SPAM /DEOC should be made to work effectively-Sissala East MP

The Member of Parliament for Sissala East constituency in the Upper West region, Sulemana Alijata Gbentie has underscored the need for serious implementation of school performance management tools in order to boost quality education across-board.

She indicated that performance tools like the School Performance Appraisal Management (SPAM) should be strengthened and entrenched in the system to ostensibly enhance the standard of education in the country.

Highlighting this in an interview with ghanamps.gov.gh, the MP asserted that SPAM meetings were for instance improved ways of monitoring and checking the edge in performance of school children and teachers.

She added that such meetings give the opportunity for stakeholders to have interface with each other to deliberate on educational matters and the way forward in achieving quality education.

Also on the District Education Oversight Committee (DEOC) established to help improve educational standard of children, she intimated that this was not functioning properly as it is required, adding that in some instances not even a single meeting would be convened under DEOC in a year.

Madam Sulemana Gbentie was therefore worried that all these forms of monitoring and evaluation tools in education were failing, thus urged government through the Ministry of Education and the MMDA’s to activate these elements in our quest for achieving quality education.

Barton-Oduro must be unseated as Deputy Speaker – Ken Agyapong

The Member of Parliament for Assin Central, Kennedy Ohene Agyapong says Deputy Speaker of Parliament Ebo Barton-Oduro must be removed from that high position of the land with immediate effect.

He said in view of Mr. Barton-Oduro’s involvement in the Waterville saga, still occupying that office will bring Parliament into disrepute.

As the then Deputy Attorney-General Ebo Barton-Oduro in the previous Atta Mills’ government was active in the Waterville-Woyome saga and is remembered for his infamous statement that the payment of the judgment rather saved the state money and that the state had no case defending the issue in court.

However the Supreme Court on Friday directed Waterville Holdings Ltd. to return to the state €25 million ($47 million) it obtained illegally arising out of claims it brought against the state in 2009.

This was after former Attorney-General Martin Amidu argued that neither Waterville nor businessman Alfred Agbese Woyome, who also obtained similar payments, had a valid contract with the state to warrant the payments.

The highest court of the land by a unanimous decision ruled in favour of Martin Amidu ordering that the monies paid Waterville in the judgment was illegal and must be refunded.

However speaking on Accra based Okay FM Monday Hon. Ken Agyapong stated that he had been proven right by the court ruling after he raised the issue earlier on the floor of Parliament.

He said the Mr. Barton-Oduro is not fit to lead the House judging by his conduct in this case that nearly robbed the country of such huge amount of money and further urged other MPs to join in the call if they want to protect the integrity of Parliament.

Constitutional, Legal and Parliamentary Affairs’ Committee ends workshop

A three-day capacity building workshop for members of the Parliamentary Select Committee on Constitutional, Legal and Parliamentary Affairs, has been held in Koforidua to enhance their performance in ensuring democratic governance.

It was also to enable STAR-Ghana, who sponsored the workshop, to set out its collaboration with Parliament and the leadership of the Select Committee to respond and outline its vision to members (Committee).

The theme for the workshop was: “Strengthening the Committee for enhanced Parliamentary Oversight”.

In attendance were Mr Joe Ghartey, second Deputy Speaker of Parliament, and Dr Dominic Ayine, Deputy Attorney-General.

In his opening address, Mr Ghartey indicated that the Select Committee was doing less than it was supposed to do as their mandate.

He said the Committee should have guidelines to enable them check and rectify the constitutional and legal issues concerning any bill that passed through Parliament.

“All bills that come to Parliament should be copied to this particular Committee to thoroughly look at the legality of the bills and to address all unconstitutionalities,” he stressed.

Mr Ghartey charged the members to examine critically their jurisdiction and play them appropriately in order for their work to be more relevant.

Mr Alfred Agbesi, Chairman of the Committee, noted that there was the need for a paradigm shift to make the Committee active in performing its legal and constitutional mandate.

He expressed gratitude to STAR-Ghana for their support in empowering the Committee to live its mandate for the good of the nation.

Mrs Mary Tobin Osei, Operations Manager of STAR-Ghana, said the overall objective of the organization was to increase the accountability and responsiveness of government, traditional authorities and private enterprises to Ghanaian citizens.

Yunyoo MP makes move towards establishment of SHS

Over 300 basic school children residing in communities under the Yunyoo constituency have had the opportunity to sit for this years’ Basic Education Certificate Examination (BECE) in their own domain, with the area acquiring a new centre for the conduct of the exams.

The centre was made possible through the earnest efforts of the Member of Parliament for Yunyoo, Hon. Joseph Bipoba Naabu in consultation with the West African Examination Council(WAEC) as a major intervention to avert the stress pupils went through in travelling to nearby towns to sit for their exams.

Speaking to Ghanamps.gov.gh, the MP recounted that formerly pupils due for such exams in Yunyoo and the surrounding environs were always scheduled for centres either at Nankpanduri or Bunkpurugu, but claimed the creation of the centre will ease the seeming pressure and discomfort of Konkomba students because of the protracted Bimobas-Konkombas conflict which erupted in the area.

He also revealed that plans were afoot to get Senior High School (SHS) in Yunyoo to absorb pupils in the area.

He indicated that, he had petitioned the Ministry of Education through the Regional Minister and other parastatal organizations to assist in facilitating the establishment of SHS for the area.

At least Bunkpurugu has in its jurisdiction two SHS’s, whiles Yunyoo has none, a situation which has necessitated the drive for the establishment of SHS by the MP in the area.

He assured that as a member of the education select committee in Parliament, he would ensure that the constituency acquires an SHS for residents.
