Education, Samuel Okudzeto Ablakwa made this known while addressing national executives of the Ghana National Union of Polytechnic Students (GNUPS) who presented an appeal to put an end to POTAG’s strike.

“This strike was declared as far back as almost two months ago, when it was not time to pay the book and research allowance; it was not time to pay and it’s still not time to pay,’’ the Minister added.

He told the students that the research allowance is paid once a year, in September/November.

Meanwhile, the National President of POTAG, James Dugura, in an interview with Citi News refuted the claims by government and expressed surprise at the comments made by the Deputy Minister.

Nsawam MP organises health screening for constituents

Mr. Frank Annoh Dompreh, Member of Parliament (MP) for Nsawam- Adoagyiri Constituency on Tuesday organized a medical outreach for his constituents by providing them with free quality healthcare.

The annual exercise, dubbed “Adoagyiri’s Health Screening 2014”  registered over three hundred  people from the various communities within the constituency, and was held in collaboration with Golden Hour Foundation and Blue Cross Foundation.

In an interview with the Ghana News Agency (GNA), the MP said issues relating to health were one of the constituency’s major challenges, and that, there was the need for people to periodically check their health status.

Speaking on health projects in the area; he said a clinic at Kofisa, which started 4 years ago, had not been completed due to government’s inability to release funds.

He said government also promised to establish the Community Health Programme and Service (CHPS) Compound across districts in the country but till date, that has not been fulfilled in his constituency.

The Member of Parliament said the release of the health fund and the completion of the CHPS Compound will facilitate healthcare delivery in the area and asked President Mahama “to walk the talk.”

Mr. Dompreh expressed his gratitude to the NGO’s as well as the participants for contributing towards the success of the exercise.

Dr. Richard Sagoe, President of Golden Hour Foundation said beneficiaries of the exercise were taken through hypertension and diabetes test, offered free medication and educated on the importance of living healthy.

He advised the general public to be concerned about their health, adding that, hypertension and diabetes are life threatening diseases.

Miss Faustina Gyimah, Founder of Blue Cross Foundation told the GNA that her foundation focuses on the welfare of the aged and also provide medical assistance for them.

She said society had neglected the aged with the perception that they are unable to contribute towards national development and also have nothing to offer.

Mr. Michael Lamptey, Administrator of New Life Hospital, on behalf of management, donated GH¢ 1,000 worth of drugs, cotton wool, plasters and lancets, among others towards the exercise.

Minority Caucus calls for enquiry into Ghana’s World Cup participation

The Minority Caucus in Parliament is demanding an establishment of a bi-partisan Parliamentary Committee to probe the scandal that rocked team Ghana, in the ongoing 2014 World Cup in Brazil leading to the country’s early exit from the competition.

Pursuant to this, the Ranking Member on the Committee on Youth and Sports and Member of Parliament for Atwima Mponua, Isaac Asiamah has filed an urgent motion in Parliament asking for the body to be set up.

The Minority said the poor performance of the Black Stars and its attendant dishonorable acts by certain state officials should be thoroughly investigated to avert a repeat in the future.

Addressing a press conference in Accra on Wednesday, Hon. Isaac Asiamah condemned the government over its handling of the players $ 3M appearance fee which it ferried via a plane to Brazil, noting that the government blatantly flouted its own directive which it introduced through the Bank of Ghana on the trading of goods and services in dollar currency.

“At the time when the nation is in crisis and our international reserves and foreign balances are fast depleting and the Bank of Ghana is making strenuous efforts to stabilize the Ghana Cedi, it is reckless to cause football players to hold the nation to ransom” he said.

He further deplored the poor treatment given to most of the supporters in Brazil, as they could not watch the games live at the stadium but had to watch from TV sets in their hotel rooms.

“Brazil 2014 has witnessed yet another bizarre flight arrangement. Most fans missed the matches of they had hoped to watch. In our group match against Portugal, over seventy (70) fans who were led by government officials including for MP for Adenta, Kojo Adu Asare arrived in Brazil just after the Black Stars had crashed out of the tournament. The early exit of Ghana and the affliction of the supporters represent the fruit of poor organization, poor planning and display of gross incompetence and constitute a grotesque waste of public funds”.

The minority caucus expressed its doubt about the credibility of the work of the committee that will be set by President John Mahama as he hinted, saying a lot of committees of enquiries have been set up under this government which actually produced no results.

MPs unhappy with logging in Daboya

The Parliamentary Select Committee on Local Government and Rural Development (LGRD) has expressed concern about the indiscriminate felling of trees for timber, which must stop to save the environment from further depletion.

Mr Dominic Azumah, Member of Parliament for the Garu Constituency in the Upper East Region who expressed the concern in Daboya at the weekend when he led a ten-member Parliamentary Select Committee to the area called on chiefs and indigenes to fight the menace.

The Parliamentary Select Committee is on a 5-day working visit to some selected assemblies and other departments under the Local Government to see challenges and progress and to provide advice to the sector ministry.

Mr Azumah who is the chairman of the committee said the North Gonja District had a lot of prospects and expressed regret that the people were allowing some unscrupulous individuals outside the district to engage in logging while the people gained next to nothing in the proceeds.

He said, “Everybody in this district should rise up against this illegal chainsaw operation, which is depleting the environment. I even hear cocoa can do well in parts of this district and it is important for us to harness the potential of the area instead of allowing private business people to destroy our future”, he said.

Mr Azumah said government has awarded contracts to some contractors to build residential and office accommodation to some of the newly created districts, which the North Gonja district was one of them and advised the assembly to devise ways of generating revenue to embark on self-funded projects.

Mr Sorku Kasim Yahuza, DCE for North Gonja enumerated the challenges facing the district and appealed to the committee to channel those problems to the appropriate quarters for assistance.

He appealed to government to consider constructing a bridge on the White Volta River in Daboya to ease the transportation problems from the area to other parts of the region.

Mr Yahuza said land had already been acquired for the construction of permanent district offices and residential accommodation and expressed hope that central government would honour its promises and release funds immediately for development of the district.

Joe Ghartey steps down from NPP flagbearership race

Second Deputy Speaker of Parliament Joe Ghartey has announced that he is no longer contesting for the NPP flagbearership slot although he has successfully made it into the top five presidential aspirants qualified to contest in October.

He garnered 22 votes representing (2.98%) out of 740 votes cast at last Sunday’s Super Delegates which saw Nana Addo win with an overwhelming 81%.

Hon. Ghartey who is also the Member of Parliament for Essikado in the Western Region however failed to give reasons for his decision.

The largest opposition party held a Super Delegates Congress last Sunday to select five out of seven candidates who will contest for the final flagbearer position at October 18 national delegates’ conference.

Two candidates who failed to make it to the final five were former Information Minister Stephen Asamoah Boateng and former Trade Minister Dr. Kofi Konadu Apraku who polled (13 votes) and (10 votes) representing 1.76% and 1.35% respectively.
