Senator Snowe Jr calls for parliamentary resolution to be forwarded to Heads of States for action

Senator Edwin Melvin Snowe Junior of Liberia and President of ECOWAS Parliament’s Committee on Political Affairs, Peace, Security and African Peer Review Mechanism (APRM) is advocating for a system where resolutions taken at the plenary would be forwarded to the Authority of Heads of States and Government for action to be carried out.

According to him as lawmakers in the Community Parliament, they have condemned the practice where democratically elected Presidents in the West African sub-region change their constitution to prolong their stay in power.

“We had a heated debate on Togo, La Cote d’Ivoire, and on Guinea. But after our debates, there are no resolutions sent to the Heads of States for follow-up action. It is time for the parliament to go a step ahead not to debate the issues and leave them to our archives”.

In a telephone interview with Ghanamps.com, he further emphasized the point to send resolutions to Heads of States so that they know the stands of the Parliament, and where it is coming from.

“Yes, we condemn the coup in Guinea, so should we condemn the actions of heads of states that are changing their constitutions to perpetuate themselves in office. There was an ECOWAS delegation sent to Guinea that was rejected by the Guinean authority, at that time they stay at the airport and they were returned to Abuja and their respective member states”.

And added that, today Guinea is going through what it calls upon its self; “we condemn the military coup, equally, we hold the president Alpha Conde responsible for what has happened in Guinea”

GUTA’s Threat: Vice chair of Trade and Industry Committee appeals against using force

In the wake of the Ghana Union of Traders Association (GUTA) threatening to lock up shops belonging to Nigerian traders without proper documentation, vice chairman of the Committee on Trade, Industry and Tourism of Ghana’s Parliament, Alexander Akwasi Acquah has appealed to the leadership of GUTA not to take the law into their hands.

According to him the last time the Committee met with GUTA, the association came to understand issues better and were apologetic, after they earlier chastised the chairman of the Committee, Carlos Ahenkora.

“When they came to understand the realities and we open up to them, some of the difficulties and challenges we have, with regards to what they expect us to do, they came to understand so we would continue to appeal to them that they should let us employ some civil actions rather than using force”.

In an interview on the matter, the vice chairman noted that the laws of Ghana should be employed and appealed to them to consider that Ghana is a signatory to international treaties and should make sure, the best practice is followed rather than creating chaos.

“Like you said, the Speaker of Parliament has been instrumental in this matter, there have been several trips on this issue, we should find proper solution to this problem”.

Again, when we met them, we told them there is no point taking the law into their own hands as there are a lot of laws to deal with the situation, “especially with Ghana being signatory to ECOWAS treaties and as a sub-region, we have become a small village. We need a soba reflection it is not a kind of situation where we would want to use force to take the law into our hands”, Mr Akwasi Acquah admonished.

Burnt Oda market: “Government would build a new one” — Osafo Maafo

Senior Presidential advisor to President Nana Akufo-Addo, Yaw Osafo Marfo has told market women in Akim Oda that government would assist in building a new market following the inferno that razed down the market on Tuesday, September 14, 2021.

“We have taken pictures of this disaster and would be forwarded to government and see how to assist those affected, and this has left the MP, Regional Minister, MCE and myself in deep thinking, because we know this is the business you do to assist your children, we have cloth and valuables burnt”.

The former Akim Oda MP was in the company of the current MP, Alexander Akwasi Acquah and the Municipal Chief Executive (MCE) together with NADMO officials who visited the burnt market on Wednesday, September 15, 2021 around 6:00pm to see at first-hand damages caused to the market by fire.

As at the time of visit despite the fact that there had been light rain from morning to evening, there were still traces of smoke and fire burning in some sparts and the place had been cordoned off.

In his address to the market women who had gathered, Mr. Yaw Osafo Marfo noted that the market to be built would be a modern market better than the one raised down by fire, “whatever we would do to help, we would do to send this issue to government of this disaster, but you need to support your MP to achieve this”.

According to the former MP the magnitude of fire disaster had never been witnessed in Akim Oda, despite the fact that fifteen years ago there was a fire outbreak at the same market but was not to that extent.

And told the market women that, they cannot use the burnt market now but officials would come and count the number of women affected and since they know themselves, they should assist in that direction and also ensure that only those who did business at the market before the disaster are counted.

“Government needs to have these list and be truthful to yourself”, as one of the market women enquire where they can would they relocate for now in the mist of the disaster.

Mr. Yaw Osafo Maafo noted since it has to do with hygiene doctors together with their MP, MCE and Regional Minister would have to have discussions and determine a suitable place, “no matter what we would let you know where you can go and have your marketing done in the meantime”.

India lobbies Ghana for the CPA Chairmanship

India has asked for Ghana’s support in her bid for the chairmanship of the Commonwealth Parliamentary Association (CPA).

The request was made through Ghana’s First Deputy Speaker of Parliament, Joseph Osei-Owusu, in Vienna, Austria, where the Fifth World Conference of Speakers of Parliament was held.

This was during a meeting between the two parliamentary delegations on the sides of the conference.  Osei-Owusu had met with a number of parliamentary delegations from different countries as part of the side events of Ghana’s delegation to the conference, and the delegation from India was one such.

His Excellency Harivansh Narayan Singh, the Deputy Chairman of the Rajya Sabha, which is the Upper House of Indian’s Parliament, led his team to the meeting with Ghana. He spoke about the long-standing relations between Ghana and India in the area of capacity building for the civil service as well as the military and suggested that the two countries should consider extending that relation into other areas.

International parliamentary work is clearly one area that India will want partnership with Ghana, hence his request for Ghana to support India’s bid for the chairmanship of the CPA. Currently, Ghana’s Majority Leader, Osei-Kyei Mensah-Bonsu is the Acting Deputy Chair of the CPA.

Mr.  Osei-Owusu traced the strong relations between Ghana and India to the pre-independence era, when President Nkrumah and President Nehru, both former presidents of Ghana and India respectively had a close collaboration.

He said Ghana was home to a lot of Indians, who are engaged in various businesses and vocations, particularly in Accra and Kumasi. The Jubilee House, which is Ghana’s seat of government, he said, epitomizes the Ghana-Indian relations, given that India built it for Ghana almost as a gift.

And Osei-Owusu pledged that Ghana’s Parliament will discuss Indian’s interest in the CPA chairmanship and determine how the two countries can continue to collaborate within the CPA.

Mr. Cyril Nsiah, the Clerk to Parliament, who was a member of Ghana’s delegation to the conference in Vienna, said Ghana’s Parliament had benefited immensely from capacity building from the Indian Government. At the onset of Ghana’s Fourth Republic, most of the training and re-training of the staff of the Parliamentary Service was done with the support of India, adding that he looked forward to more collaborations with India in other areas.

H.E. Harivansh was accompanied by Mr. R. Tiwari, a Joint Secretary at the Rajya Sabha, Mr. Gjanveer Singh, First Secretary at the Indian Embassy in Vienna, and L. V. Ramana, a Senior Official of Indian’s Parliament.

The Ghanaian parliamentary delegation, which has since returned home, had earlier met with delegations from Zimbabwe and Hungary.
